【摘要】：近年來,各種形式的產(chǎn)業(yè)管理機(jī)制在我國各地高新區(qū)蓬勃開展,對我國高新技術(shù)產(chǎn)業(yè)發(fā)展做出重要貢獻(xiàn)。但在高新區(qū)發(fā)展和改革過程中,也出現(xiàn)了許多共性問題,解決這些問題需要具有改革意識和創(chuàng)新精神,其中值得關(guān)注的一點是產(chǎn)業(yè)管理機(jī)制創(chuàng)新在這個過程中扮演著日益重要的角色。如何真正提高高新區(qū)產(chǎn)業(yè)管理水平和創(chuàng)新機(jī)制,提高其產(chǎn)業(yè)的可持續(xù)發(fā)展能力,并進(jìn)一步探討基于公共管理模式構(gòu)建產(chǎn)業(yè)管理機(jī)制創(chuàng)新,使高新區(qū)產(chǎn)業(yè)管理機(jī)制能夠不斷迸發(fā)出創(chuàng)新活力,是理論上和實踐上都迫切需要解決的重要問題。本文對我國高新區(qū)產(chǎn)業(yè)管理機(jī)制現(xiàn)狀進(jìn)行了解讀,針對我國高新區(qū)產(chǎn)業(yè)管理機(jī)制中產(chǎn)業(yè)發(fā)展原則不明確、管理運(yùn)行模式滯后、產(chǎn)業(yè)組織配套服務(wù)體系不健全、企業(yè)自主創(chuàng)新能力不強(qiáng)、創(chuàng)新創(chuàng)業(yè)各類資源缺乏深度融合、組織構(gòu)架和運(yùn)行機(jī)制創(chuàng)新不足等幾大方面問題進(jìn)行剖析并提出了相應(yīng)的解決對策,通過對國外模式的分析以及中外對比,總結(jié)國外經(jīng)驗,探討其適用性。論文總結(jié)了青島高新區(qū)產(chǎn)業(yè)管理機(jī)制個案的創(chuàng)新經(jīng)驗,通過對產(chǎn)業(yè)創(chuàng)新目標(biāo)、創(chuàng)新對策、基本原則和推進(jìn)路經(jīng)的探討,構(gòu)建出我國高新區(qū)產(chǎn)業(yè)管理機(jī)制的創(chuàng)新模式,提出了明確產(chǎn)業(yè)組織和發(fā)展原則、完善行政組織管理構(gòu)架、健全組織配套服務(wù)體系、創(chuàng)新組織構(gòu)架和運(yùn)行機(jī)制等對策建議。
[Abstract]:In recent years, various forms of industrial management mechanism in China's high-tech zones flourish, making important contributions to the development of high-tech industries in China, but in the process of development and reform of high-tech zones. There are also many common problems, to solve these problems need to have a sense of reform and innovative spirit. Among them, the innovation of industrial management mechanism plays an increasingly important role in this process. How to really improve the level of industrial management and innovation mechanism of high-tech zones, and improve the ability of sustainable development of their industries. And further explore the construction of industrial management mechanism innovation based on the public management model, so that the industrial management mechanism of high-tech zones can continuously burst out innovative vitality. It is an important problem that needs to be solved urgently in theory and practice. This paper interprets the present situation of industrial management mechanism of high-tech zones in China, aiming at the unclear industrial development principles in the industrial management mechanism of high-tech zones in China. The management mode lags behind, the supporting service system of industrial organization is not perfect, the independent innovation ability of enterprises is not strong, and all kinds of resources of innovation and entrepreneurship are lack of deep integration. This paper analyzes and puts forward the corresponding countermeasures in several aspects, such as insufficient innovation of organization structure and operation mechanism, and sums up the experience of foreign countries through the analysis of foreign models and the comparison between China and foreign countries. The paper summarizes the innovation experience of the industrial management mechanism of Qingdao Hi-tech Zone, through the industrial innovation objectives, innovative countermeasures, basic principles and the way to promote the discussion. To construct the innovative mode of industrial management mechanism of high-tech zones in China, put forward clear industrial organization and development principles, improve the management framework of administrative organizations, and improve the supporting service system of the organization.
