【摘要】：隨著我們國(guó)家經(jīng)濟(jì)社會(huì)的迅猛發(fā)展，公眾對(duì)政府部門的要求日益提高，服務(wù)性政府的理念也愈發(fā)深入人心，而行政審批是政府履行職責(zé)的一個(gè)重要窗口，實(shí)現(xiàn)行政審批的規(guī)范化與透明化對(duì)提升政府行政能力具有重大意義。為實(shí)現(xiàn)“行政透明度最高、行政效率最高、行政收費(fèi)最少”的行政審批管理目標(biāo)，上海多年來(lái)致力于探索行政審批制度改革，以期規(guī)范行政審批行為，推進(jìn)行政審批管理。近年來(lái)，上海市開展了行政審批事項(xiàng)的目錄管理，使得在本市層面的行政審批事項(xiàng)得到了有效控制。部分行政審批實(shí)施主體開展了審批標(biāo)準(zhǔn)的研制，在實(shí)踐中就行政審批事項(xiàng)管理進(jìn)行了持續(xù)探索，在部分審批實(shí)施主體中形成了行政審批管理體系的雛形。然而，本市層面的行政審批管理體系尚未形成，構(gòu)建本市行政審批管理體系將更好的推進(jìn)行政審批制度改革。 論文通過(guò)文獻(xiàn)研究法、比較研究方法等研究方法,以新公共管理理論為指導(dǎo),將標(biāo)準(zhǔn)化理念應(yīng)用于上海市行政審批制度改革。將標(biāo)準(zhǔn)化理念應(yīng)用于行政審批管理中，可以優(yōu)化行政審批程序,明確行政審批部門的職責(zé),促進(jìn)行政審批人員按照統(tǒng)一的規(guī)則來(lái)受理行政審批事項(xiàng)，確保同樣的行政審批事項(xiàng)的受理?xiàng)l件和程序一致，最大化地壓縮行政審批受理中的“自主裁量權(quán)”，對(duì)優(yōu)化企業(yè)投資環(huán)境,提高行政審批效能，便利社會(huì)服務(wù)等方面具有重要意義。本文借鑒了國(guó)外發(fā)達(dá)國(guó)家的公共管理制度，系統(tǒng)研究ISO質(zhì)量管理體系的理念和方法，，通過(guò)這些研究，構(gòu)建出上海市行政審批管理體系，以期提高本市行政審批效能、優(yōu)化政務(wù)環(huán)境。
[Abstract]:With the rapid development of our country ' s economy and society , the public ' s demand for government departments is increasing , and the administrative examination and approval is an important window for the government to carry out its duties . In recent years , the administrative examination and approval system has been effectively controlled .
