【摘要】：黨的十八大報告強調(diào)要重點關(guān)注“三農(nóng)”建設(shè),加快城鄉(xiāng)一體化步伐。十八屆三中全會通過了《中共中央關(guān)于深化改革若干重大問題的決定》,會議突出了保障和改善民生、促進社會公平正義的目標,并在具體改革政策上加快城鄉(xiāng)二元戶籍制度改革,推動基本公共服務(wù)的均等化,逐步解決農(nóng)民工市民化等問題。城鄉(xiāng)一體化建設(shè)是一項致力于構(gòu)建城鄉(xiāng)平等和諧關(guān)系,改變當前城鄉(xiāng)二元結(jié)構(gòu)現(xiàn)狀的重要發(fā)展戰(zhàn)略,具體包括五個方面：城鄉(xiāng)公共基礎(chǔ)設(shè)施建設(shè)一體化、社會公共管理一體化、地區(qū)經(jīng)濟產(chǎn)業(yè)一體化、公共社會服務(wù)一體化和就業(yè)保障服務(wù)一體化。本文綜合運用實證分析法、比較研究法、文獻研究法和歷史分析法,以吉林省為案例,梳理吉林省城鄉(xiāng)一體化發(fā)展歷程,分析吉林省城鄉(xiāng)一體化的發(fā)展規(guī)律。在詳細參閱相關(guān)政策文獻基礎(chǔ)上,從城鄉(xiāng)發(fā)展規(guī)劃、縣域經(jīng)濟發(fā)展、社會管理、產(chǎn)業(yè)布局、公共服務(wù)、基礎(chǔ)設(shè)施建設(shè)以及勞動力就業(yè)等方面,總結(jié)吉林省城鄉(xiāng)一體化的發(fā)展現(xiàn)狀�；诂F(xiàn)狀深思吉林省城鄉(xiāng)一體化存在的城鄉(xiāng)二元結(jié)構(gòu)的格局尚未完全改變、戶籍制度供給滯后、公共服務(wù)供給不均、土地與人口城市化不均等問題。最后,本文通過研究國內(nèi)外城鄉(xiāng)一體化的模式及實踐經(jīng)驗,為吉林省城鄉(xiāng)一體化政府治理體系的構(gòu)建提出了針對性建議,如定位政府角色、發(fā)展農(nóng)村產(chǎn)業(yè)和完善配套制度。
[Abstract]:The report of the 18 National Congress of the Communist Party of China stressed the importance of focusing on the construction of "three rural areas" and speeding up the pace of urban-rural integration. The third Plenary session of the 18 CPC Central Committee adopted the "decision of the CPC Central Committee on deepening several important issues of Reform". The meeting highlighted the goal of ensuring and improving the people's livelihood, promoting social equity and justice, speeding up the reform of the urban-rural dual household registration system and promoting the equalization of basic public services in specific reform policies. The construction of urban-rural integration is an important development strategy committed to building a harmonious relationship between urban and rural areas and changing the current situation of urban-rural dual structure. It includes five aspects: the integration of urban and rural public infrastructure construction, the integration of social public management, the integration of regional economic industry. The integration of public social services and employment security services. This paper comprehensive use of empirical analysis, comparative research, literature research and historical analysis, taking Jilin Province as a case. Combing the development of urban and rural integration in Jilin Province, analysis of the development of urban and rural integration in Jilin Province, on the basis of detailed reference to relevant policy documents, from urban and rural development planning, county economic development, social management. Industrial layout, public services, infrastructure construction and labor employment. Summary of the development of urban and rural integration in Jilin Province. Based on the status quo pondering the existence of urban-rural integration of Jilin Province urban-rural dual structure has not been completely changed, the household registration system supply lags behind, the supply of public services is uneven. Finally, by studying the model and practical experience of urban-rural integration at home and abroad, this paper puts forward some suggestions for the construction of the governance system of urban-rural integration in Jilin Province. Such as positioning the role of the government, the development of rural industries and improve the supporting system.
