【摘要】：智慧化城市管理是城市管理數(shù)字化發(fā)展的升級版,是推進(jìn)城市管理信息化,是借助更多科技手段提高城市管理精細(xì)、科學(xué)和效能的必然選擇,它將直接影響著城市運(yùn)行的保障能力和效果,對于提升城市的公共管理和公共服務(wù)水平有著重要意義。在經(jīng)過幾年的研究實(shí)踐,已經(jīng)驗(yàn)證智慧城管系統(tǒng)在城市管理中能更加充分的感知城市管理事件、提供更加廣泛的網(wǎng)絡(luò)支撐、更加實(shí)用的應(yīng)用實(shí)踐、“發(fā)現(xiàn)問題、處置問題、解決問題”和“實(shí)用、實(shí)戰(zhàn)、實(shí)效”等方面優(yōu)于數(shù)字化城市管理。 本文在國內(nèi)外城市管理應(yīng)用情況調(diào)研的基礎(chǔ)上,分析了現(xiàn)代城市管理問題背后涉及的管理體制和管理方法的弊端,論證了在建設(shè)智慧城市大背景下建設(shè)智慧城管的必要性。文章結(jié)合寧波市智慧城管項(xiàng)目的實(shí)際背景,論述了智慧城管系統(tǒng)依托空間信息、工作流、行業(yè)實(shí)體庫、計(jì)算機(jī)網(wǎng)絡(luò)和移動通信等智慧城市技術(shù),實(shí)現(xiàn)城市部件和事件管理的信息化、精致化、科學(xué)化。智慧城管系統(tǒng)的主要貢獻(xiàn)有：(1)具備多維化發(fā)現(xiàn)能力。采用移動互聯(lián)支撐,借助基于DB33視頻平臺建設(shè)標(biāo)準(zhǔn)上的智能分析,以及借助統(tǒng)一定位等技術(shù)實(shí)現(xiàn)城市管理最快捷、最廣泛最準(zhǔn)確最主動的感知。(2)對資源進(jìn)行數(shù)字化管理。進(jìn)一步擴(kuò)大數(shù)字化城管的標(biāo)準(zhǔn)化、數(shù)字化、編碼化在工作中的應(yīng)用。(3)協(xié)同化處置城市管理事件。借助統(tǒng)一平臺、協(xié)同運(yùn)行,整合視頻、測繪、工商等海量信息,將行政割裂影響至最小,發(fā)揮統(tǒng)一、整合等協(xié)同作用。(4)具備智能化督查能力。在GIS基礎(chǔ)上對城市管理效果基于定位及地理空間進(jìn)行分析考評。(5)設(shè)計(jì)了對視頻監(jiān)控信息進(jìn)行分析并做出預(yù)警判斷的算法,提出了基于背景差法的目標(biāo)識別以及基于均值漂移算法的跟蹤算法,實(shí)現(xiàn)了智能化的管控與預(yù)警分析功能。結(jié)合寧波市智慧城管上線以來的運(yùn)行情況,通過對具體數(shù)據(jù)進(jìn)行分析,驗(yàn)證了智慧城管模式具備良好效益。
[Abstract]:Intelligent urban management is an upgrade version of the digital development of urban management, is to promote urban management information, with more scientific and technological means to improve urban management fine, scientific and efficiency of the inevitable choice. After several years of research practice. It has been proved that the intelligent urban management system in urban management can more fully perceive urban management events, provide more extensive network support, more practical application practice, "find problems, deal with problems." Based on the investigation of the application of urban management at home and abroad, this paper analyzes the drawbacks of the management system and methods involved in modern urban management. This paper demonstrates the necessity of constructing intelligent urban management under the background of constructing intelligent city. This paper discusses the practical background of Ningbo intelligent urban management project and discusses the wisdom city management system relying on spatial information, workflow, industry entity library. Intelligent city technology, such as computer network and mobile communication, realizes the informatization and refinement of urban component and event management. Scientific. The main contribution of intelligent urban management system is: 1) has the ability of multi-dimensional discovery. Using mobile interconnection support, with the help of DB33 video platform based on the intelligent analysis of the construction standards. And with the help of unified positioning technology to achieve the most rapid, the most extensive and most accurate and most active perception of the most accurate digital management of resources, and further expand the standardization of digital urban management, digitization. Coding in the work of the application. 3) coordinated disposal of urban management events. With the help of a unified platform, collaborative operation, integration of video, mapping, industry and commerce and other mass information, administrative fragmentation to the minimum, play a unified role. It has the ability of intelligent supervision and inspection. On the basis of GIS, the effect of urban management is analyzed and evaluated based on location and geographical space. The algorithm of analyzing video surveillance information and making early warning judgment is designed. The target recognition based on background difference method and the tracking algorithm based on mean shift algorithm are proposed to realize the intelligent control and early warning analysis function. Through the analysis of the specific data, it is proved that the intelligent urban management model has good benefit.
