【摘要】：當(dāng)前，我國正處在“經(jīng)濟轉(zhuǎn)軌、社會轉(zhuǎn)型”的重要時期，“經(jīng)濟易失調(diào)、社會易失序、心理易失衡、行為易失范”成為時期特點。突發(fā)事件發(fā)生頻繁，分分秒秒威脅著人們的生命及財產(chǎn)安全。因此，突發(fā)事件的應(yīng)急管理引起了人們的高度重視。高校為構(gòu)建文明和諧的社會起著至關(guān)重要的作用，并影響著社會的安全穩(wěn)定。高校突發(fā)事件的應(yīng)急管理逐漸納入的公共管理的內(nèi)容中。 高校包括公辦高校與民辦高校，民辦高校雖然是高等教育的重要組成部分，但辦學(xué)條件卻與公辦高校有一定差距。民辦高校的突發(fā)事件發(fā)生概率高于公辦學(xué)校，應(yīng)急管理難度也大過于公辦院校。因此，本文以肇慶兩所民辦高校應(yīng)急管理為研究對象，來探討其應(yīng)急管理的現(xiàn)狀，分析其應(yīng)急管理存在的問題和原因，并提出對策建議，這一方面可以豐富民辦高校危機管理理論，同時也為肇慶民辦高校充分利用有限資源，，進行有效預(yù)防突發(fā)事件、實現(xiàn)危害止損、善后恢復(fù)，提高學(xué)校管理科學(xué)性、規(guī)范性，減少學(xué)校突發(fā)事件的發(fā)生及危害的影響，維護學(xué)校的安全與形象，提供建議與對策，有一定的現(xiàn)實意義。 本論文以肇慶兩所民辦高校的應(yīng)急管理為研究對象，綜合運用文獻(xiàn)研究法、實證分析法和比較分析法相結(jié)合的研究方法。以公共危機管理相關(guān)理論作為指導(dǎo)，剖析肇慶民辦高校應(yīng)急管理在預(yù)防、準(zhǔn)備、處置、善后恢復(fù)及保障等應(yīng)急管理方面存在的問題及其原因。再借鑒發(fā)達(dá)國家私立高校突發(fā)事件應(yīng)急管理的成功經(jīng)驗，最后系統(tǒng)地提出完善肇慶民辦高校應(yīng)急管理體系的建議與對策。
[Abstract]:At present, China is in the economic transition, social transition period "," economic maladjustment, easy social disorder, easy psychological imbalance, easy Behavior Anomie "become the era characteristics. Unexpected events occur frequently, obviously threaten people's lives and property safety. Therefore, emergency management has caused the people's attention. In order to build a civilized and harmonious society plays a vital role, and affects the security and stability of the society. The university emergency management gradually included the contents of public management.
The public and private universities, private colleges and universities is an important part of higher education, but the school conditions and public universities but there is a certain gap. The probability of occurrence of emergencies in private colleges is higher than the public schools, emergency management is also too big run institutions. Because of this, this paper takes Zhaoqing two private universities emergency management research object to investigate the emergency management of the status quo, problems and causes analysis of the emergency management, and puts forward some countermeasures and suggestions, which can enrich the theory of crisis management in private colleges, but also make full use of limited resources for Zhao Qingmin do universities, effectively preventing emergencies, realize the harm to stop, rehabilitation, improve the scientific. School management, school to reduce the occurrence of unexpected events and harmful influence, maintaining the safety and the image of the school, provide suggestions and countermeasures, has certain practical Significance.
The emergency management of two private colleges in Zhaoqing Province as the research object, the integrated use of literature research method, empirical analysis method and comparative analysis method of combining research methods. Based on the related theories of public crisis management as a guide, the analysis of private universities in Zhaoqing emergency management in the prevention, preparation, disposal, existing problems and causes of rehabilitation and protection emergency management. To learn from the successful experience of private universities in developed countries in emergency management system, finally put forward suggestions and Countermeasures to perfect the emergency management system of private universities in Zhaoqing.
