【摘要】：在現(xiàn)代口岸物流業(yè)發(fā)展當(dāng)中,電子口岸作為一個(gè)綜合性的服務(wù)平臺(tái),為口岸經(jīng)濟(jì)發(fā)展發(fā)揮著重要的作用。 福州港是福建省海峽西岸經(jīng)濟(jì)區(qū)建設(shè)的重要樞紐港口。福州市政府按照國(guó)家“大通關(guān)”部署要求,依據(jù)福建省政府要求,積極實(shí)施福州電子口岸建設(shè),加快推進(jìn)口岸綜合管理水平,提升口岸管理效率,促使各口岸單位建立更方便快捷的監(jiān)管,海關(guān)、國(guó)檢、邊檢、海事等口岸聯(lián)檢單位共同打擊走私等違法犯罪活動(dòng),強(qiáng)化口岸各管理部門(mén)之間的監(jiān)督制約機(jī)制,提高行政執(zhí)法和業(yè)務(wù)流程的效率,方便企業(yè)辦理進(jìn)出口業(yè)務(wù),降低成本。目前福州電子口岸建設(shè)以口岸通關(guān)執(zhí)法管理為主。政府在口岸管理中以信息化方式,實(shí)現(xiàn)電子政務(wù)。 本文通過(guò)對(duì)現(xiàn)階段福州電子口岸建設(shè)中所遇到的問(wèn)題及所建設(shè)的項(xiàng)目進(jìn)行介紹,發(fā)現(xiàn)其內(nèi)在本質(zhì),分析電子口岸的作用,使大家對(duì)福州電子口岸有一個(gè)直觀的認(rèn)識(shí),并試著提出發(fā)展方向,希望可以豐富電子口岸、電子政務(wù)及公共管理理論。
[Abstract]:In the development of modern port logistics, electronic port, as a comprehensive service platform, plays an important role in port economic development. Fuzhou Port is an important hub port for the construction of economic zone in the west coast of Fujian Strait. Fuzhou Municipal Government has actively implemented the construction of Fuzhou Electronic Port in accordance with the requirements of the state's "great customs clearance" arrangement and according to the requirements of the Fujian Provincial Government. Speed up the promotion of comprehensive port management, improve port management efficiency, and promote the establishment of more convenient port units to supervise, customs, national inspection, border inspection. Joint inspection units at maritime ports and other ports jointly crack down on smuggling and other illegal and criminal activities, strengthen supervision and control mechanisms among port management departments, improve the efficiency of administrative law enforcement and business processes, and facilitate enterprises to handle import and export business. At present, the construction of Fuzhou e-port is based on the administration of customs clearance. The government uses information to realize e-government in port management This paper introduces the problems and projects in the construction of Fuzhou Electronic Port at present, finds its intrinsic essence and analyzes the function of the E-Port. So that we have a visual understanding of Fuzhou electronic port, and try to put forward the direction of development, hoping to enrich the electronic port, e-government and public management theory.
