【摘要】:為了響應(yīng)改革開放浪潮對沿邊地區(qū)開放的要求,邊境經(jīng)濟合作區(qū)得以產(chǎn)生和設(shè)立,我國的邊境經(jīng)濟合作區(qū)作為開發(fā)區(qū)中的特殊類型,其公共服務(wù)質(zhì)量的好壞直接影響到邊境經(jīng)濟合作區(qū)的經(jīng)濟發(fā)展水平。而公眾作為公共服務(wù)的直接受益者,在日常生活中直接感知政府的公共服務(wù)質(zhì)量,為提高邊境經(jīng)濟合作區(qū)的公共服務(wù)質(zhì)量,應(yīng)當加強邊境經(jīng)濟合作區(qū)公共服務(wù)公眾滿意度的研究。臨滄邊境經(jīng)濟合作區(qū)是隨著云南省“十二五”規(guī)劃的提出及橋頭堡戰(zhàn)略的實施而設(shè)立產(chǎn)生的,因此,其公共服務(wù)公眾滿意度的測評研究具有必要性和重要性。本文以新公共管理理論為基礎(chǔ),梳理國內(nèi)外學者關(guān)于公共服務(wù)公眾滿意度測評指標選取的基礎(chǔ)上,根據(jù)臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)的特殊性,修正了一些指標,構(gòu)建了一套適用于臨滄邊境經(jīng)濟合作區(qū)的公共服務(wù)公眾滿意度評價指標體系,通過實地的問卷調(diào)查,發(fā)現(xiàn)了臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)存在的不足之處,提出了以下對策建議:(1)建設(shè)綠色邊合區(qū),改善園區(qū)投資環(huán)境;(2)建設(shè)特色邊合區(qū),積極倡導邊境少數(shù)民族特色文化;(3)開設(shè)面向境外所來務(wù)工人員子女的雙語學校和教育幫扶機構(gòu);(4)設(shè)立境內(nèi)外人才交流中心和就業(yè)幫扶保障機構(gòu);(5)加強禁毒防艾工作,嚴格預防與控制邊境毒品犯罪和艾滋病的傳播;(6)對園區(qū)內(nèi)醫(yī)院的大型醫(yī)療設(shè)備維護與更新實行外包方式;(7)官民共治,維護邊境治安;(8)精簡審批制度,提高管委會對企業(yè)貼息資金的申報、審核和下達效率。全文共分為五章:第一章,緒論梳理了國內(nèi)外學者相關(guān)研究成果。第二章,闡述了公共服務(wù)公眾滿意度在邊境經(jīng)濟合作區(qū)測評的理論基礎(chǔ)。第三章,臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)公共滿意度測評指標體系及測評的具體步驟。第四章,臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)公共滿意度測評實證分析。第五章,完善臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)對策建議。本文的研究旨在提出提升臨滄邊境經(jīng)濟合作區(qū)公共服務(wù)公眾滿意度的有效對策,以期改善臨滄邊境經(jīng)濟合作區(qū)的公共服務(wù)提供,從而繁榮臨滄邊境經(jīng)濟合作區(qū)的經(jīng)濟發(fā)展。
[Abstract]:In response to the wave of reform and opening up to the border area open, border economic cooperation zone can be produced and the establishment of border economic cooperation zones in China as a special type of Development Zone, the public service quality directly affects the border economic cooperation zone in the level of economic development. And the public as the direct beneficiaries of the public service, in in daily life, direct perception of the government public service quality, to improve the border economic cooperation zone shall strengthen the research on the quality of public services, public services and public satisfaction. The border economic cooperation zone in Lincang border economic cooperation zone is put forward with the implementation and the strategic bridgehead in Yunnan province "in 12th Five-Year" planning and the establishment of, therefore, research the evaluation of public service satisfaction is of necessity and importance. Based on the new public management theory, combing the domestic and foreign scholars. Based on the public service satisfaction evaluation index selection, according to the particularity of Lincang border economic cooperation zone of public services, fixed some indexes, construct a set of suitable for Lincang Border Economic Cooperation Zone public service satisfaction evaluation index system through questionnaire survey, found the shortcomings of Lincang border economic cooperation area of public service, puts forward the following suggestions: (1) the construction of green edge zone, improve the investment environment in the park; (2) the construction of characteristic boundary zone, actively promote the characteristics and culture of minority border; (3) open for foreign to the children of migrant workers to the bilingual schools and education aid agencies; (4 the establishment of Overseas Talent Exchange Center) and employment security mechanism; (5) strengthen anti drug AIDS prevention and control work, strict border drug crime and the spread of AIDS; (6) to the big hospital in the park Medical equipment maintenance and update of outsourcing; (7) public governance, border policing; (8) to streamline the examination and approval system, improve the administrative committee of the enterprise discount funds reporting, review and release efficiency. This paper is divided into five chapters: the first chapter is introduction, combing the relevant research results at home and abroad. The second chapter expounds the public service satisfaction theory in the evaluation of border economic cooperation zone. In the third chapter, the specific steps of evaluation index system and evaluation of Lincang Border Economic Cooperation Zone public service public satisfaction. In the fourth chapter, analysis of Lincang Border Economic Cooperation Zone public service public satisfaction degree assessment. The fifth chapter is to improve the public service in Lincang border economic cooperation zone. This paper aims to put forward effective countermeasures to promote Lincang Border Economic Cooperation Zone public service satisfaction, in order to improve the Lincang Border Economic Cooperation Zone The public service is provided to flourish the economic development of the Lincang border economic cooperation zone.
