【摘要】：改革開(kāi)放以來(lái)，我國(guó)國(guó)民經(jīng)濟(jì)與社會(huì)飛速發(fā)展，然而粗放、過(guò)度的開(kāi)發(fā)模式對(duì)自然資源造成極大破壞，，導(dǎo)致我國(guó)環(huán)境狀況總體惡化。隨著對(duì)生態(tài)環(huán)境建設(shè)的研究不斷創(chuàng)新，在《全國(guó)主體功能區(qū)規(guī)劃》中提出“重點(diǎn)生態(tài)功能區(qū)”，并明確了重點(diǎn)生態(tài)功能區(qū)的保護(hù)事關(guān)我國(guó)生態(tài)安全，具有戰(zhàn)略性的生態(tài)地位。本文將立足于略陽(yáng)縣國(guó)家重點(diǎn)生態(tài)功能區(qū)的發(fā)展現(xiàn)狀，以解決略陽(yáng)縣生態(tài)環(huán)境建設(shè)與保護(hù)的矛盾為目標(biāo)，對(duì)該國(guó)家重點(diǎn)生態(tài)功能區(qū)保護(hù)和建設(shè)規(guī)劃策略進(jìn)行深入研究。 本文說(shuō)明了研究的緣起與背景，分析了研究的目的、意義以及國(guó)內(nèi)外的研究概況。分析了略陽(yáng)縣自然地理和社會(huì)經(jīng)濟(jì)方面的概況，深入研究了評(píng)價(jià)指標(biāo)體系的構(gòu)建步驟及方法，得出了一套能夠完整、客觀、全面反應(yīng)略陽(yáng)縣生態(tài)環(huán)境現(xiàn)狀的評(píng)價(jià)指標(biāo)體系。指標(biāo)體系包括五類一級(jí)指標(biāo)（自然生態(tài)指標(biāo)、環(huán)境狀況指標(biāo)、生物多樣性類自然生態(tài)指標(biāo)、水源涵養(yǎng)類自然生態(tài)指標(biāo)和生態(tài)環(huán)境質(zhì)量管理指標(biāo)），共22項(xiàng)二級(jí)指標(biāo)。同時(shí)對(duì)建設(shè)目標(biāo)提高的可行性進(jìn)行了分析。進(jìn)行了略陽(yáng)縣生態(tài)功能區(qū)劃，將略陽(yáng)縣劃分為4個(gè)復(fù)合區(qū)和9個(gè)亞區(qū)，又進(jìn)一步按照各亞區(qū)發(fā)展和開(kāi)發(fā)要求，將各個(gè)亞區(qū)分類，其中禁止、限制、重點(diǎn)和優(yōu)化準(zhǔn)入?yún)^(qū)的個(gè)數(shù)分別為2個(gè)、3個(gè)、3個(gè)和1個(gè)。并采用軟件CorelDraw繪制生態(tài)功能分區(qū)圖。最后對(duì)每個(gè)分區(qū)進(jìn)行了詳細(xì)的介紹和規(guī)劃。劃定了略陽(yáng)縣重點(diǎn)生態(tài)功能區(qū)生態(tài)紅線，將略陽(yáng)縣自然保護(hù)區(qū)、風(fēng)景名勝區(qū)、森林公園、飲用水水源保護(hù)區(qū)、重要水源涵養(yǎng)區(qū)和特殊物種保護(hù)區(qū)等區(qū)域劃為生態(tài)紅線區(qū)域，其總共面積占國(guó)土面積的30.85%。對(duì)略陽(yáng)縣生態(tài)環(huán)境保護(hù)建設(shè)體系進(jìn)行了研究。從水資源開(kāi)發(fā)利用、水土保持及污染防治與節(jié)能減排等方面對(duì)略陽(yáng)縣重點(diǎn)生態(tài)功能區(qū)生態(tài)建設(shè)進(jìn)行了規(guī)劃和建設(shè)對(duì)策研究。從生態(tài)農(nóng)業(yè)、生態(tài)工業(yè)、生態(tài)環(huán)境、環(huán)境保護(hù)與治理和基礎(chǔ)設(shè)施等五個(gè)領(lǐng)域規(guī)劃了略陽(yáng)縣重點(diǎn)生態(tài)功能區(qū)保護(hù)建設(shè)方案。
[Abstract]:Since the reform and opening up, China's national economy and society have developed at full speed. However, extensive and excessive development patterns have caused great damage to natural resources, leading to the overall deterioration of the environmental situation in our country. With the continuous innovation of the research on ecological environment construction, "key ecological functional area" is put forward in the National main functional area Planning, and it is clear that the protection of the key ecological functional area is related to the ecological security of our country and has a strategic ecological position. Based on the development status of national key ecological functional areas in Luoyang County, this paper aims at solving the contradiction between ecological environment construction and protection in Luoyang County, and makes an in-depth study on the protection and construction planning strategy of this national key ecological functional area. This paper explains the origin and background of the research, analyzes the purpose, significance and general situation of the research at home and abroad. This paper analyzes the general situation of physical geography and social economy in Laoyang County, studies deeply the steps and methods of constructing the evaluation index system, and obtains a set of evaluation index system which can reflect the present situation of ecological environment in Liuyang County completely, objectively and comprehensively. The index system includes five first-class indexes (natural ecological index, environmental condition index, biodiversity natural ecological index, water conservation natural ecological index and ecological environmental quality management index), which have 22 secondary indexes. At the same time, the feasibility of improving the construction goal is analyzed. Laoyang County was divided into four complex areas and nine sub-regions. According to the development and development requirements of each sub-district, each sub-region was further classified, in which the prohibition and restriction were included. The number of focal points and optimized access areas are 2, 3, 3 and 1, respectively. The software CorelDraw was used to draw the map of ecological function. Finally, each partition is introduced and planned in detail. The ecological red line of the key ecological functional areas in Luoyang County has been delineated, and areas such as Luoyang County Nature Reserve, scenic spot, forest park, drinking water source reserve, important water conservation area and special species reserve have been classified as ecological red line areas. Its total area accounts for 30.85% of the land area. The ecological environment protection and construction system of Luoyang county was studied. From the aspects of water resources exploitation and utilization, soil and water conservation, pollution control, energy saving and emission reduction, the ecological construction of key ecological functional areas in Luoyang county was studied in this paper. From the five fields of ecological agriculture, ecological industry, ecological environment, environmental protection and management and infrastructure, the protection and construction plan of key ecological functional areas in Luoyang County was planned.
