【摘要】：住有所居是每個自然人和每戶家庭的基本需求,自然人無論從事什么職業(yè)或者薪水多少都需要有一個相對穩(wěn)定的住房需求。妥善的解決居住問題,有助于生產力的發(fā)展,保證社會穩(wěn)定。當前一段時期,我們國家城鎮(zhèn)住房制度改革的繼續(xù)深化,提供市場手段合理配置居住資源和改善居住資源供給效率等諸多方面已發(fā)揮出越來越多的效力。特別是近年來,北京市商品房市場價格漲幅愈來愈烈,公務員群體相對昂貴的商品房價格顯示顯得越來越力不從心,另外無法忽視市場失靈問題,公務員群體在住房方面的困境已經顯現,很難由市場途徑解決這個群體的居住需求。這問題是在經濟高速發(fā)展和快速城市化過程中,其它發(fā)展中或者發(fā)達有國家歷過或正在經歷的難題。因此,需要政府引領的住房保障工作的關鍵性就愈發(fā)顯現,特別是中央國家機關保障性住房項目的建設也愈發(fā)必要。同時,保障性住房項目建設投資巨大,所需各種資源的配置和組織都較為復雜,因此,廣泛的重視和應用科學的項目管理手段,在保障性住房的施工過程中是非常必要的。特別是,對于保障性住房項目而言,質量和進度管理是影響住房造價的重要環(huán)節(jié),管理手段對項目整體的影響也較為顯著,施工環(huán)節(jié)科學合理的質量和進度管理和控制能夠有效的影響保障性住房的品質。本論文研究內容屬工程項目管理領域；研究范圍主要是本人近期參與工程實踐的項目,中央國家機關保障性住房——康泉小區(qū)職工住房項目質量和進度管理相關問題,在參與項目質量和進度管理過程中,就本項目在一定約束條件下取得經驗進行一定的總結。同時,本人認為施工階段的項目管理應用能夠為保障性住房的有序實施奠定基礎,希望本次研究也能夠對實際項目的生產組織提供參考和幫助。
[Abstract]:Living and living is the basic needs of every natural person and every family. No matter what occupation or salary the natural person has to have a relatively stable housing demand. A proper solution to the housing problem is conducive to the development of productive forces and social stability. At present, the reform of our country's urban housing system continues to deepen, providing market means for rational allocation of housing resources and improving the efficiency of housing resources supply, and so on, has been playing a more and more effective role. In particular, in recent years, the prices of commercial housing in Beijing have increased more and more sharply, and the relatively expensive prices of commercial housing among civil servants have shown that they are becoming more and more powerless. In addition, they cannot ignore the problem of market failure. The plight of the civil servants in housing has been revealed, it is difficult to solve the housing needs of this group by the market approach. In the process of rapid economic development and rapid urbanization, other developing or developed countries have experienced or are experiencing a difficult problem. Therefore, the key of housing security work which needs government guidance becomes more and more obvious, especially the construction of subsidized housing projects of central government organs. At the same time, the construction of affordable housing project investment is huge, and the allocation and organization of all kinds of resources are more complex. Therefore, it is very necessary to pay extensive attention to and apply scientific project management means in the construction process of supportable housing. In particular, for affordable housing projects, quality and schedule management are important links that affect housing costs, and the impact of management tools on the project as a whole is also significant. Scientific and reasonable quality and schedule management and control of construction link can effectively affect the quality of affordable housing. The research content of this paper belongs to the field of engineering project management. The scope of the research is mainly about the project in which I have recently participated in the project practice, and the problems related to the quality and schedule management of the housing project for the employees in Kangquan District, which are supported by the central state organs, and in the process of participating in the project quality and schedule management, Summarize the experience of this project under certain constraints. At the same time, I think the application of project management in the construction stage can lay the foundation for the orderly implementation of the indemnificatory housing. I hope this study can also provide reference and help for the production organization of the actual project.
