【摘要】：正《杭州城區(qū)水系綜合整治與保護(hù)開發(fā)規(guī)劃》著眼于"品質(zhì)生活,江南水都"的總體愿景,堅(jiān)持生態(tài)優(yōu)先、以民為本,以水系為載體,以治污為前提,挖掘水文化,發(fā)展水經(jīng)濟(jì),提升水環(huán)境,服務(wù)全社會;打造"生態(tài)水都,人文水都,休閑水都,繁榮水都";實(shí)現(xiàn)城市水環(huán)境的"水安全保證、水循環(huán)正常、水生態(tài)良好、水文化豐富、水景觀優(yōu)美、水經(jīng)濟(jì)繁榮"的目標(biāo)。該規(guī)劃總體與專項(xiàng)相結(jié)合、宏觀與微觀相結(jié)合、理念與措施相結(jié)合,超越了工程性
[Abstract]:The "Comprehensive Water system renovation and Protection and Development Plan for Hangzhou City District" focuses on the overall vision of "quality life, water capital in the south of the Yangtze River", insists on ecological priority, takes the people as the basis, takes the water system as the carrier, takes the pollution control as the premise, and excavates the water culture. Develop water economy, promote water environment and serve the whole society; create "ecological water capital, human water capital, leisure water capital, and prosperous water capital"; and realize the "water safety guarantee, water circulation is normal, water ecology is good, and water culture is rich in urban water environment," Beautiful water landscape, water economic prosperity, "the goal."
