【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展與城市建設(shè)提升，電梯行業(yè)迅速發(fā)展，使用范圍不斷擴(kuò)大，，電梯安全管理問題也不斷引起社會(huì)公眾的關(guān)注。伴隨著城市化進(jìn)程的深入，居民小區(qū)電梯安全管理問題已經(jīng)成為當(dāng)前政府直接面對(duì)的新問題。 本文在對(duì)現(xiàn)有居民小區(qū)電梯安全管理問題的基礎(chǔ)上，運(yùn)用公共管理學(xué)理論進(jìn)行分析。從電梯安全管理的法律法規(guī)要求入手，對(duì)電梯涉及政府管理部門工作職責(zé)、范疇進(jìn)行了研究，明確了政府管理工作，對(duì)電梯安全的行政管理因素進(jìn)行分析；從當(dāng)前我國(guó)住房制度入手，從現(xiàn)有居民小區(qū)電梯的所有權(quán)、使用權(quán)，對(duì)居民小區(qū)電梯安全產(chǎn)生影響的使用管理因素進(jìn)行分析；通過對(duì)當(dāng)前電梯產(chǎn)業(yè)中制造單位、安裝維護(hù)保養(yǎng)單位的研究，對(duì)電梯安全產(chǎn)生影響的技術(shù)管理因素進(jìn)行分析。綜上，通過對(duì)電梯安全管理產(chǎn)生影響的行政管理、使用管理、技術(shù)管理等因素的分析，從電梯安全管理工作中的法律、管理、經(jīng)濟(jì)等角度，剖析現(xiàn)有電梯安全管理問題的根本原因，分析當(dāng)前居民小區(qū)電梯安全管理的工作缺陷和漏洞。 在對(duì)居民小區(qū)管理問題的理論研究基礎(chǔ)上，通過對(duì)實(shí)際情況和對(duì)現(xiàn)行管理制度的分析，構(gòu)建以基層民主自治為基礎(chǔ)、政府監(jiān)管、管理單位負(fù)責(zé)的居民小區(qū)電梯綜合管理模式，并通過推廣電梯保險(xiǎn)制度、加強(qiáng)電梯安全宣傳教育等輔助措施，力爭(zhēng)為解決居民小區(qū)電梯安全管理難題提供解決方向。
[Abstract]:With the rapid development of economy and the promotion of urban construction, the elevator industry has developed rapidly and the scope of use has been expanded. The safety management of elevators has also attracted the attention of the public. With the development of urbanization, elevator safety management in residential area has become a new problem that the government is facing directly. Based on the analysis of elevator safety management in existing residential areas, this paper applies the theory of public management. Starting with the requirements of the laws and regulations of elevator safety management, this paper studies the scope and scope of the elevator involved in the work of the government management department, clarifies the work of the government management, and analyzes the administrative factors of the elevator safety. From the current housing system of our country, from the existing residential area elevator ownership, the use of the right to the residential area elevator safety impact of the use of management factors are analyzed; through the current elevator industry manufacturing units, Research on installation and maintenance unit, analyze the technical management factors that affect elevator safety. In summary, through the analysis of the factors such as administrative management, usage management, technical management and so on, which have an impact on elevator safety management, from the angle of law, management, economy and so on in elevator safety management, This paper analyzes the fundamental causes of the existing elevator safety management problems and analyzes the working defects and loopholes of the elevator safety management in the residential area. On the basis of the theoretical research on residential district management, through the analysis of the actual situation and the current management system, the integrated management mode of elevator in residential district is constructed, which is based on grass-roots democratic autonomy, government supervision and management unit. By popularizing elevator insurance system and strengthening elevator safety education and other auxiliary measures, this paper tries to provide a direction for solving the problem of elevator safety management in residential areas.
