燃?xì)夤こ淌┕ろ?xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:隨著人們“生態(tài)環(huán)!崩砟畹倪M(jìn)一步提升,天然氣以其“綠色環(huán)保”、“儲量豐富”的優(yōu)勢越來越受到人們的歡迎。這也讓燃?xì)夤こ痰慕ㄔO(shè)迅速發(fā)展起來。燃?xì)夤こ淌巧婕暗角Ъ胰f戶的基礎(chǔ)性工程,涉及的部門多、技術(shù)復(fù)雜,對安全的要求也非常高,特別是燃?xì)夤艿赖匿佋O(shè),更是隱蔽性非常強(qiáng)的地下作業(yè)項(xiàng)目。這些特點(diǎn)都決定了燃?xì)夤こ淌┕ろ?xiàng)目的各個(gè)環(huán)節(jié)都存在著很大的風(fēng)險(xiǎn),如果不采取有效的方法對這些風(fēng)險(xiǎn)加以控制,就會給國家和人民的生命與財(cái)產(chǎn)安全造成很大的損失。特別是隨著我國對天然氣需求的連年增長,燃?xì)夤こ淌┕さ募夹g(shù)含量也越來越大,一些剛剛開發(fā)的新技術(shù)被運(yùn)用到工程項(xiàng)目當(dāng)中,也加大了燃?xì)夤こ痰氖┕ぎ?dāng)中所遇到風(fēng)險(xiǎn)問題,再加上這些技術(shù)與設(shè)備需要的資金投入非常大,操作中稍有疏忽就會造成巨額的損失。為了防止風(fēng)險(xiǎn)的發(fā)生給施工企業(yè)帶來的損失,提高燃?xì)馐┕すこ痰馁|(zhì)量與使用壽命,并為施工企業(yè)帶來較多的收益,提高企業(yè)在同行業(yè)中的競爭力,對燃?xì)夤こ淌┕ろ?xiàng)目風(fēng)險(xiǎn)管理的研究越來越重要,并且會成為業(yè)界今后研究的熱點(diǎn)問題,對我國的天然氣的開發(fā)與使用具有重要的實(shí)踐意義。因?yàn)槿細(xì)夤こ添?xiàng)目的具體情況不同,不能按著統(tǒng)一的標(biāo)準(zhǔn)來對每個(gè)項(xiàng)目進(jìn)行衡量,而是根據(jù)具體情況進(jìn)行有針對性的風(fēng)險(xiǎn)管理。 本文在借鑒前人研究成果的基礎(chǔ)上,運(yùn)用文獻(xiàn)法、層次分析法、實(shí)證研究法等研究方法,以風(fēng)險(xiǎn)管理理論、工程項(xiàng)目管理理論、燃?xì)夤こ坦芾砝碚摰茸鳛槔碚摶A(chǔ),對燃?xì)夤こ添?xiàng)目賴家坡至市一站燃?xì)夤艿栏脑旃こ痰娘L(fēng)險(xiǎn)特征進(jìn)行了分析,運(yùn)用多種風(fēng)險(xiǎn)識別方法對常見的風(fēng)險(xiǎn)問題進(jìn)行識別,并對風(fēng)險(xiǎn)進(jìn)行定性分析,找出風(fēng)險(xiǎn)存在的背后原因,最后提出燃?xì)夤こ淌┕ろ?xiàng)目管理的相關(guān)對策。本文最終的研究目的在于,對燃?xì)夤こ添?xiàng)目風(fēng)險(xiǎn)管理進(jìn)行理論方面的探討,為燃?xì)夤ろ?xiàng)目風(fēng)險(xiǎn)管理找出新的方法與途徑,也為燃?xì)夤こ淌┕ろ?xiàng)目的科學(xué)決策提供理論依據(jù),并為以后對燃?xì)夤こ田L(fēng)險(xiǎn)管理方面的研究提供理論借鑒。
[Abstract]:With the further promotion of the concept of "ecological environmental protection", natural gas is more and more popular with its advantages of "green environmental protection" and "rich reserves". This also makes the construction of gas engineering develop rapidly. Gas engineering is a basic project involving thousands of households, involving many departments, complex technology and very high requirements for safety. Especially, the laying of gas pipelines is a very hidden underground operation project. All these characteristics determine that there are great risks in every link of gas engineering construction project. If we do not take effective methods to control these risks, it will cause great losses to the life and property safety of the country and people. In particular, with the continuous growth of natural gas demand in China, the technical content of gas engineering construction is also increasing. Some new technologies that have just been developed have been applied to engineering projects. It also increases the risk problems encountered in the construction of gas engineering, plus these technology and equipment need a lot of capital investment, a little negligence in operation will cause huge losses. In order to prevent the loss of the risk to the construction enterprise, to improve the quality and service life of the gas construction project, and to bring more benefits to the construction enterprise, and to improve the competitiveness of the enterprise in the same industry, The research on risk management of gas engineering construction project is becoming more and more important and will become a hot issue in the industry in the future. It is of great practical significance for the development and use of natural gas in China. Because the specific situation of the gas engineering project is different, we can not measure each project according to the unified standard, but carry on the targeted risk management according to the specific situation. Based on the previous research results, this paper uses the methods of literature, analytic hierarchy process, empirical research and so on, and takes risk management theory, engineering project management theory, gas engineering management theory as the theoretical basis. This paper analyzes the risk characteristics of the gas pipeline reconstruction project from Lai Jiapo to a city station, identifies the common risk problems by using various risk identification methods, and qualitatively analyzes the risks. To find out the reasons behind the risk, and finally put forward the relevant countermeasures of gas engineering construction project management. The ultimate purpose of this paper is to explore the theory of gas engineering project risk management, to find out new methods and approaches for gas engineering project risk management, and to provide theoretical basis for scientific decision of gas engineering construction project. It also provides theoretical reference for future research on gas engineering risk management.
