建設(shè)工程招投標(biāo)管理發(fā)展歷程及其應(yīng)用

【摘要】:隨著基礎(chǔ)建設(shè)的加快及國(guó)家政策的傾斜,工程總承包的項(xiàng)目管理模式逐漸盛行,取代直接由政府投資、組建項(xiàng)目建設(shè)管理處的做法。順利實(shí)現(xiàn)工程分包意義重大,直接決定項(xiàng)目各項(xiàng)管理目標(biāo)的實(shí)現(xiàn)。優(yōu)秀分包商擁有更先進(jìn)的生產(chǎn)力,公開(kāi)招標(biāo)使優(yōu)秀分包商有更多機(jī)會(huì)參與工程的投標(biāo),更有可能降低工程的建造成本。但參與單位的增多必然造成招標(biāo)交易成本的增加,招標(biāo)效益不再隨投標(biāo)的優(yōu)秀分包商的數(shù)量增加而提高,因此在招投標(biāo)交易成本的時(shí)間要素上優(yōu)化是提高企業(yè)招投標(biāo)效益的另一個(gè)有效方法。 本文研究主要分為以下幾個(gè)部分:首先闡述文章的背景并提出問(wèn)題。第二、通過(guò)理論對(duì)建設(shè)工程招投標(biāo)進(jìn)行經(jīng)濟(jì)分析,并依據(jù)拍賣理論對(duì)建設(shè)工程招投標(biāo)評(píng)標(biāo)法進(jìn)行優(yōu)化。第三、以效益為觀察點(diǎn),結(jié)合工程招投標(biāo)的發(fā)展歷程,通過(guò)對(duì)比,研究不同階段工程招投標(biāo)的特點(diǎn)及時(shí)間要素對(duì)工程招投標(biāo)交易成本和招投標(biāo)效益的影響。第四、結(jié)合現(xiàn)階段我國(guó)建設(shè)工程招投標(biāo)程序,對(duì)各個(gè)階段的時(shí)間要素進(jìn)行分析,提出優(yōu)化企業(yè)招投標(biāo)時(shí)間要素的方案。第五、以重慶忠縣至萬(wàn)州高速公路招投標(biāo)過(guò)程為例,介紹各項(xiàng)整改方案在工程招投標(biāo)中的應(yīng)用,并分析各方案對(duì)工程招投標(biāo)招標(biāo)交易及交易成本的影響。最后提出本文的結(jié)論與展望。 文章中提出五項(xiàng)關(guān)于工程招投標(biāo)時(shí)間的優(yōu)化,包括優(yōu)先組織臨時(shí)工程實(shí)施、控制性工程優(yōu)先組織施工組織設(shè)計(jì)、優(yōu)化工程量清單編制辦法、建立合格分包商和材料供應(yīng)商名錄、采用科學(xué)的評(píng)標(biāo)方法。這五種方案分別對(duì)工程招投標(biāo)的不同階段進(jìn)行優(yōu)化,在確保工程招投標(biāo)質(zhì)量的前提下,能夠有效地節(jié)省工程招投標(biāo)的時(shí)間,具有重要的現(xiàn)實(shí)意義。
[Abstract]:With the acceleration of infrastructure construction and the inclination of national policy, the project management mode of general contracting is gradually prevailing, replacing the practice of establishing the project construction management office directly invested by the government. Bidding gives excellent subcontractors more opportunities to participate in the bidding of the project, and it is more likely to reduce the construction cost of the project. However, the increase in the number of participating units will inevitably lead to the increase of the bidding transaction cost, and the bidding benefit will no longer increase with the increase of the number of excellent subcontractors, so the optimization of the time factor of bidding transaction cost is to improve. Another effective way of bidding for enterprises.
This paper is divided into the following parts: first, the background of the article and put forward the problems. second, through the theory of economic analysis of construction project bidding, and according to the auction theory of construction project bidding evaluation method optimization. third, to benefit as an observation point, combined with the development process of project bidding, through comparison, research The characteristics of bidding and tendering in different stages and the influence of time factors on the transaction cost and benefit of bidding and tendering are studied. Fourthly, combining with the bidding procedure of construction projects in China at present, the time factors of each stage are analyzed, and the scheme of optimizing the time factors of bidding and tendering is put forward. Fifthly, Chongqing Zhongxian-Wanzhou Expressway is used. Taking the highway bidding process as an example, this paper introduces the application of various renovation schemes in project bidding, and analyzes the impact of various schemes on the bidding transaction and transaction cost of project bidding.
Five items are put forward in this paper to optimize the bidding time, including priority in organizing the implementation of temporary projects, priority in organizing the design of construction organization for controlled projects, optimization of the method of compiling bill of quantities, establishment of a list of qualified subcontractors and suppliers of materials, and scientific evaluation methods. It is of great practical significance to optimize the bidding stages so as to save the time of bidding effectively on the premise of guaranteeing the quality of project bidding.
