【摘要】：在城鎮(zhèn)化逐步發(fā)展的過程中,我國處于經(jīng)濟(jì)迅猛發(fā)展、體制不斷進(jìn)化、新舊體制彼此排斥等問題逐漸呈現(xiàn)的改革時期。城鄉(xiāng)規(guī)劃管理單元規(guī)劃面臨各種城市問題,其作為承先啟后的過渡層次;是規(guī)劃實施管理的規(guī)劃技術(shù)行為;城鄉(xiāng)規(guī)劃通過實施,指導(dǎo)城市的建設(shè)和發(fā)展。當(dāng)前我國城鄉(xiāng)規(guī)劃處于改革時期,從編制到實施存在著一系列問題,因此,探究編制體系,對實施變革進(jìn)行探索,建立保障機(jī)制,成為管理部門研究的熱點問題之一。理論與實踐結(jié)合,規(guī)劃界在反思傳統(tǒng)控規(guī)的難題與困惑中,提出了城鄉(xiāng)規(guī)劃管理單元的概念,完善了我國規(guī)劃體系;分析總結(jié)管理單元規(guī)劃實施案例情況,判定實施結(jié)果。探討實施評估的內(nèi)在機(jī)制,在當(dāng)前的規(guī)劃體系中,新的資源配置需求,城市運行機(jī)制的需求,規(guī)劃協(xié)作方式的轉(zhuǎn)變需求是影響公共政策視角下管理單元規(guī)劃實施的主要因素。探究管理單元規(guī)劃編制體系,提出影響管理單元規(guī)劃實施的要素。管理單元規(guī)劃實施評估以規(guī)劃編制內(nèi)容為評估重點,對相關(guān)規(guī)劃政策運行進(jìn)行監(jiān)督和檢測,分析大眾的參與度。在此基礎(chǔ)上通過對經(jīng)濟(jì)、政策實施、城鄉(xiāng)規(guī)劃的目標(biāo)以及公眾參與評估四個領(lǐng)域構(gòu)建公共政策視角下管理單元規(guī)劃實施評估的理論框架、模式方法、評估體系。利用層次分析方法對評估體系進(jìn)行分析,通過指標(biāo)偏差計量法、實施完成百分制法、分級評估法計算規(guī)劃實施評估最終分值。根據(jù)評估結(jié)果提供反饋信息,搭建責(zé)權(quán)完善的協(xié)作規(guī)劃平臺與項目庫機(jī)制,形成規(guī)劃體系制定、審核監(jiān)督、結(jié)果績效、修改訂正、評估框架體系建設(shè)和大數(shù)據(jù)庫建設(shè)“六位一體”的工作框架。管理單元規(guī)劃的實施,要注重規(guī)劃政策的實施,注重完善評估的運行機(jī)制,建立動態(tài)監(jiān)測體系和定期評估制度,構(gòu)建層級式指標(biāo)控制體系;實施層面的規(guī)劃要更加關(guān)注市場與經(jīng)濟(jì)要素,重視就業(yè)問題,給予控規(guī)更多的彈性空間;強(qiáng)調(diào)功能復(fù)合、近地職住、產(chǎn)城一體;在實踐中探索管理單元規(guī)劃新的技術(shù)特征與布局模式,形成“傳統(tǒng)控規(guī)—規(guī)劃管理單元—城市發(fā)展單元”逐次遞進(jìn)的發(fā)展脈絡(luò),有效保障城市規(guī)劃與社會需求、市場需求的對接,從控規(guī)視角為我國城市規(guī)劃發(fā)展提出一些思考和建議。
[Abstract]:In the process of urbanization, China is in the reform period of the rapid development of economy, the continuous evolution of the system, the mutual exclusion of the new and the old systems, and so on. Urban and rural planning management unit planning is faced with various urban problems, as a transitional level, planning and management of planning implementation of technical behavior, urban and rural planning through the implementation, guiding the construction and development of the city. At present, the urban and rural planning of our country is in the reform period, there are a series of problems from the establishment to the implementation. Therefore, it is one of the hot issues for the management department to explore the establishment system, to explore the implementation of the reform and to establish the safeguard mechanism. With the combination of theory and practice, the planning circles put forward the concept of urban and rural planning management unit, perfect the planning system of our country, analyze and summarize the case of planning implementation of management unit, and judge the result of implementation. In the current planning system, the demand of new resource allocation, the demand of urban operation mechanism and the change of planning cooperation mode are the main factors that affect the implementation of management unit planning from the perspective of public policy. Explore the management unit planning system, and put forward the factors that affect the implementation of management unit planning. Management unit planning implementation evaluation focuses on planning content, monitoring and monitoring the operation of relevant planning policies, and analyzing the participation of the public. On this basis, through the economic, policy implementation, the objectives of urban and rural planning and public participation in the evaluation of four areas of public policy perspective management unit planning implementation evaluation of the theoretical framework, model methods, evaluation system. The evaluation system is analyzed by the method of AHP, the final value of evaluation of planning and implementation is calculated by the method of index deviation measurement, the method of complete percentile and the method of grading evaluation. To provide feedback information according to the evaluation results, to set up a complete cooperative planning platform and project database mechanism, to form a planning system, to audit and supervise, to result in performance, to modify and revise, The evaluation framework system construction and the big database construction "six in one" the work frame. The implementation of management unit planning should pay attention to the implementation of planning policy, improve the operational mechanism of evaluation, establish dynamic monitoring system and periodic evaluation system, and build a hierarchical index control system. The implementation level of the planning should pay more attention to the market and economic factors, pay attention to the employment problem, give more flexible space to the control and regulation, emphasize the function compound, live in the near land, integrate the industry and the city; In practice, this paper explores the new technical characteristics and layout model of management unit planning, forms a progressive development context of "traditional control planning-planning management unit-urban development unit", and effectively guarantees urban planning and social needs. The docking of market demand puts forward some thoughts and suggestions for the development of urban planning in China from the perspective of regulation and regulation.
