【摘要】：蘇州是“蘇南模式”的發(fā)源地，是我國(guó)小城鎮(zhèn)發(fā)展的典型地區(qū)。在新型城鎮(zhèn)化作為國(guó)家發(fā)展戰(zhàn)略的背景下，小城鎮(zhèn)承擔(dān)什么作用？在城鎮(zhèn)體系中如何定位？提升其綜合功能的路徑有哪些？本文再次把關(guān)注點(diǎn)聚焦到蘇州市小城鎮(zhèn)，以期通過(guò)對(duì)蘇州市小城鎮(zhèn)的系統(tǒng)分析，回答上述具有重大理論和實(shí)踐意義的命題。 全文以小城鎮(zhèn)結(jié)構(gòu)與功能為主線(xiàn)，劃分了蘇州小城鎮(zhèn)的發(fā)展的四個(gè)階段：即上世紀(jì)八十年代前的基礎(chǔ)發(fā)展期、八十年代初鄉(xiāng)鎮(zhèn)工業(yè)發(fā)達(dá)的繁盛發(fā)展期、九十年代外向型經(jīng)濟(jì)盛行的轉(zhuǎn)型發(fā)展期及21世紀(jì)以來(lái)的整合提升期，并總結(jié)了各階段小城鎮(zhèn)發(fā)展的特征和規(guī)律，提出小城鎮(zhèn)結(jié)構(gòu)與功能聯(lián)動(dòng)提升，集聚功能、生產(chǎn)功能和服務(wù)功能是小城鎮(zhèn)核心功能的觀點(diǎn)。論文重點(diǎn)從規(guī)模、經(jīng)濟(jì)、社會(huì)、空間角度切入，利用蘇州市50個(gè)小城鎮(zhèn)的社會(huì)經(jīng)濟(jì)統(tǒng)計(jì)數(shù)據(jù)，剖析了目前蘇州市小城鎮(zhèn)整體結(jié)構(gòu)與功能的現(xiàn)狀特征。選取了38項(xiàng)指標(biāo)，運(yùn)用聚類(lèi)分析方法，，將蘇州市小城鎮(zhèn)劃分為綜合發(fā)展型強(qiáng)鎮(zhèn)、工貿(mào)型較強(qiáng)鎮(zhèn)、一般工業(yè)鎮(zhèn)、一般綜合鎮(zhèn)及生態(tài)旅游鎮(zhèn)五類(lèi)。論文從優(yōu)化規(guī)模結(jié)構(gòu)，提升集聚功能；優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)，提升生產(chǎn)功能；優(yōu)化社會(huì)結(jié)構(gòu)，提升服務(wù)功能；創(chuàng)新管理體制，完善政策保障四個(gè)方面提出了蘇州市小城鎮(zhèn)結(jié)構(gòu)優(yōu)化與功能提升的路徑，并對(duì)五類(lèi)小城鎮(zhèn)功能提升的路徑進(jìn)行了分析。
[Abstract]:Suzhou is the birthplace of the Southern Jiangsu Model and a typical area for the development of small towns in China. In the context of new urbanization as a national development strategy, what role do small towns play? How to position in the urban system? What are the ways to improve their integrated capabilities? This paper focuses again on the small towns in Suzhou, in order to answer the above propositions of great theoretical and practical significance through the systematic analysis of the small towns in Suzhou. Taking the structure and function of small towns as the main line, the paper divides the four stages of the development of small towns in Suzhou: the basic development period before the 1980s, the flourishing development period of the township industry in the early eighties. The period of transformation and development of extroverted economy in 1990s and the period of integration and promotion since the 21st century. The characteristics and laws of the development of small towns in each stage are summarized, and the linkage between structure and function of small towns is put forward, and the agglomeration function of small towns is put forward. Production function and service function are the core functions of small towns. This paper focuses on the aspects of scale, economy, society and space, and analyzes the present characteristics of the whole structure and function of the small towns in Suzhou by using the statistical data of the social economy of 50 small towns in Suzhou. Selecting 38 indexes and applying cluster analysis method, the small towns in Suzhou are divided into five types: comprehensive development town, industrial and trade strong town, general industrial town, general comprehensive town and ecotourism town. The thesis includes optimizing scale structure, promoting agglomeration function, optimizing economic structure, enhancing production function, optimizing social structure, enhancing service function, innovating management system, This paper puts forward the ways to optimize the structure and function of the small towns in Suzhou from four aspects of perfecting the policies and guarantees, and analyzes the paths of the function enhancement of the five kinds of small towns.
