國電HZ電廠煙氣脫硫項目成本管理研究

【摘要】:目前,我國二氧化硫排放量位居世界第一位,SO2是一種無色具有強烈刺激性氣味的氣體,除了對人類生命造成危害之外,SO2還對生存環(huán)境造成巨大的傷害和污染,給國民經(jīng)濟造成巨大的損失。燃煤是我國二氧化硫排放的主要來源,據(jù)有關(guān)統(tǒng)計數(shù)據(jù)顯示:我國二氧化硫排放量的90%來自燃煤。由于我國的經(jīng)濟高速發(fā)展,對電力的大量需求導(dǎo)致燃煤火電廠消耗的煤炭大幅提升,電廠排污造成了SO2大量排放引起了我國政府部門的重視,并將脫硫項目的運行納入了國家“十二五”發(fā)展綱要中。目前很多電廠正在規(guī)劃或建設(shè)煙氣脫硫項目,以此提高企業(yè)的經(jīng)濟效益。由于煙氣脫硫項目屬于典型的國家政策指導(dǎo)產(chǎn)業(yè),具有項目投資額巨大,后期運行成本高昂等特點,因此,加強對脫硫項目的成本管理,合理降低工程造價,獲得最大的經(jīng)濟效益、社會效益和環(huán)境效益,對于提高企業(yè)競爭力,保持企業(yè)可持續(xù)發(fā)展意義重大。 國電HZ發(fā)電廠是隸屬于中國國電集團公司,位于山東省西部,是一座發(fā)展中的大型火力發(fā)電企業(yè),目前運總裝機容量為155萬千瓦。在此背景下,本文在梳理項目管理相關(guān)理論的基礎(chǔ)上,從HZ電廠煙氣脫硫項目的籌備階段、施工階段、竣工階段和運行階段幾個方面對HZ電廠的煙氣脫硫項目的成本管理進行研究分析,研究發(fā)現(xiàn)在HZ電廠煙氣脫硫項目存在項目施工成本預(yù)測偏差、成本控制意識薄弱、成本管理制度不健全等問題,施工階段存在不注重組織方案的設(shè)計、缺乏對施工質(zhì)量監(jiān)控,以及由材料管理不嚴格帶來的浪費現(xiàn)象等問題,竣工階段成本管理存在的主要問題包括成本核算不明晰、竣工資料管理不規(guī)范,運行階段存在能源浪費和人員安排與管理等問題,并根據(jù)這些存在的問題提出了HZ電廠煙氣脫硫項目成本管理優(yōu)化方案。同時,為了使這些優(yōu)化方案得以順利實施,達到成本管理優(yōu)化的目的,本研究從組織保障、人才保障、資金保障、信息保障和文化保障六個方面對HZ電廠煙氣脫硫項目成本管理優(yōu)化方案的實施提出了相關(guān)保障措施。 本文以國電HZ電廠的脫硫項目成本管理實踐作為研究對象,研究結(jié)論對HZ電廠煙氣脫硫項目成本管理有極大的推動作用,同時也為我國其他電廠實施脫硫項目成本管理提供一定的建議參考,有利于提高電廠煙氣脫硫項目的經(jīng)濟效益。
[Abstract]:At present, sulfur dioxide emission in China ranks first in the world, so _ 2 is a colorless gas with strong irritating odor. Besides causing harm to human life, so _ 2 also causes great harm and pollution to the living environment. Great losses have been caused to the national economy. Coal combustion is the main source of sulfur dioxide emission in China. According to relevant statistics, 90% of sulfur dioxide emissions in China come from coal combustion. Due to the rapid economic development of our country, the large demand for electricity has led to a large increase in coal consumption in coal-fired power plants, and the emission of so _ 2 from power plants has caused a great deal of attention by government departments in our country. And the desulphurization project into the operation of the national "12-year-plan" development program. At present, many power plants are planning or building flue gas desulfurization projects to improve the economic benefits of enterprises. Because the FGD project belongs to the typical national policy guiding industry and has the characteristics of huge investment in the project and high running cost in the later stage, the cost management of the FGD project should be strengthened to reduce the project cost reasonably. It is of great significance to obtain the greatest economic benefits, social benefits and environmental benefits to improve the competitiveness of enterprises and to maintain the sustainable development of enterprises. Guodian HZ Power Plant belongs to China National Power Group Company, located in the west of Shandong Province, is a large thermal power enterprise in the development, the total installed capacity is 155 million kilowatts. Under this background, based on the related theories of project management, this paper starts from the preparation stage and construction stage of HZ power plant flue gas desulfurization project. The cost management of flue gas desulfurization project in HZ power plant is studied and analyzed from the aspects of completion stage and operation stage. It is found that the project construction cost prediction deviation exists in HZ power plant flue gas desulfurization project, and the consciousness of cost control is weak. The cost management system is not perfect, there are some problems in the construction phase, such as not paying attention to the design of the organization scheme, the lack of monitoring the construction quality, and the waste phenomenon caused by the material management. The main problems in the cost management of the completion stage include unclear cost accounting, non-standard management of the completed data, energy waste and personnel arrangement and management in the operation phase, etc. According to these problems, the cost management optimization scheme of HZ power plant flue gas desulfurization project is put forward. At the same time, in order to carry out these optimization schemes smoothly and achieve the purpose of optimizing cost management, this study focuses on organizational support, talent security, and capital guarantee. Six aspects of information security and cultural security are put forward for the implementation of HZ power plant flue gas desulfurization project cost management optimization measures. In this paper, the cost management practice of desulfurization project in HZ power plant is taken as the research object. The conclusion of the research has a great role in promoting the cost management of flue gas desulfurization project in HZ power plant. At the same time, it also provides some suggestions for other power plants to implement the cost management of desulphurization projects, which is helpful to improve the economic benefits of FGD projects in power plants.
