【摘要】：近年來,黑龍江省縣域經(jīng)濟發(fā)展雖然駛入了快車道,在全省經(jīng)濟社會的發(fā)展中占有的地位也越來越重要,但是仍落后于全國平均水平�？h域經(jīng)濟產(chǎn)業(yè)結構不合理,工業(yè)企業(yè)比重過小是制約黑龍江縣域經(jīng)濟發(fā)展速度的重要因素之一。金融作為現(xiàn)代經(jīng)濟的核心,對實體經(jīng)濟具有很強的促進作用,縣市政府若能推動金融加強對縣域工業(yè)企業(yè)的支持,將對整個縣域經(jīng)濟的發(fā)展起到很大的推動作用。本文選擇了黑龍江省內(nèi)縣域經(jīng)濟發(fā)展水平處于中等的Q市為研究對象,采用實地訪談法、問卷調(diào)查法、資料分析法、會議調(diào)查法相結合的方式,對Q市縣域基本情況、工業(yè)、金融發(fā)展情況及政府推動金融支持縣域工業(yè)企業(yè)發(fā)展的現(xiàn)行措施進行了調(diào)研,找出存在的問題,進行針對性分析并提出對策建議:包括政府牽頭拓展融資主體和融資渠道推動基礎設施建設,推動金融機構助力對縣域產(chǎn)業(yè)結構調(diào)整、壯大縣域工業(yè)實力,協(xié)調(diào)解決企業(yè)融資問題,推動縣域金融提高對縣域工業(yè)企業(yè)的服務水平,打造功能良好的社會信用體系等,為省內(nèi)其他城市提供了一定的政策參考。
[Abstract]:In recent years, although the development of county economy in Heilongjiang Province has entered the fast lane and plays a more and more important role in the economic and social development of Heilongjiang Province, it still lags behind the national average level. The unreasonable industrial structure of county economy and the small proportion of industrial enterprises are one of the important factors that restrict the development speed of county economy in Heilongjiang Province. Finance, as the core of modern economy, plays a strong role in promoting the real economy. If the county and municipal government can promote finance to strengthen its support to county industrial enterprises, it will play a great role in promoting the development of the whole county economy. This paper selects Q city, which is in the middle level of county economic development in Heilongjiang Province, as the research object, and adopts the methods of field interview, questionnaire survey, data analysis and conference investigation to analyze the basic situation and industry of Q county. The situation of financial development and the current measures taken by the government to promote financial support for the development of industrial enterprises in county areas have been investigated and investigated, and the existing problems have been found out. This paper makes a targeted analysis and puts forward some countermeasures and suggestions: including the government taking the lead in expanding the financing main body and financing channels to promote the infrastructure construction, promoting the financial institutions to help adjust the industrial structure of the county, and strengthening the industrial strength of the county. Coordinated solution of enterprise financing problems, promoting county finance to improve the service level of county industrial enterprises, building a good social credit system, and so on, provides a certain policy reference for other cities in the province.
