ECFA條件下北部灣經(jīng)濟(jì)區(qū)對臺金融合作研究

【摘要】:2010年6月29日,兩岸順利簽署海峽兩岸經(jīng)濟(jì)合作框架協(xié)議(ECFA),這一合作協(xié)議的順利簽署,標(biāo)志著兩岸經(jīng)濟(jì)合作從此進(jìn)入制度化合作階段,以貿(mào)易、投資為主要形式的經(jīng)濟(jì)合作日益深化,同時兩岸金融合作也取得了一定的成效,兩岸經(jīng)濟(jì)合作的深化也對金融合作提出了更高的要求。 從總體上看,兩岸在金融合作進(jìn)程上有了一定的突破,其合作主要表現(xiàn)在金融機(jī)構(gòu)互設(shè)、直接通匯、貨幣清算機(jī)制的建立等方面,但由于臺灣當(dāng)局的政策限制和金融行業(yè)所具有的敏感性,金融業(yè)合作卻遠(yuǎn)遠(yuǎn)落后于實體經(jīng)濟(jì)的互動和交流,兩岸金融的合作仍然處于初級階段。金融是經(jīng)濟(jì)發(fā)展的推動器,實體經(jīng)濟(jì)只有獲得金融的支持,才能夠優(yōu)化經(jīng)濟(jì)結(jié)構(gòu),促使資源的優(yōu)化配置,提高資金的利用效率。因此,在兩岸經(jīng)濟(jì)合作的進(jìn)程中,金融合作所扮演的角色至關(guān)重要。 具體到廣西北部灣經(jīng)濟(jì)區(qū)對臺金融合作,其合作模式寓于普遍性與特殊性。就普遍性而言,在ECFA框架下,北部灣經(jīng)濟(jì)區(qū)享受著大陸的各項對臺優(yōu)惠政策,在金融合作方面已經(jīng)將金融業(yè)納入ECFA早期收獲清單。就特殊性而言,由于北部灣經(jīng)濟(jì)區(qū)地處大陸連接?xùn)|盟的腹地,優(yōu)越的地理位置使其成為開拓東盟市場的橋頭堡,并且享受著ECFA與CAFTA雙重機(jī)制,使之成為臺灣經(jīng)濟(jì)合作的理想之地。 本文將基于兩岸金融合作在北部灣經(jīng)濟(jì)區(qū)對臺經(jīng)濟(jì)合作進(jìn)程中的重要作用,從兩岸金融合作的大背景出發(fā),從北部灣經(jīng)濟(jì)區(qū)對臺經(jīng)濟(jì)合作的金融需求入手,以廈門對臺金融合作的經(jīng)驗為借鑒,探討北部灣經(jīng)濟(jì)區(qū)內(nèi)企業(yè),包括臺資企業(yè)與臺灣的金融合作問題。文章首先以介紹區(qū)域金融合作的條件與原因為本文的理論基礎(chǔ),其次對兩岸金融合作的歷程進(jìn)行深入透徹的介紹,明確兩岸金融合作正處于的階段,在此基礎(chǔ)上對雙方金融合作的趨勢進(jìn)行科學(xué)的分析,以此作為北部灣經(jīng)濟(jì)區(qū)對臺金融合作的大背景。從這一大背景出發(fā),具體分析北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展,特別是臺商投資產(chǎn)業(yè)發(fā)展的情況,結(jié)合對北部灣經(jīng)濟(jì)區(qū)金融支持體系的考察,探討區(qū)內(nèi)產(chǎn)業(yè)發(fā)展對金融的需求,具體運用定量與定性分析,分別將金融相關(guān)比率、金融中介效率以及金融儲蓄結(jié)構(gòu)選取作為代表金融發(fā)展情況的變量,以人均實際GDP作為經(jīng)濟(jì)發(fā)展情況的代表變量,通過運用格蘭杰因果檢驗, 判斷北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展對金融的需求正處于“供給主導(dǎo)”階段,因此,借助實證的分析結(jié)果,具體為經(jīng)濟(jì)區(qū)內(nèi)未來的金融支持體系優(yōu)化提供切實的理論指導(dǎo)。最后,結(jié)合北部灣經(jīng)濟(jì)區(qū)的具體實際,參考廈門對臺金融合作取得的顯著成效,分析其成功的經(jīng)驗與做法,為后續(xù)北部灣與臺灣金融合作的政策選擇和機(jī)制構(gòu)建提供科學(xué)的依據(jù)。
[Abstract]:On June 29, 2010, the two sides of the strait successfully signed the Framework Agreement on Economic Cooperation between the two sides of the Taiwan Strait (ECFA), which marked the smooth signing of the cooperation agreement between the two sides of the strait, marking that cross-strait economic cooperation has since entered the stage of institutionalized cooperation to trade. The economic cooperation with investment as the main form is deepening day by day, at the same time, the cross-strait financial cooperation has also achieved some results, and the deepening of cross-strait economic cooperation has also put forward higher requirements for financial cooperation. On the whole, the two sides of the strait have made some breakthroughs in the process of financial cooperation, and their cooperation is mainly manifested in the establishment of financial institutions, direct exchange, the establishment of a monetary clearing mechanism, and so on. However, due to the policy restrictions of the Taiwan authorities and the sensitivity of the financial industry, financial cooperation lags far behind the interaction and exchange of the real economy, and cross-strait financial cooperation is still in its infancy. Finance is the driving force of economic development. Only by obtaining the support of finance, can the real economy optimize the economic structure, promote the optimal allocation of resources and improve the efficiency of the utilization of funds. Therefore, in the process of cross-strait economic cooperation, the role of financial cooperation is very important. Specific to Guangxi Beibu Gulf Economic Zone to Taiwan financial cooperation, its cooperation model lies in universality and particularity. As far as universality is concerned, under the framework of ECFA, Beibu Gulf Economic Zone enjoys various preferential policies to Taiwan from the mainland, and has included the financial industry in the early harvest list of ECFA in terms of financial cooperation. As far as particularity is concerned, because the Beibu Gulf Economic Zone is located in the hinterland of the mainland connecting ASEAN, its superior geographical position makes it a bridgehead to open up the ASEAN market, and enjoys the dual mechanism of ECFA and CAFTA. Make it an ideal place for Taiwan's economic cooperation. Based on the important role of cross-strait financial cooperation in the process of economic cooperation between Beibu Gulf Economic Zone and Taiwan, starting from the background of cross-strait financial cooperation, and starting from the financial needs of economic cooperation between Beibu Gulf Economic Zone and Taiwan, this paper will start with the financial demand of economic cooperation between Beibu Gulf Economic Zone and Taiwan. Based on the experience of Xiamen's financial cooperation with Taiwan, this paper probes into the financial cooperation between enterprises in Beibu Gulf Economic Zone, including Taiwan-funded enterprises, and Taiwan. First of all, the article takes the introduction of the conditions and reasons of regional financial cooperation as the theoretical basis of this paper, secondly, makes a thorough and thorough introduction to the course of cross-strait financial cooperation, and clarifies the stage of cross-strait financial cooperation. On this basis, the trend of financial cooperation between the two sides is analyzed scientifically, which is regarded as the background of financial cooperation between Beibu Gulf Economic Zone and Taiwan. From this background, this paper analyzes the industrial development of Beibu Gulf Economic Zone, especially the development of Taiwan investment industry, and probes into the financial demand for industrial development in Beibu Gulf Economic Zone in combination with the investigation of the financial support system of Beibu Gulf Economic Zone. By using quantitative and qualitative analysis, the financial related ratio, the efficiency of financial intermediary and the structure of financial savings are selected as the variables representing the financial development, and the actual GDP per capita is taken as the representative variable of the economic development. By using Granger causality test, it is judged that the demand for finance in the industrial development of Beibu Gulf Economic Zone is in the stage of "supply-led". Therefore, with the help of empirical analysis, Specifically for the economic zone in the future financial support system optimization to provide practical theoretical guidance. Finally, combined with the specific reality of Beibu Gulf Economic Zone, referring to the remarkable achievements of Xiamen's financial cooperation with Taiwan, this paper analyzes its successful experience and practices. It provides a scientific basis for the policy choice and mechanism construction of financial cooperation between Beibu Gulf and Taiwan.
