【摘要】：隨著金融的不斷深化和發(fā)展,金融穩(wěn)定顯得越來(lái)越重要。金融不穩(wěn)定的影響和危害遠(yuǎn)遠(yuǎn)超出了金融領(lǐng)域,事關(guān)政治、經(jīng)濟(jì)和社會(huì)穩(wěn)定。采取現(xiàn)場(chǎng)和非現(xiàn)場(chǎng)等方式,對(duì)金融的穩(wěn)定性進(jìn)行評(píng)估,是正確判斷金融金融風(fēng)險(xiǎn),有效維護(hù)金融穩(wěn)定的重要基礎(chǔ)工作。 相對(duì)于非現(xiàn)場(chǎng)評(píng)估方式,現(xiàn)場(chǎng)評(píng)估有著其獨(dú)特的優(yōu)勢(shì),能有效彌補(bǔ)非現(xiàn)場(chǎng)評(píng)估的不足,提高金融穩(wěn)定評(píng)估結(jié)論的深度和廣度。但無(wú)論是N中支還是其他分支機(jī)構(gòu),在如何開展好金融穩(wěn)定現(xiàn)場(chǎng)評(píng)估工作上還處于探索階段,既缺乏理論上的系統(tǒng)研究,也缺乏實(shí)踐上的總結(jié)與思考。本文對(duì)N中支穩(wěn)定性現(xiàn)場(chǎng)評(píng)估現(xiàn)狀、存在問(wèn)題和解決路徑的研究將提供有一定價(jià)值的樣本參考,為進(jìn)一步的理論研究奠定基礎(chǔ),同時(shí)對(duì)于N中支提高金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估專業(yè)化水平、充分發(fā)揮其在防范和化解地方系統(tǒng)性金融風(fēng)險(xiǎn)中的作用有著重要的現(xiàn)實(shí)意義,也為其他分支機(jī)構(gòu)提供有益借鑒。 本文站在N中支的角度,從履行法定職責(zé)出發(fā),在研究分析現(xiàn)狀和存在問(wèn)題的基礎(chǔ)上,以改進(jìn)和完善其金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估方法體系為重點(diǎn),系統(tǒng)全面研究N中支如何提高現(xiàn)場(chǎng)評(píng)估工作質(zhì)量和效果等問(wèn)題,全文共分五部分： 第一部分為緒論部分,說(shuō)明選題的背景和意義,綜述國(guó)內(nèi)外相關(guān)研究進(jìn)展情況,介紹本文的研究思路、主要內(nèi)容框架、研究方法,以及存在的創(chuàng)新和不足。第二部分分析了金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估和非現(xiàn)場(chǎng)評(píng)估的相互關(guān)系,突出現(xiàn)場(chǎng)評(píng)估在維護(hù)金融穩(wěn)定框架中的重要作用,并從多個(gè)方面分析現(xiàn)場(chǎng)評(píng)估和非現(xiàn)場(chǎng)評(píng)估的不同特征。第三部分分析N中支金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估的現(xiàn)狀,重點(diǎn)分析其現(xiàn)有現(xiàn)場(chǎng)評(píng)估的措施及具體做法,總結(jié)近幾年開展現(xiàn)場(chǎng)評(píng)估以來(lái)發(fā)現(xiàn)的需要密切關(guān)注的重點(diǎn)金融風(fēng)險(xiǎn)隱患。第四部分從結(jié)構(gòu)、流程、內(nèi)容、方法等方面,查找N中支在金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估中存在的主要問(wèn)題,逐項(xiàng)分析問(wèn)題存在的原因。第五部分探討N中支如何改進(jìn)和完善金融穩(wěn)定性現(xiàn)場(chǎng)評(píng)估工作,提出具體的思路和措施。
[Abstract]:With the deepening and development of finance, financial stability is becoming more and more important. The impact and harm of financial instability goes far beyond the financial field and concerns political, economic and social stability. The evaluation of financial stability by on-site and off-site methods is an important basic work for correctly judging financial risks and effectively maintaining financial stability. Compared with the off-site evaluation mode, on-site assessment has its unique advantages, which can effectively compensate for the shortcomings of off-site assessment and improve the depth and breadth of financial stability assessment conclusions. However, no matter whether it is the middle branch of N or other branches, it is still in the exploration stage on how to carry out the on-the-spot evaluation of financial stability, which lacks both the systematic research in theory and the summary and thinking in practice. In this paper, the status quo of the on-site evaluation of the stability of the branches in N, the existing problems and the solution path will provide a valuable sample reference, which will lay the foundation for further theoretical research. At the same time, it is of great practical significance to improve the specialization level of on-the-spot evaluation of financial stability of N-branch and give full play to its role in preventing and resolving the local systemic financial risk, and also provides useful reference for other branches. On the basis of studying and analyzing the present situation and existing problems, this paper focuses on the improvement and perfection of its on-the-spot evaluation system of financial stability, from the perspective of N-branch, from the point of view of fulfilling the statutory duties and analyzing the present situation and existing problems. The paper is divided into five parts: the first part is the introduction part, which explains the background and significance of the topic selection, and summarizes the related research progress at home and abroad. This paper introduces the research ideas, main content framework, research methods, as well as the existence of innovation and shortcomings. The second part analyzes the relationship between on-site assessment and off-site assessment, highlights the important role of on-the-spot assessment in maintaining the framework of financial stability, and analyzes the different characteristics of on-site assessment and off-site assessment from many aspects. The third part analyzes the current situation of the on-the-spot evaluation of the financial stability of the N-branch, focuses on the existing measures and specific measures of the on-site evaluation, and summarizes the key financial risks and hidden dangers that need to be paid close attention to since the on-site evaluation was carried out in recent years. In the fourth part, from the aspects of structure, process, content, method and so on, we find out the main problems existing in the on-the-spot evaluation of the financial stability of N-branches, and analyze the reasons of the problems one by one. The fifth part discusses how to improve and perfect the on-the-spot evaluation of financial stability, and puts forward concrete ideas and measures.
