【摘要】：促進(jìn)本國(guó)要素優(yōu)化配置、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)與資本流出可能引致的產(chǎn)業(yè)空心化,是一國(guó)對(duì)外直接投資對(duì)本國(guó)經(jīng)濟(jì)發(fā)展可能產(chǎn)生的雙重效應(yīng)。日本經(jīng)濟(jì)長(zhǎng)期低迷的原因之一即在于其國(guó)際直接投資流入與流出的嚴(yán)重失衡。在中國(guó)對(duì)外直接投資迅猛增長(zhǎng)的背景下,推進(jìn)對(duì)外投資與利用外資的均衡發(fā)展是中國(guó)推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)和防范產(chǎn)業(yè)空心化的重要思路。為此,一方面,要發(fā)揮企業(yè)規(guī)模、產(chǎn)業(yè)基礎(chǔ)、國(guó)家制度等后發(fā)大國(guó)優(yōu)勢(shì),兩線并行擴(kuò)大對(duì)外投資,推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí);另一方面,要發(fā)揮市場(chǎng)潛力、地區(qū)差異和新改革紅利等大國(guó)比較優(yōu)勢(shì),進(jìn)一步擴(kuò)大和優(yōu)化利用外資,防范產(chǎn)業(yè)空心化。
[Abstract]:Promoting the optimal allocation of domestic factors, upgrading of industrial structure and capital outflow may lead to industrial hollowing, which is a dual effect that a country's foreign direct investment may have on its own economic development. One of the reasons Japan's long-term economic downturn is due to its serious imbalance in inflows and outflows of international direct investment. Under the background of the rapid growth of China's foreign direct investment, promoting the balanced development of foreign investment and utilization of foreign capital is an important train of thought for China to promote the transformation and upgrading of industrial structure and prevent industrial hollowing. Therefore, on the one hand, it is necessary to give full play to the advantages of the late-developing countries such as enterprise scale, industrial foundation, national system and so on, in order to expand foreign investment in parallel and promote the upgrading of industrial structure. On the other hand, we should give full play to the comparative advantages of major countries such as market potential, regional differences and new reform dividends, further expand and optimize the utilization of foreign capital, and guard against industrial hollowing.
