銀行后臺(tái)處理服務(wù)外包由供應(yīng)商引發(fā)的風(fēng)險(xiǎn)研究

【摘要】:近年來(lái),全球金融服務(wù)外包飛速發(fā)展,外包戰(zhàn)略已成為銀行增強(qiáng)自身競(jìng)爭(zhēng)實(shí)力的重要選擇。銀行業(yè)服務(wù)外包規(guī)模與發(fā)展?jié)摿薮?與此同時(shí)服務(wù)的外包也給銀行的整體戰(zhàn)略和運(yùn)營(yíng)帶來(lái)了極大的風(fēng)險(xiǎn),F(xiàn)實(shí)的狀況是,發(fā)達(dá)國(guó)家和國(guó)際組織高度重視銀行業(yè)服務(wù)外包的監(jiān)管,而我國(guó)的監(jiān)管制度建設(shè)嚴(yán)重滯后。國(guó)內(nèi)外學(xué)術(shù)界的相關(guān)研究存在明顯的不足。 為了深入研究供應(yīng)商引發(fā)的銀行業(yè)服務(wù)外包風(fēng)險(xiǎn),首先分析了銀行業(yè)服務(wù)外包的運(yùn)作機(jī)理和不同的外包模式,總結(jié)了銀行業(yè)服務(wù)外包的特點(diǎn)。針對(duì)服務(wù)外包過(guò)程中存在的信息不對(duì)稱(chēng)和代理問(wèn)題,分析了供應(yīng)商引發(fā)風(fēng)險(xiǎn)的來(lái)源。歸納出六種重要風(fēng)險(xiǎn)。在銀行和監(jiān)管機(jī)構(gòu)評(píng)估供應(yīng)商引發(fā)風(fēng)險(xiǎn)的重要性的基礎(chǔ)上,通過(guò)比較選擇風(fēng)險(xiǎn)矩陣法對(duì)外包風(fēng)險(xiǎn)進(jìn)行了定量分析,利用Borda序值法對(duì)銀行業(yè)服務(wù)外包風(fēng)險(xiǎn)的重要性進(jìn)行了排序,進(jìn)一步識(shí)別了影響銀行服務(wù)外包的關(guān)鍵風(fēng)險(xiǎn)是由供應(yīng)商引發(fā)的風(fēng)險(xiǎn)。為了更精確的定量分析,將供應(yīng)商引發(fā)的風(fēng)險(xiǎn)細(xì)分為19類(lèi),利用模糊評(píng)價(jià)法,構(gòu)建了供應(yīng)商風(fēng)險(xiǎn)的評(píng)價(jià)指標(biāo)體系,為定量分析供應(yīng)商風(fēng)險(xiǎn)和監(jiān)管提供了科學(xué)依據(jù)。 其次,運(yùn)用金融監(jiān)管理論分析了政府監(jiān)管銀行業(yè)服務(wù)外包供應(yīng)商風(fēng)險(xiǎn)的動(dòng)因和必要性,對(duì)不同的監(jiān)管主體對(duì)供應(yīng)商的監(jiān)管作用進(jìn)行理論分析,并分析了監(jiān)管的必要性。通過(guò)監(jiān)管,加大懲罰力度,可以降低供應(yīng)商的期望效用,有利于銀行服務(wù)業(yè)外包市場(chǎng)穩(wěn)定發(fā)展。 最后,通過(guò)以上分析,對(duì)銀行后臺(tái)處理服務(wù)外包監(jiān)管制度建設(shè)的相關(guān)問(wèn)題進(jìn)行了分析,并提出建議(1)提出了監(jiān)管部門(mén)應(yīng)運(yùn)用分現(xiàn)場(chǎng)檢查和現(xiàn)場(chǎng)檢查手段對(duì)銀行業(yè)服務(wù)外包法規(guī)的執(zhí)行情況、外包業(yè)務(wù)開(kāi)展情況進(jìn)行監(jiān)督控制。(2)對(duì)政府監(jiān)管的成本和收益影響不同,監(jiān)管模式的選擇取決與所在國(guó)家或地區(qū)的政治體制、經(jīng)濟(jì)發(fā)展水平和金融業(yè)的結(jié)構(gòu)等因素。(3)根據(jù)理論分析,借鑒相關(guān)國(guó)家和國(guó)際組織的監(jiān)管經(jīng)驗(yàn),提出了銀行后臺(tái)處理服務(wù)外包監(jiān)管制度建設(shè)的建議。
[Abstract]:In recent years, with the rapid development of global financial service outsourcing, outsourcing strategy has become an important choice for banks to enhance their competitive power. The scale and development potential of banking service outsourcing is huge. At the same time, the outsourcing of banking services also brings great risks to the overall strategy and operation of banks. The reality is that developed countries and international organizations attach great importance to the supervision of banking service outsourcing, while the construction of supervision system in China lags behind seriously. There are obvious deficiencies in the relevant research of domestic and foreign academic circles. In order to deeply study the risk of banking service outsourcing caused by suppliers, this paper first analyzes the operation mechanism and different outsourcing modes of banking service outsourcing, and summarizes the characteristics of banking service outsourcing. Aiming at the information asymmetry and agency problems in the process of service outsourcing, this paper analyzes the sources of risk caused by suppliers. Six important risks are summed up. On the basis of evaluating the importance of supplier-induced risk by banks and regulators, this paper makes quantitative analysis of outsourcing risk by comparing and selecting risk matrix method, and sorts the importance of banking service outsourcing risk by using Borda sequential value method. It further identifies that the key risk that affects the outsourcing of banking services is the risk caused by the supplier. In order to make a more accurate quantitative analysis, the risk caused by suppliers is subdivided into 19 categories. The fuzzy evaluation method is used to construct the evaluation index system of supplier risk, which provides a scientific basis for quantitative analysis of supplier risk and supervision. Secondly, using the theory of financial supervision, this paper analyzes the motivation and necessity of government supervision of the risk of banking service outsourcing suppliers, analyzes the role of different regulators in the supervision of suppliers, and analyzes the necessity of supervision. Through supervision and punishment, the expected utility of suppliers can be reduced, which is beneficial to the steady development of the outsourcing market of banking services. Finally, through the above analysis, the paper analyzes the problems related to the construction of the supervision system of the backstage processing service outsourcing of the bank. And put forward the suggestion (1) put forward the supervision department should use the on-site inspection and on-the-spot inspection means to implement the banking service outsourcing laws and regulations. (2) the influence on the cost and benefit of government supervision is different, and the choice of supervision mode depends on the political system of the country or region in which the government is located, and (2) the influence on the cost and benefit of government supervision is different. (3) according to the theoretical analysis, referring to the supervision experience of the relevant countries and international organizations, this paper puts forward some suggestions on the construction of the supervision system for backstage processing service outsourcing of banks.
