DB再擔(dān)保公司發(fā)展戰(zhàn)略研究

【摘要】:DB再擔(dān)保公司是全國第一家跨區(qū)域的再擔(dān)保機構(gòu),是試點單位。成立五年來,該公司在經(jīng)營方面面臨著諸多困難,如擔(dān)保機構(gòu)合作意向不強烈、金融機構(gòu)合作深度不夠、政府對再擔(dān)保的認(rèn)識不足、中小企業(yè)對再擔(dān)保機構(gòu)缺乏了解等。 本文利用調(diào)查法,對該公司的自身狀況、外部環(huán)境進(jìn)行了詳細(xì)分析,清晰地認(rèn)識到了該公司的優(yōu)勢、劣勢,以及它擁有的機會和面臨的威脅。通過構(gòu)建SWOT矩陣,并結(jié)合公司指導(dǎo)方針和發(fā)展模式等因素制定公司總體發(fā)展戰(zhàn)略。根據(jù)循序漸進(jìn),逐步做大做強原則,將總體發(fā)展戰(zhàn)略進(jìn)行分解、細(xì)化。公司業(yè)務(wù)開展的指導(dǎo)方針應(yīng)是政策性導(dǎo)向、市場化運作、公司化管理。公司的總體發(fā)展戰(zhàn)略為:一是整合擔(dān)保體系形成合力,,二是解決中小企業(yè)融資難問題,三是收益覆蓋風(fēng)險、國有資產(chǎn)保值增值。總體發(fā)展戰(zhàn)略分解、細(xì)化為:一是開展證券市場融資項目擔(dān)保業(yè)務(wù),二是發(fā)展中小企業(yè)再擔(dān)保業(yè)務(wù),三是涉足單筆較大項目的擔(dān)保業(yè)務(wù),四是因地制宜創(chuàng)新業(yè)務(wù)品種和合作模式,五是拓展與銀行等金融機構(gòu)的合作,六是爭取政府的扶持和監(jiān)督、考核管理。為保證細(xì)化的公司發(fā)展戰(zhàn)略得以實現(xiàn),結(jié)合該公司的自身特點和所處外部環(huán)境,統(tǒng)籌規(guī)劃,制定相應(yīng)的戰(zhàn)略發(fā)展實施措施和保障,例如:如何建立完善再擔(dān)保業(yè)務(wù)體系,怎樣積極拓展與銀行的合作和爭取各級政府的政策扶持等。 通過研究,本文將幫助該公司指明發(fā)展道路,理清與各方的關(guān)系,挖掘自身潛力,最終達(dá)到促進(jìn)再擔(dān)保業(yè)務(wù)快速發(fā)展的目的;并推動構(gòu)建我國再擔(dān)保理論基礎(chǔ),促進(jìn)信用擔(dān)保理論的發(fā)展。
[Abstract]:DB re-guarantee company is the first cross-regional re-guarantee agency, is a pilot unit. Since its establishment five years ago, the company has faced many difficulties in management, such as the lack of strong cooperation intention of guarantee agencies, the lack of depth of cooperation between financial institutions, the lack of understanding of re-guarantee by the government, the lack of understanding of re-guarantee institutions by small and medium-sized enterprises, and so on. In this paper, the author makes a detailed analysis of the company's own situation and external environment by using the method of investigation, and clearly recognizes the company's strengths, weaknesses, opportunities and threats it faces. The overall development strategy of the company is formulated by constructing the SWOT matrix and combining the company guidelines and development models. According to the principle of gradual progress, gradually bigger and stronger, the overall development strategy will be decomposed and refined. The company's business guidelines should be policy-oriented, market-oriented, corporate management. The overall development strategy of the company is as follows: one is to integrate the guarantee system to form a resultant force, the other is to solve the financing difficulties of small and medium-sized enterprises, and the third is to cover the risk of income and maintain and increase the value of state-owned assets. The overall development strategy is broken down into: first, to develop the securities market financing project guarantee business; second, to develop the small and medium-sized enterprises' reguarantee business; and third, to set foot in the guarantee business of a single larger project. Fourth, innovative business varieties and cooperation models according to local conditions; fifth, expanding cooperation with banks and other financial institutions; and sixthly, striving for the support and supervision of the government, assessment and management. In order to ensure that the detailed development strategy of the company can be realized, combined with the company's own characteristics and external environment, the overall planning to formulate the corresponding strategic development implementation measures and guarantees, such as: how to establish and improve the re-guarantee business system, How to actively expand cooperation with banks and win over all levels of government policy support. Through the research, this paper will help the company to show the way of development, clear the relationship with the parties, tap their potential, and finally achieve the purpose of promoting the rapid development of re-guarantee business; And promote the construction of the theoretical basis of reguarantee, and promote the development of credit guarantee theory.
