【摘要】：隨著經(jīng)濟(jì)全球化的步伐不斷加快和中國的綜合實力不斷上升,人民幣在國際上的影響力也隨之增強(qiáng),越來越得到世界上各國的認(rèn)可。云南省作為中國西南對外開放的重要門戶,發(fā)展跨境人民幣結(jié)算,不僅能夠擴(kuò)大我國的貨幣在西南周邊國家的影響力,還能增強(qiáng)云南省的地區(qū)經(jīng)濟(jì)和金融業(yè)的發(fā)展。因此,對于整個國家經(jīng)濟(jì)發(fā)展都有良性促進(jìn)作用。云南省是我國較早與邊境國家開展跨境交易與金融合作的省份,由于早期的貿(mào)易基礎(chǔ)和獨(dú)具特色的結(jié)算方式,2010年國家正式批準(zhǔn)了云南省作為跨境貿(mào)易人民幣結(jié)算試點(diǎn)城市,云南省開始在政策的支持下發(fā)展跨境人民幣結(jié)算。但是由于云南省的經(jīng)濟(jì)基礎(chǔ)相對薄弱、金融發(fā)展水平較低而不能充分地調(diào)動市場的積極性,導(dǎo)致了跨境人民幣結(jié)算的發(fā)展沒有配套性的支持,發(fā)展速度較為緩慢,效果不是很理想。2013年11月20日,國務(wù)院、中國人民銀行等十一個部委聯(lián)合下發(fā)了《云南省廣西壯族自治區(qū)建設(shè)沿邊金融綜合改革試驗區(qū)總體方案》,云南省的沿邊金融綜合改革正式開始。在新的政策背景下,云南省的跨境人民幣結(jié)算獲得一次全新的發(fā)展契機(jī)。同時,繼續(xù)加大推進(jìn)對跨境人民幣結(jié)算的發(fā)展也能為云南省的沿邊金融改革提供基礎(chǔ)支持。本文主要立足于云南省的沿邊金融綜合改革,通過理論與實際相結(jié)合,研究了云南省跨境人民幣結(jié)算的發(fā)展。從相關(guān)理論及文獻(xiàn)出發(fā),一方面,梳理了我國整體的跨境人民幣結(jié)算的發(fā)展歷程和現(xiàn)狀,為分析云南省的跨境人民幣結(jié)算搭建了政策背景及業(yè)務(wù)框架。并引入了金融業(yè)發(fā)展較為先進(jìn)的深圳前海區(qū)和上海自貿(mào)區(qū)作為案例,總結(jié)了發(fā)展的先進(jìn)經(jīng)驗,以資借鑒。另一方面,對云南省沿邊金融改革的總體內(nèi)容進(jìn)行了概述,分析了云南省沿邊金融綜合改革下開展跨境人民幣結(jié)算的優(yōu)勢條件,其中突出發(fā)展跨境人民幣結(jié)算與金融改革之間的關(guān)系。而從沿邊金融綜合改革兩年多以來的跨境人民幣結(jié)算現(xiàn)狀看,云南省在強(qiáng)力的政策優(yōu)勢和重點(diǎn)推進(jìn)下,跨境人民幣結(jié)算的推進(jìn)效果仍然不是很理想。因此,重點(diǎn)分析了目前云南省發(fā)展跨境人民幣結(jié)算存在的問題,并針對云南省目前的發(fā)展現(xiàn)狀及出現(xiàn)的問題,提出發(fā)展跨境人民幣結(jié)算相應(yīng)的對策及建議。
[Abstract]:As the pace of economic globalization accelerates and China's comprehensive strength continues to rise, the impact of the renminbi on the international community has also increased, gaining recognition from more and more countries around the world. As an important gateway to the opening to the outside world in southwest China, Yunnan Province can not only expand the influence of currency in the neighboring countries of southwest China, but also enhance the development of regional economy and financial industry in Yunnan Province. Therefore, for the entire country's economic development has a benign role in promoting. Yunnan Province is the province where China carried out cross-border transactions and financial cooperation with border countries earlier. Due to the early trade basis and unique settlement methods, Yunnan Province was formally approved by the state in 2010 as a pilot city for RMB settlement of cross-border trade. Yunnan Province began to develop cross-border RMB settlement under the support of policies. However, due to the relatively weak economic base of Yunnan Province, the low level of financial development and the inability to fully mobilize the enthusiasm of the market, the development of cross-border RMB settlement has not been supported by a complete set of supporting factors, and the rate of development has been relatively slow. On November 20, 2013, 11 ministries and commissions, including the State Council and the people's Bank of China, jointly issued the "General Plan for the Comprehensive Financial Reform area along the Border of the Guangxi Zhuang Autonomous region in Yunnan Province," The border financial comprehensive reform of Yunnan Province officially began. Under the new policy background, the cross-border RMB settlement in Yunnan Province obtains a new development opportunity. At the same time, continuing to step up the development of cross-border RMB settlement can also provide basic support for the border financial reform in Yunnan Province. Based on the comprehensive financial reform along the border of Yunnan Province, this paper studies the development of cross-border RMB settlement in Yunnan Province through the combination of theory and practice. Based on the relevant theories and literature, on the one hand, this paper combs the whole development course and present situation of cross-border RMB settlement in China, and sets up the policy background and business framework for the analysis of cross-border RMB settlement in Yunnan Province. The paper also introduces Shenzhen Qianhai District and Shanghai Free Trade Zone, which are more advanced in financial industry development, as cases, and sums up the advanced experience of development, which can be used for reference. On the other hand, the general content of the financial reform along the border of Yunnan Province is summarized, and the advantages of cross-border RMB settlement under the comprehensive financial reform in Yunnan Province are analyzed. Among them, the relationship between the development of cross-border RMB settlement and financial reform is highlighted. But from the border financial comprehensive reform for more than two years of cross-border RMB settlement situation, Yunnan Province in the strong policy advantages and key advances, cross-border RMB settlement promotion effect is still not very ideal. Therefore, this paper mainly analyzes the problems existing in the development of cross-border RMB settlement in Yunnan Province, and puts forward the corresponding countermeasures and suggestions for the development of cross-border RMB settlement in view of the present development situation and problems in Yunnan Province.
