【摘要】：吸收能力是一個(gè)地區(qū)能否吸引外資,能否消化、利用外資技術(shù)的先決條件。近年來(lái),中部地區(qū)外商直接投資流入加快,但存量依然很低。中國(guó)各地區(qū)吸收能力的因素分析表明,中部地區(qū)FDI吸收能力與東部地區(qū)差距還很大,特別是技術(shù)和制度吸收能力相對(duì)很弱。因此,國(guó)家應(yīng)加大對(duì)中部地區(qū)的財(cái)政偏斜。中部各省應(yīng)加大對(duì)教育和科研的財(cái)政支持力度,提高科研工作者的福利,留住并引進(jìn)高素質(zhì)人才。同時(shí),在不危及經(jīng)濟(jì)安全的前提下,國(guó)家應(yīng)進(jìn)一步加大中部地區(qū)的開放程度,完善金融體系,提高政府服務(wù)水平,加強(qiáng)省際之間的合作。
[Abstract]:Absorption capacity is a prerequisite for a region to attract, digest and utilize foreign capital technology. In recent years, the inflow of foreign direct investment in the central region accelerated, but the stock is still very low. The factor analysis of the absorption capacity of different regions in China shows that the absorption capacity of FDI in the central region is still far from that in the eastern region, especially in the technical and institutional areas. Therefore, the state should increase the central region of the fiscal bias. The central provinces should increase the financial support for education and scientific research, improve the welfare of scientific research workers, retain and introduce high-quality talents. At the same time, on the premise of not endangering economic security, the state should further increase the opening degree of the central region, improve the financial system, improve the level of government services, and strengthen inter-provincial cooperation.
