【摘要】：國(guó)際金融危機(jī)促使國(guó)際金融組織和各國(guó)重新審視金融監(jiān)管的諸多重大問(wèn)題,建立防范系統(tǒng)性風(fēng)險(xiǎn)的金融宏觀審慎監(jiān)管制度已經(jīng)成為普遍共識(shí)和各國(guó)適用方案的重中之重。吸取全球金融危機(jī)的教訓(xùn)和經(jīng)驗(yàn),中國(guó)已正式將構(gòu)建逆周期的金融宏觀審慎管理制度框架寫入"十二五"規(guī)劃。本文對(duì)后危機(jī)時(shí)期國(guó)際金融宏觀審慎監(jiān)管的發(fā)展趨勢(shì)作了分析,結(jié)合我國(guó)防范系統(tǒng)性風(fēng)險(xiǎn)的金融監(jiān)管現(xiàn)狀和特點(diǎn),剖析了我國(guó)建立以逆周期管理為重要內(nèi)容的宏觀審慎監(jiān)管制度框架所面臨的挑戰(zhàn),并提出了我國(guó)構(gòu)建宏觀審慎監(jiān)管體系的對(duì)策和建議。
[Abstract]:The international financial crisis has prompted international financial organizations and countries to re-examine many important issues of financial supervision and to establish a financial macro-prudential supervision system to prevent systemic risks has become a common consensus and the most important of the applicable programs of various countries. Drawing lessons from the global financial crisis, China has formally incorporated the framework of the counter-cyclical macro-prudential management system into the 12th Five-Year Plan. This paper analyzes the development trend of international financial macro-prudential supervision in the post-crisis period, and combines the present situation and characteristics of financial supervision to guard against systemic risk in China. This paper analyzes the challenges faced by the establishment of a macro-prudential supervision system with countercyclical management as an important content in China, and puts forward some countermeasures and suggestions for the establishment of a macro-prudential supervision system in China.
