【摘要】：隨著我國經(jīng)濟和政治快速且穩(wěn)定地發(fā)展,人民幣國際化具備了一定的現(xiàn)實基礎(chǔ)；同時,美國、歐盟和日本等世界主要經(jīng)濟體在全球經(jīng)濟危機的影響下,都出現(xiàn)了不同程度的經(jīng)濟衰退,而中國卻依然能夠保持較為穩(wěn)定的發(fā)展態(tài)勢。在內(nèi)部和外部雙重因素的相互作用下,將人民幣納入到國際貨幣體系當中來的呼聲越來越高。2009年7月啟動的跨境貿(mào)易人民幣結(jié)算,標志著人民幣國際化正式地被提上日程。至今,人民幣跨境流通在規(guī)模和范圍兩個方面都呈現(xiàn)出不斷擴大的趨勢,人民幣國際化正在按部就班地進行著。 從流通方向來看,人民幣跨境流通可以分為流出渠道和回流渠道。由于人民幣國際化進程剛剛起步,目前人民幣跨境流通主要是經(jīng)常賬戶下的流出,境外流通區(qū)域較為局限；另一方面,人民幣的回流渠道無論是通過經(jīng)常賬戶還是資本賬戶,都存在不暢的問題。要想順利地實現(xiàn)人民幣國際化從第一階段向第二階段的轉(zhuǎn)變,完善人民幣回流渠道應(yīng)該成為今后的建設(shè)重點,當然同時也要鞏固和擴大人民幣流出的規(guī)模和范圍。 人民幣國際化是一個動態(tài)且漸進的過程,雖然在推進過程中會碰到各種問題,但是這些都不能成為阻礙人民幣國際化的因素。人民幣國際化既符合中國自身的經(jīng)濟和政治的發(fā)展要求,同時也順應(yīng)了國際市場和世界格局的變化趨勢,是勢在必行的。
[Abstract]:With the rapid and stable development of Chinese economy and politics, RMB internationalization has a certain realistic foundation. At the same time, major economies such as the United States, the European Union and Japan have all experienced varying degrees of recession due to the global economic crisis, while China is still able to maintain a more stable trend. Under the interaction of internal and external factors, there is a growing demand to bring RMB into the international monetary system. The RMB settlement of cross-border trade started in July 2009, marking the internationalization of RMB was formally put on the agenda. So far, RMB cross-border circulation has shown a trend of expanding in both scale and scope, and RMB internationalization is proceeding step by step. From the perspective of circulation direction, RMB cross-border circulation can be divided into outflow channel and return channel. As the process of RMB internationalization has just started, the current cross-border circulation of RMB is mainly outflow under the current account, and the area of circulation abroad is relatively limited. On the other hand, the RMB reflux channel, whether through the current account or the capital account, there are problems. In order to smoothly realize the transformation of RMB internationalization from the first stage to the second stage, the improvement of RMB reflux channel should become the focus of construction in the future, and at the same time, the scale and scope of RMB outflow should be consolidated and expanded. RMB internationalization is a dynamic and gradual process, although it will encounter all kinds of problems in the process of promotion, none of these factors can become a factor that hinders the internationalization of RMB. It is imperative that RMB internationalization not only meets the requirements of China's own economic and political development, but also conforms to the changing trend of the international market and the world pattern.
