中國國有商業(yè)銀行效率問題研究

【摘要】:改革開放30余年,中國銀行業(yè)經(jīng)歷了翻天覆地的變化。在改革的進(jìn)程中,中國國有商業(yè)銀行起到了中流砥柱的作用。中國國有商業(yè)銀行經(jīng)歷了專業(yè)銀行的恢復(fù)與組建,結(jié)束了中國銀行業(yè)“大一統(tǒng)”的時(shí)代。通過國有注資、財(cái)務(wù)重組和股份制改造,于2011年底,中國國有商業(yè)銀行都已成功上市。但是,我國國有商業(yè)銀行長期壟斷全國銀行業(yè),缺乏必要的市場競爭,機(jī)構(gòu)網(wǎng)點(diǎn)過多,,人員冗余,營業(yè)費(fèi)用居高不下,加之各種歷史遺留問題使我國國有商業(yè)銀行普遍效率水平低下。 從理論上,本文系統(tǒng)梳理了國有商業(yè)銀行效率研究理論和方法,回顧了國有商業(yè)銀行發(fā)展歷程,分析了國有商業(yè)銀行效率現(xiàn)狀。從實(shí)證上,本文根據(jù)2002~2011年10年間中國14家上市商業(yè)銀行數(shù)據(jù),運(yùn)用DEA分析方法對我國國有商業(yè)銀行的綜合效率、規(guī)模效率和純技術(shù)效率進(jìn)行分析。通過對比中國國有商業(yè)銀行和股份制商業(yè)銀行的效率分析發(fā)現(xiàn),中國國有商業(yè)銀行的綜合效率、規(guī)模效率和純技術(shù)效率均低于股份制商業(yè)銀行;中國國有商業(yè)銀行通過財(cái)務(wù)重組,組建股份制公司上市后,其綜合效率和規(guī)模效率有了一定程度的提高;國有注資方式只能在短時(shí)間內(nèi)對中國國有商業(yè)銀行的效率產(chǎn)生積極影響,經(jīng)過一段時(shí)間的發(fā)展,中國國有商業(yè)銀行自身機(jī)制體制的問題又將暴露出來,影響其效率水平。 為從根本上提高中國國有商業(yè)銀行的效率,應(yīng)加強(qiáng)中國國有商業(yè)銀行的風(fēng)險(xiǎn)管理能力,優(yōu)化中國國有商業(yè)銀行的經(jīng)營管理模式,建立中國國有商業(yè)銀行的科學(xué)績效激勵(lì)制度、提高中國國有商業(yè)銀行的金融服務(wù)創(chuàng)新能力、提升中國國有商業(yè)銀行的品牌文化、拓展中國國有商業(yè)銀行的海外市場業(yè)務(wù)。
[Abstract]:Reform and opening up for more than 30 years, China's banking industry has undergone earth-shaking changes. In the process of reform, China's state-owned commercial banks have played a mainstay role. China's state-owned commercial banks have experienced the restoration and establishment of professional banks, ending the era of "unification" of China's banking industry. By the end of 2011, state-owned commercial banks had been listed successfully through state-owned capital injection, financial restructuring and joint-stock reform. However, China's state-owned commercial banks have long monopolized the national banking industry, lacking the necessary market competition, excessive institutional network, redundant personnel, and high operating expenses. In addition, various problems left over from history make the general efficiency level of state-owned commercial banks low. Theoretically, this paper systematically combs the theory and method of the efficiency research of state-owned commercial banks, reviews the development course of state-owned commercial banks, and analyzes the present situation of the efficiency of state-owned commercial banks. Based on the data of 14 listed commercial banks from 2002 to 2011, this paper analyzes the comprehensive efficiency, scale efficiency and pure technical efficiency of state-owned commercial banks by using DEA analysis method. By comparing the efficiency of state-owned commercial banks and joint-stock commercial banks, it is found that the comprehensive efficiency, scale efficiency and pure technical efficiency of Chinese state-owned commercial banks are lower than those of joint-stock commercial banks. The comprehensive efficiency and scale efficiency of state-owned commercial banks have been improved to a certain extent after the establishment of joint-stock companies through financial restructuring. The mode of state-owned capital injection can only have a positive impact on the efficiency of Chinese state-owned commercial banks in a short period of time. After a period of development, the problems of the mechanism system of state-owned commercial banks in China will be exposed again, which will affect the efficiency level of the state-owned commercial banks. In order to improve the efficiency of Chinese state-owned commercial banks fundamentally, we should strengthen the risk management ability of China's state-owned commercial banks, optimize the management mode of China's state-owned commercial banks, and establish the scientific performance incentive system of China's state-owned commercial banks. To improve the ability of financial service innovation of Chinese state-owned commercial banks, to enhance the brand culture of Chinese state-owned commercial banks, and to expand the overseas market business of Chinese state-owned commercial banks.
