【摘要】：2004年至2011年，中共中央連續(xù)發(fā)布指導(dǎo)“三農(nóng)”工作的一號(hào)文件。胡錦濤在2010年新疆工作會(huì)議中強(qiáng)調(diào)，始終把保障和改善民生作為全部工作的出發(fā)點(diǎn)和落腳點(diǎn)，提出加快改善各組群眾特別是廣大農(nóng)牧民生產(chǎn)生活條件，縮小同東部地區(qū)的發(fā)展差距，加快促進(jìn)新疆全區(qū)協(xié)調(diào)發(fā)展。當(dāng)中農(nóng)業(yè)的發(fā)展是重中之重，為了不斷提高新疆各族人民的生活水平，有必要盡快完善新疆的農(nóng)村金融服務(wù)體系，尤其要加強(qiáng)我區(qū)農(nóng)村金融對(duì)農(nóng)業(yè)發(fā)展的貢獻(xiàn)力度。 “十二五”時(shí)期，尤其是2010年新疆工作座談會(huì)后，我區(qū)政府又發(fā)布《自治區(qū)農(nóng)業(yè)（種植業(yè)）發(fā)展“十二五”規(guī)劃》。無(wú)論從全國(guó)還是全區(qū)看，，新疆農(nóng)業(yè)發(fā)展對(duì)提高新疆經(jīng)濟(jì)水平和人民生活水平都是至關(guān)重要的。然而，由于制度原因以及自身經(jīng)營(yíng)管理上的不足，我區(qū)農(nóng)村金融存在一些問(wèn)題，在一定程度上制約了其對(duì)新疆農(nóng)業(yè)發(fā)展的支持力度。本論文試圖在分析我區(qū)農(nóng)業(yè)及新疆農(nóng)村金融體系支持農(nóng)業(yè)發(fā)展現(xiàn)狀的基礎(chǔ)上，通過(guò)多元回歸、協(xié)整檢驗(yàn)、格蘭杰因果檢驗(yàn)等實(shí)證方法對(duì)我區(qū)農(nóng)村金融支持農(nóng)業(yè)發(fā)展情況進(jìn)行分析探討，結(jié)果表明新疆農(nóng)村金融總體上支持農(nóng)業(yè)發(fā)展成效顯著，接著總結(jié)主體金融機(jī)構(gòu)和其他金融機(jī)構(gòu)的優(yōu)缺點(diǎn)，提出完善新疆農(nóng)村金融支持農(nóng)業(yè)發(fā)展的對(duì)策建議。
[Abstract]:From 2004 to 2011, the CPC Central Committee continuously issued the first document guiding the work of agriculture, rural areas and farmers. At the 2010 Xinjiang work conference, Hu Jintao stressed that the starting point and foothold of all work should always be the protection and improvement of the people's livelihood, and proposed speeding up the improvement of the production and living conditions of the masses, especially the vast numbers of peasants and herdsmen. We will narrow the development gap with the eastern region and speed up the coordinated development of the entire Xinjiang region. In order to continuously improve the living standards of the people of all nationalities in Xinjiang, it is necessary to improve the rural financial service system of Xinjiang as soon as possible, especially to strengthen the contribution of rural finance in our region to the development of agriculture. During the "12th Five-Year Plan" period, especially after the Xinjiang work Symposium in 2010, our regional government issued the 12th Five-Year Plan for the Development of Agriculture (planting Industry) in the Autonomous region. From the whole country and the whole region, the development of Xinjiang's agriculture is very important to improve Xinjiang's economic level and people's living standard. However, due to the institutional reasons and the deficiencies of its own management, there are some problems in the rural finance of our region, which to a certain extent restrict its support for the development of agriculture in Xinjiang. Based on the analysis of the current situation of agricultural development in our region and the rural financial system in Xinjiang, this paper attempts to test by multiple regression and cointegration. Granger causality test and other empirical methods are used to analyze and discuss the situation of rural finance supporting agricultural development in our region. The results show that Xinjiang rural finance generally supports agricultural development with remarkable results. Then it summarizes the advantages and disadvantages of the main financial institutions and other financial institutions, and puts forward the countermeasures and suggestions to improve the rural finance in Xinjiang to support the agricultural development.
