【摘要】：俄羅斯國土面積1700多萬平方公里，可耕地占全球的10%，其中優(yōu)良肥沃的黑土占世界黑土的55%，是發(fā)展農(nóng)業(yè)得天獨(dú)厚的有利條件。2008年國際金融危機(jī)爆發(fā)以來，俄羅斯農(nóng)業(yè)生產(chǎn)穩(wěn)步推進(jìn)。加快實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化，確保國家糧食安全，俄羅斯2007年開始實(shí)施《2008-2012年俄羅斯農(nóng)業(yè)發(fā)展戰(zhàn)略》。2012年正式加入世界貿(mào)易組織后，俄羅斯開始實(shí)施《2013-2020農(nóng)業(yè)發(fā)展和農(nóng)產(chǎn)品商品市場發(fā)展規(guī)劃》。 當(dāng)前，中俄關(guān)系進(jìn)入歷史最好時期，兩國高水平的政治互信正在轉(zhuǎn)化為經(jīng)濟(jì)領(lǐng)域的務(wù)實(shí)合作。普京再次當(dāng)選俄羅斯總統(tǒng)后，把農(nóng)業(yè)列為優(yōu)先發(fā)展方向，提出俄羅斯要成為世界糧食市場的主要供應(yīng)國，今后一個時期中俄農(nóng)業(yè)合作前景廣闊。本課題研究金融危機(jī)以來俄羅斯農(nóng)業(yè)發(fā)展，針對俄羅斯農(nóng)業(yè)發(fā)展中存在的問題，深入分析俄羅斯加入世界貿(mào)易組織帶來的新形勢，，展望俄羅斯農(nóng)業(yè)發(fā)展前景，將為深化中俄農(nóng)業(yè)領(lǐng)域合作提供有益借鑒。
[Abstract]:Russia has an area of more than 17 million square kilometers, and arable land accounts for 10 percent of the world's total, of which fine and fertile black soil accounts for 55 percent of the world's black soil, which is an advantageous condition for the development of agriculture. Since the outbreak of the international financial crisis in 2008, Russian agricultural production steadily advanced. Speed up the modernization of agriculture and ensure national food security. Russia began to implement the Russian Agricultural Development Strategy 2008-2012 in 2007. After its formal accession to the World Trade Organization in 2012, Russia began to implement the 2013-2020 Agricultural Development and Agricultural Commodity Market Development Plan. At present, Sino-Russian relations are entering the best period in history, and the high level of political mutual trust between the two countries is being translated into pragmatic cooperation in the economic field. After Putin was re-elected as Russian president, he put agriculture as the priority development direction, and pointed out that Russia should become the main supplier of the world grain market, and the prospect of Sino-Russian agricultural cooperation will be broad in the future. This paper studies the development of Russian agriculture since the financial crisis. Aiming at the problems existing in the development of Russian agriculture, the paper analyzes the new situation brought about by Russia's entry into the World Trade Organization, and looks forward to the prospect of Russian agricultural development. It will provide useful reference for deepening Sino-Russian agricultural cooperation.
