【摘要】：國(guó)際金融危機(jī)之后,由危機(jī)本身或其應(yīng)對(duì)政策所引起的一系列"后遺癥",對(duì)全球經(jīng)濟(jì)和中國(guó)經(jīng)濟(jì)的發(fā)展形成了阻礙。中國(guó)面臨的主要問(wèn)題有三個(gè)方面:一是中國(guó)出口增長(zhǎng)受到外需增長(zhǎng)慢的抑制;二是國(guó)際主權(quán)債務(wù)危機(jī)加劇了中國(guó)外匯儲(chǔ)備風(fēng)險(xiǎn);三是全球流動(dòng)性過(guò)剩增大了中國(guó)通脹壓力。中國(guó)解決這些問(wèn)題的關(guān)鍵是促進(jìn)產(chǎn)能和資金向國(guó)外轉(zhuǎn)移,而加快對(duì)外投資是實(shí)現(xiàn)這一目標(biāo)的必然選擇。因此,中國(guó)應(yīng)該進(jìn)一步放松對(duì)對(duì)外投資的審批和監(jiān)管;擴(kuò)大主權(quán)財(cái)富基金對(duì)外投資規(guī)模;加快實(shí)施技術(shù)追趕型對(duì)外投資;繼續(xù)鼓勵(lì)資源獲取型對(duì)外投資;在對(duì)外投資過(guò)程中注意抓住低碳經(jīng)濟(jì)的發(fā)展機(jī)遇。
[Abstract]:After the international financial crisis, a series of "sequelae" caused by the crisis itself or its coping policies have hindered the development of the global economy and China's economy. There are three main problems facing China: one is that the growth of China's exports is restrained by the slow growth of external demand; the other is that the international sovereign debt crisis has aggravated the risk of China's foreign exchange reserves; and the third is that the excess global liquidity has increased the pressure of China's inflation. China's key to solving these problems is to promote the transfer of production capacity and capital abroad, and speeding up foreign investment is the inevitable choice to achieve this goal. Therefore, China should further relax the examination, approval and supervision of overseas investment; expand the scale of overseas investment of sovereign wealth funds; speed up the implementation of technology catch-up foreign investment; continue to encourage resource-acquiring foreign investment; In the process of overseas investment, attention should be paid to the development opportunities of low carbon economy.
