【摘要】：在經(jīng)濟(jì)全球化浪潮中，跨國(guó)公司和外商直接投資FDI起到了主要作用。自改革開放以來(lái)，我國(guó)一直把吸引FDI流入作為發(fā)展戰(zhàn)略的重點(diǎn)內(nèi)容。至今為止，我國(guó)已成為世界上吸引FDI最多的國(guó)家之一，，成為最重要的FDI接受國(guó)之一。然而，由于經(jīng)濟(jì)的迫切發(fā)展導(dǎo)致了全球生態(tài)環(huán)境的惡化，因此很多國(guó)家都加大了對(duì)環(huán)境的保護(hù)和治理，這使得FDI流入量日趨減少。我國(guó)的環(huán)境規(guī)制一直沒(méi)有統(tǒng)一的標(biāo)準(zhǔn)，各地區(qū)的環(huán)境規(guī)制政策存在很大差異，使得FDI流入量存在嚴(yán)重的不平衡。為了快速發(fā)展經(jīng)濟(jì)，部分地方政府制定了較低的環(huán)境規(guī)制標(biāo)準(zhǔn)，甚至是“零環(huán)境規(guī)制”。因此，深入探討環(huán)境規(guī)制與FDI區(qū)位選擇兩者之間的關(guān)系，是很有必要且也是當(dāng)前亟需解決的問(wèn)題。 本文在研究環(huán)境規(guī)制與FDI區(qū)位選擇理論的基礎(chǔ)上，從環(huán)境規(guī)制與FDI區(qū)位選擇的現(xiàn)狀分析入手，利用全國(guó)各省份的面板數(shù)據(jù)對(duì)兩者的相關(guān)性進(jìn)行了實(shí)證分析。本文主要內(nèi)容如下： 全文共分為5章。第1章簡(jiǎn)要回顧了環(huán)境規(guī)制和FDI相關(guān)的文獻(xiàn)，闡述了研究背景、目的和意義，并指出了研究思路和方法。第2章是理論分析，包括兩個(gè)部分。先闡述了環(huán)境規(guī)制的含義和類型，并在此基礎(chǔ)上提出了一些手段和相關(guān)措施；然后解釋了環(huán)境規(guī)制對(duì)FDI區(qū)位選擇的作用機(jī)制。第3章是現(xiàn)狀分析，首先通過(guò)闡述美國(guó)和我國(guó)的環(huán)境規(guī)制現(xiàn)狀，進(jìn)而對(duì)我國(guó)的環(huán)境規(guī)制有一定的啟示；其次分析了我國(guó)利用外商直接投資的發(fā)展歷程和區(qū)域分布特征，為后文的實(shí)證分析奠定了基礎(chǔ)。第4章是實(shí)證分析，主要是利用2002—2010年全國(guó)各省及直轄市的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行面板數(shù)據(jù)回歸分析，以我國(guó)東、中和西部三大區(qū)域?yàn)檠芯繉?duì)象，從動(dòng)態(tài)的角度對(duì)FDI在我國(guó)的區(qū)位選擇進(jìn)行實(shí)證分析。第5章主要是對(duì)本文進(jìn)行總結(jié)，并給出相應(yīng)的對(duì)策建議。
[Abstract]:In the tide of economic globalization, multinational corporations and foreign direct investment (FDI) play a major role. Since the reform and opening up, China has been attracting the inflow of FDI as the key content of the development strategy. Up to now, China has become one of the most attractive FDI countries and one of the most important FDI recipients in the world. However, because the urgent development of economy has led to the deterioration of the global ecological environment, many countries have increased the protection and governance of the environment, which makes the inflow of FDI reduced day by day. There has been no uniform standard of environmental regulation in China, and there are great differences in environmental regulation policies in different regions, which make the inflow of FDI exist serious imbalance. In order to develop economy rapidly, some local governments have formulated low environmental regulation standards, even zero environmental regulation. Therefore, it is necessary and urgent to explore the relationship between environmental regulation and FDI location selection. On the basis of studying the theory of environmental regulation and FDI location choice, this paper analyzes the current situation of environmental regulation and FDI location choice, and makes an empirical analysis on the correlation between them by using the panel data of all provinces in China. The main contents of this paper are as follows: the full text is divided into five chapters. Chapter 1 briefly reviews the literature on environmental regulation and FDI, expounds the research background, purpose and significance, and points out the research ideas and methods. Chapter 2 is the theoretical analysis, including two parts. This paper first expounds the meaning and types of environmental regulation, and then puts forward some measures and relevant measures on the basis of which, then explains the mechanism of environmental regulation on the location choice of FDI. The third chapter is the analysis of the current situation, first of all, by elaborating the current situation of environmental regulation in the United States and China, then it has some enlightenment to the environmental regulation of our country; secondly, it analyzes the development process and regional distribution characteristics of foreign direct investment in China. It lays a foundation for the empirical analysis. The fourth chapter is the empirical analysis, mainly using the statistical data of all provinces and municipalities from 2002 to 2010 to carry out panel data regression analysis, taking the three regions of east, middle and west of China as the research object. This paper empirically analyzes the location choice of FDI in China from the dynamic point of view. The fifth chapter is the summary of this paper, and gives the corresponding countermeasures.
