【摘要】："讓貨幣流通量回歸到正常水平"的提法是對的。因為從理論上講,不管哪一個因素導(dǎo)致的通貨膨脹都是一種貨幣現(xiàn)象,通貨膨脹總是同貨幣流通量偏多有關(guān)。但問題并沒有那么簡單,有若干問題還需要進一步探討,如什么是貨幣流通量的"正常水平",如何計算外匯儲備增長和結(jié)構(gòu)對貨幣流通量"正常水平"的影響等等。在當(dāng)前形勢下,實行貨幣流通量向"正常水平"回歸,很可能引起產(chǎn)品供應(yīng)鏈的斷裂和企業(yè)資金鏈的斷裂,從而出現(xiàn)企業(yè)停產(chǎn)、倒閉和員工下崗、失業(yè)的情況,也可能出現(xiàn)使個體工商戶收縮、使承包土地的農(nóng)民收入下降的情況。因此,在采取措施實行"貨幣流通量回歸正常水平"時,不能忽略通貨膨脹預(yù)期和企業(yè)盈利前景預(yù)期,這兩種預(yù)期同樣重要。
[Abstract]:The phrase "return money to normal levels" is right. Because in theory, whatever the cause of inflation is a monetary phenomenon, inflation is always associated with excessive currency circulation. But the problem is not so simple, there are some problems need to be further explored, such as what is the "normal level" of currency circulation, how to calculate the influence of foreign exchange reserve growth and structure on the "normal level" of currency circulation, and so on. Under the current situation, the return of currency circulation to the "normal level" is likely to lead to the breakage of the product supply chain and the breakage of the enterprise's capital chain, thus leading to the situation of enterprises stopping production, closing down, laid-off employees, and losing their jobs. It is also possible to make individual industrial and commercial households shrink and farmers' income to contract land decline. Therefore, when we take measures to implement "money circulation return to normal level", we can not ignore inflation expectations and earnings outlook expectations, both of which are equally important.
