【摘要】：自2008年全球金融危機(jī)以來(lái),以歐美為首的發(fā)達(dá)國(guó)家實(shí)體經(jīng)濟(jì)元?dú)獯髠?需要長(zhǎng)時(shí)間來(lái)進(jìn)行恢復(fù)。中國(guó)一躍成為全球第二大經(jīng)濟(jì)體,實(shí)力大增,并實(shí)現(xiàn)了從一個(gè)資本吸收大國(guó)到資本輸出大國(guó)的巨大轉(zhuǎn)變。中國(guó)政府高度重視“走出去”戰(zhàn)略,相繼出臺(tái)諸多政策法規(guī)促進(jìn)企業(yè)融入全球市場(chǎng)。國(guó)際國(guó)內(nèi)形勢(shì)的新變化為重慶企業(yè)“走出去”帶來(lái)了千載難逢的好機(jī)遇。重慶政府積極響應(yīng)國(guó)家“走出去”戰(zhàn)略,鼓勵(lì)加快重慶企業(yè)“走出去”步伐。在2011年重慶的政府工作報(bào)告中明確提出,“十二五”期間的海外投資計(jì)劃,力爭(zhēng)要實(shí)現(xiàn)300億美元的投資額。面對(duì)如此龐大的市場(chǎng)需求,重慶企業(yè)迫切要求有正確的理論引導(dǎo)他們開(kāi)展境外投資。因此,本文研究基于FDI的重慶企業(yè)“走出去”對(duì)策具有重要的戰(zhàn)略意義。 本文以對(duì)外直接投資的理論與實(shí)踐為基礎(chǔ),以重慶企業(yè)對(duì)外直接投資為研究對(duì)象,主要采用了規(guī)范分析、實(shí)證分析和案例分析相結(jié)合的研究方法,從對(duì)外直接投資績(jī)效角度,對(duì)重慶企業(yè)對(duì)外直接投資現(xiàn)狀進(jìn)行了較深入的實(shí)證分析。從而找出重慶企業(yè)對(duì)外直接投資績(jī)效不佳這個(gè)關(guān)鍵問(wèn)題并分析其原因,最后提出對(duì)策建議。本文的結(jié)構(gòu)安排如下： 第一部分是導(dǎo)論。首先闡述重慶企業(yè)加快“走出去”步伐的國(guó)際國(guó)內(nèi)背景,然后說(shuō)明本文的研究?jī)?nèi)容、研究目的和意義、研究思路和方法。其次界定了“走出去”的內(nèi)涵和對(duì)外直接投資等概念,最后確定了本文的研究范圍。第二部分是理論借鑒及文獻(xiàn)回顧。一是分析與本文相關(guān)的國(guó)內(nèi)外對(duì)外直接投資理論；二是對(duì)國(guó)內(nèi)外學(xué)者關(guān)于對(duì)外直接投資理論的相關(guān)文獻(xiàn)進(jìn)行了回顧與總結(jié)。第三部分是對(duì)重慶企業(yè)對(duì)外直接投資的現(xiàn)狀分析。主要分析了近年來(lái)重慶企業(yè)對(duì)外投資的整體情況,從對(duì)外直接投資發(fā)展所處階段、投資主體、投資規(guī)模、投資行業(yè)、投資區(qū)域的角度較完整地概況了重慶企業(yè)對(duì)外直接投資的特征。同時(shí),與國(guó)內(nèi)對(duì)外投資發(fā)達(dá)的省市相比后,總結(jié)出重慶企業(yè)對(duì)外直接投資存在的問(wèn)題。第四部分是重慶企業(yè)對(duì)外直接投資的績(jī)效評(píng)價(jià)體系。主要包括對(duì)外直接投資績(jī)效評(píng)價(jià)內(nèi)涵,重慶企業(yè)對(duì)外直接投資績(jī)效評(píng)價(jià)的準(zhǔn)則,重慶企業(yè)對(duì)外直接投資績(jī)效評(píng)價(jià)的內(nèi)容和評(píng)價(jià)指標(biāo)的選取。第五部分是綜合分析。通過(guò)數(shù)據(jù)收集處理,對(duì)重慶企業(yè)對(duì)外直接投資的宏觀和微觀績(jī)效進(jìn)行了實(shí)證和案例分析。從實(shí)證結(jié)果來(lái)看,我們從宏觀層面講重慶企業(yè)對(duì)外直接投資對(duì)宏觀經(jīng)濟(jì)增長(zhǎng)、出口增長(zhǎng)有顯著的影響,存在正相關(guān)關(guān)系；而對(duì)國(guó)內(nèi)投資不具有顯著的長(zhǎng)期影響；對(duì)外商直接投資流入不具有顯著的長(zhǎng)期與短期影響。再?gòu)谋疚牡谌轮兄貞c地區(qū)與其他對(duì)外投資發(fā)達(dá)的省份對(duì)比發(fā)現(xiàn),重慶企業(yè)對(duì)外直接投資規(guī)模滯后于經(jīng)濟(jì)發(fā)展,整體績(jī)效呈現(xiàn)不佳狀態(tài)。從微觀層面案例分析中我們發(fā)現(xiàn)重慶制造業(yè)代表企業(yè)宗申動(dòng)力的對(duì)外投資績(jī)效也處在不佳狀態(tài),因此存在很多需要改進(jìn)的地方。第六部分是重慶企業(yè)對(duì)外直接投資績(jī)效不佳的成因。第七部分是重慶企業(yè)“走出去”的對(duì)策構(gòu)建。本文從政府和企業(yè)的角度為重慶企業(yè)“走出去”提出了對(duì)策建議。具體內(nèi)容如下：明確對(duì)外直接投資動(dòng)機(jī)；合理選擇對(duì)外直接投資區(qū)位；合理選擇對(duì)外直接投資進(jìn)入模式；切實(shí)提升企業(yè)核心競(jìng)爭(zhēng)力；加強(qiáng)企業(yè)文化和網(wǎng)絡(luò)平臺(tái)建設(shè)、提升品牌形象；搭建企業(yè)融資平臺(tái)；確保企業(yè)對(duì)外投資資金安全；加強(qiáng)對(duì)外投資領(lǐng)導(dǎo)。第八部分是結(jié)論與展望。對(duì)本研究進(jìn)行簡(jiǎn)要的總結(jié),并給出了論文的主要結(jié)論,以及研究展望。
[Abstract]:Since the global financial crisis in 2008, the substantial economic growth of the developed countries, led by Europe and the United States, needs a long time to recover. China has become the second largest economy in the world and has greatly increased its strength from a large capital to a large capital exporting country. The Chinese government attaches great importance to the "go out" strategy, A number of policies and regulations have been introduced to promote the integration of enterprises into the global market. The new changes in the international and domestic situation have brought a golden opportunity for the "going out" of the Chongqing enterprises. The government of Chongqing actively responds to the national "going out" strategy and encourages the quickening step of "going out" in Chongqing enterprises. In 2011, the government work report of Chongqing is clear. It is proposed that the overseas investment plan during the "12th Five-Year" period will strive to realize the investment of 30 billion US dollars. In the face of such huge market demand, Chongqing enterprises urgently require correct theories to guide them to carry out foreign investment. Therefore, the study of "going out" based on the FDI based Chongqing enterprises is of great strategic significance.
This paper, based on the theory and practice of foreign direct investment, takes the foreign direct investment of Chongqing enterprises as the research object, mainly adopts the research methods of normative analysis, empirical analysis and case analysis. From the perspective of the performance of foreign direct investment, the present situation of foreign direct investment in Chongqing enterprises is analyzed in depth. Find out the key problem of poor performance of foreign direct investment of Chongqing enterprises, and analyze the reasons. Finally, put forward countermeasures and suggestions.
The first part is the introduction. First, it expounds the international and domestic background of speeding up the step of "going out" by Chongqing enterprises, and then explains the content of the study, the purpose and significance of the study, the research ideas and methods. Secondly, it defines the concept of "going out" and the concept of foreign direct investment, and then defines the scope of the study. The second part is the theory of the study. The first is to analyze the domestic and foreign direct investment theory related to this article, and the two is to review and summarize the relevant literature about foreign direct investment theory between domestic and foreign scholars. The third part is the analysis of the present situation of foreign direct investment in Chongqing enterprises. It mainly analyzes the foreign investment of enterprises in Chongqing in recent years. The overall situation, from the stage of the development of foreign direct investment, investment subject, investment scale, investment industry, investment region, a more complete overview of the characteristics of Chongqing enterprise foreign direct investment. At the same time, compared with the developed provinces and cities in China and foreign investment, the fourth parts of Chongqing enterprises' foreign direct investment are summarized. It is the performance evaluation system of the foreign direct investment of Chongqing enterprises. It mainly includes the connotation of performance evaluation of foreign direct investment, the standards of performance evaluation of Chongqing enterprises' foreign direct investment, the content and the selection of evaluation indexes of the performance evaluation of Chongqing enterprises' foreign direct investment. The fifth part is comprehensive analysis. Through data collection and processing, Chongqing enterprises are collected and processed. The empirical and case analysis of the macro and micro performance of FDI is carried out. From the empirical results, we speak from the macro level that the FDI of Chongqing enterprises has a significant impact on macroeconomic growth and export growth, and there is a positive correlation; however, we do not have a significant long-term impact on domestic investment; direct investment to foreign investors. The inflow of capital inflows has no significant long-term and short-term effects. From the comparison of the third chapters of this article in Chongqing and other provinces with developed foreign investment, it is found that the scale of Chongqing enterprises' FDI is lagging behind the economic development and the overall performance is poor. From the micro level case analysis, we found the representative enterprise of the Chongqing manufacturing industry. The performance of the external investment in power is also in a poor state, so there are many areas to be improved. The sixth part is the cause of the poor performance of Chongqing enterprises' foreign direct investment. The seventh part is the construction of the Countermeasures of "going out" of the enterprises of Chongqing. This paper puts forward the countermeasures and suggestions for the "going out" of the enterprises of Chongqing from the perspective of the government and the enterprises. Specific contents are as follows: make clear the motivation of foreign direct investment; select the location of foreign direct investment; choose the entry mode of foreign direct investment; improve the core competitiveness of the enterprise; strengthen the construction of the enterprise culture and network platform, enhance the brand image; build the enterprise financing platform; ensure the security of the investment funds of the enterprises. Strengthen the leadership of foreign investment. The eighth part is the conclusion and outlook. This study briefly summarizes the main conclusions and prospects of the study.
