【摘要】：眾籌作為一種科技融資的新模式,近年來(lái)在全球范圍內(nèi)發(fā)展迅速。2013年10月,美國(guó)SEC正式發(fā)布了一項(xiàng)針對(duì)眾籌的監(jiān)管提案,以規(guī)范早期的眾籌市場(chǎng),促進(jìn)其良性發(fā)展。在此背景下,本文旨在對(duì)新規(guī)內(nèi)容進(jìn)行簡(jiǎn)介和評(píng)述,使我們了解國(guó)際上眾籌發(fā)展和監(jiān)管的最新進(jìn)展,并結(jié)合我國(guó)實(shí)際情況,為我國(guó)眾籌監(jiān)管提出建議�；诿绹�(guó)的經(jīng)驗(yàn)和眾籌新規(guī)的可能影響,本文建議從如下四個(gè)監(jiān)管方向進(jìn)行突破以促進(jìn)我國(guó)眾籌的發(fā)展:加快立法、探索股權(quán)眾籌方向及其可能路徑、加大投資者保護(hù)以及加快信用體系建設(shè)。
[Abstract]:Crowdfunding, as a new model of technology financing, has grown rapidly worldwide in recent years. In October 2013, the SEC formally released a regulatory proposal for crowdfunding to regulate the early crowdfunding market and promote its benign development. Under this background, this paper aims to brief and comment on the contents of the new regulations, so that we can understand the latest progress in the development and supervision of crowdfunding in the world, and put forward some suggestions for the regulation of crowdfunding in our country in the light of the actual situation in our country. Based on the experience of the United States and the possible impact of the new regulations on crowdfunding, this paper proposes to break through the following four regulatory directions in order to promote the development of crowdfunding in China: speeding up legislation, exploring the direction of crowdfunding and its possible path, Increase investor protection and accelerate the construction of credit system.
