【摘要】：隨著各國經(jīng)濟(jì)發(fā)展和全球資源與環(huán)境日趨惡化,可持續(xù)發(fā)展成為國際社會關(guān)注的焦點(diǎn)問題。同時,隨著經(jīng)濟(jì)全球化進(jìn)程加速,外商直接投資(FDI)迅猛發(fā)展,FDI與環(huán)境之間的關(guān)系問題也越來越受到世界關(guān)注。近年來外商直接投資對山東經(jīng)濟(jì)發(fā)展做出重要貢獻(xiàn)的同時,也帶來了環(huán)境污染等不容忽視的問題。本文在可持續(xù)發(fā)展視角下對山東省FDI對環(huán)境的影響做出客觀評估,以便為相關(guān)部門對FDI進(jìn)行政策調(diào)整、行業(yè)控制、生產(chǎn)經(jīng)營監(jiān)管等提供決策參考與信息支持。 本文以相關(guān)理論為指導(dǎo),分析了山東省FDI對環(huán)境的影響機(jī)理。首先分析山東省FDI的污染環(huán)境效應(yīng),包括FDI帶來污染密集型產(chǎn)業(yè)向山東轉(zhuǎn)移的現(xiàn)狀和原因。然后分析山東省FDI的改善環(huán)境效應(yīng),包括技術(shù)效應(yīng)、結(jié)構(gòu)效應(yīng)和收入效應(yīng)等。 之后進(jìn)行了山東省FDI對環(huán)境影響的實(shí)證分析。首先,通過協(xié)整分析和因果檢驗(yàn),研究山東省FDI與環(huán)境之間的相關(guān)關(guān)系與因果關(guān)系。然后,以1995-2010年相關(guān)數(shù)據(jù)作為樣本數(shù)據(jù),利用EVIEWS6.0軟件對山東省FDI與環(huán)境進(jìn)行兩階段最小二乘法回歸分析,分別從FDI的規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)和技術(shù)效應(yīng)等方面研究各效應(yīng)對山東省環(huán)境的不同影響和差異程度。 最后提出了促進(jìn)山東省FDI與環(huán)境協(xié)調(diào)發(fā)展的對策。政府方面：要落實(shí)科學(xué)發(fā)展觀,實(shí)現(xiàn)FDI與環(huán)境的協(xié)調(diào)發(fā)展；改善利用外資的產(chǎn)業(yè)結(jié)構(gòu),實(shí)現(xiàn)綠色FDI；提高環(huán)境外部成本內(nèi)部化程度,適時開征環(huán)境稅；進(jìn)一步改善魯西地區(qū)投資環(huán)境,制定科學(xué)的外資規(guī)劃；制定和完善地方環(huán)保立法,強(qiáng)化環(huán)保執(zhí)法；制定和完善環(huán)境標(biāo)準(zhǔn),加速環(huán)境監(jiān)管體系建設(shè)。企業(yè)方面：要提高環(huán)境管理水平；通過提高自主創(chuàng)新能力減少環(huán)境污染。社會方面：要加強(qiáng)可持續(xù)發(fā)展教育,提高公眾環(huán)保參與意識；充分利用民間資本,大力發(fā)展環(huán)保非政府組織。
[Abstract]:With the economic development of all countries and the worsening of global resources and environment, the sustainable development has become the focus of attention of the international community. At the same time, with the acceleration of the process of economic globalization, the rapid development of foreign direct investment (FDI), the relationship between FDI and the environment has become more and more concerned about the world. In recent years, foreign direct investment has been on the economy of Shandong In the view of sustainable development, this paper makes an objective assessment of the impact of FDI on the environment in Shandong province in the perspective of sustainable development so as to provide decision-making reference and information support for the relevant departments to make policy adjustment, industry control, production and management supervision and so on for the related departments to FDI.
With the guidance of relevant theories, this paper analyzes the influence mechanism of FDI on the environment in Shandong province. Firstly, it analyzes the environmental effects of the pollution of FDI in Shandong Province, including the status and causes of the transfer of pollution intensive industries to Shandong by FDI, and then analyzes the environmental effects of the improvement of the FDI in Shandong, including the technical effect, the structure effect and the income effect.
After that, the empirical analysis of the environmental impact of Shandong FDI is carried out. First, the correlation and causality between FDI and the environment are studied by cointegration analysis and causality test. Then, the 1995-2010 year related data is used as the sample data, and the two stages of the least square regression of the FDI and the environment in Shandong province are returned by the EVIEWS6.0 software. The effects of different effects on the environment of Shandong province are analyzed from the scale effect, structural effect and technical effect of FDI.
Finally, we put forward the countermeasures to promote the coordinated development of the FDI and the environment in Shandong province. In the government, we should implement Scientific Outlook on Development, realize the coordinated development of FDI and the environment, improve the industrial structure of the utilization of foreign capital, realize the green FDI, improve the internalization of the external environmental cost, and timely levy the environment tax, and further improve the investment environment in the western region of Shandong Province. Make and improve the local environmental protection legislation, strengthen environmental protection legislation, strengthen environmental protection law enforcement, formulate and improve environmental standards and accelerate the construction of environmental supervision system. Enterprises should improve the environmental management level and reduce environmental pollution by improving their independent innovation ability. Social aspects should strengthen the education of sustainable development and improve public environmental protection. We should make full use of private capital and vigorously develop environmental non-governmental organizations.
