我國保障性住房金融支持體系研究

【摘要】:住房問題是關(guān)乎民生的重要問題,因此得到了世界各國的廣泛重視。目前我國正處于城市化加速發(fā)展時期,勞動力快速流動跡象明顯,居民家庭住房的剛性需求與支付能力的不足共同孕育了現(xiàn)階段我國社會普遍關(guān)注的住房問題。為此,中央大力推進(jìn)保障性住房建設(shè),在“十二五”規(guī)劃中計(jì)劃新建保障性住房和棚戶區(qū)改造安置住房3600萬套。但與此宏偉目標(biāo)不相適應(yīng)的是保障性住房建設(shè)資金短缺以及中低收入居民的融資困境:一方面,保障性住房建設(shè)資金中大部分將通過社會渠道募集,依靠現(xiàn)有財政性資金撥付和金融機(jī)構(gòu)貸款等融資渠道將無法維系資金供應(yīng)。另一方面,可供我國中低收入居民購房融資的金融手段無法起到應(yīng)有的政策性作用。金融支持體系是以金融手段支持經(jīng)濟(jì)主體在特定市場中進(jìn)行投融資活動的一系列制度安排。通過發(fā)展和完善我國保障性住房金融支持體系是有效緩解我國住房保障問題,增加保障性住房供給和消費(fèi)的有效途徑。 本文在總結(jié)和梳理現(xiàn)有相關(guān)文獻(xiàn)基礎(chǔ)上,從保障性住房供給和需求兩個角度出發(fā),通過定性與定量分析、歸納和比較等方法分析論述我國現(xiàn)行保障性住房金融支持體系運(yùn)行中的不足,并借鑒國外先進(jìn)經(jīng)驗(yàn)提出完善建議。具體內(nèi)容包括:首先,導(dǎo)論部分提出研究背景、意義和對象,梳理了國內(nèi)外研究現(xiàn)狀,為論文整體奠定了研究基礎(chǔ);其次,以定性的方法分別研究和探討了我國現(xiàn)行保障性住房金融支持體系中金融政策、支持機(jī)構(gòu)、金融工具的運(yùn)行現(xiàn)狀,定量衡量了保障性住房建設(shè)和消費(fèi)環(huán)節(jié)中的融資效果,總結(jié)出阻礙其運(yùn)行的缺陷和問題;再次,通過對國外公共住房金融模式、支持機(jī)構(gòu)設(shè)置和金融工具運(yùn)用的比較研究,為我國提供經(jīng)驗(yàn)借鑒;最后,在以上論述結(jié)論的基礎(chǔ)上,提出發(fā)展和完善我國保障性住房金融支持體系的對策建議。 本文創(chuàng)新之處在于:第一,從整體角度系統(tǒng)性的對我國保障性住房金融支持體系進(jìn)行分析和考察,從宏觀角度對其提出方向性的改進(jìn)意見;第二,論述過程中將對涉及到的住房保障政策、政策性住房金融、住房金融體系等方面的國內(nèi)外相關(guān)研究結(jié)論做全面的梳理,為以后的研究起到拾遺補(bǔ)缺的作用:第三,關(guān)注政府在保障性住房金融支持體系運(yùn)行中的角色作用,探索政府管理職能在改進(jìn)體系運(yùn)行中的影響。 通過研究,本文得出主要研究結(jié)論和建議包括:第一,我國政府在保障性住房金融支持體系運(yùn)行中沒有充分發(fā)揮政府職能作用。對比國外政府在住房保障制度中的角色作用,我國應(yīng)一方面加強(qiáng)政府在體系中的引導(dǎo)作用,激勵社會資源投入保障性住房項(xiàng)目運(yùn)作中,另一方面明確中央及地方政府的角色分工,提高體系的運(yùn)行效率。第二,針對我國保障性住房金融支持體系中存在的缺陷,應(yīng)做出相應(yīng)改善,如建立多元住房金融模式,形成優(yōu)勢互補(bǔ),增強(qiáng)中低收入居民的住房融資效果;完善住房公積金制度,使之更好的發(fā)揮政策性住房金融效用;建立政策性住房金融機(jī)構(gòu)對居民住房儲金進(jìn)行收支管理;開辟多種融資渠道,改變現(xiàn)有單一依靠銀行類金融機(jī)構(gòu)貸款模式;引入新型資本市場融資工具,加強(qiáng)資金歸集效果。第三,介于我國住房保障方面法律制度的缺失,有關(guān)部門應(yīng)盡快制定相關(guān)法律法規(guī),同時針對現(xiàn)有住房保障項(xiàng)目管理不善亂象加強(qiáng)監(jiān)督管理,確保保障性住房金融體系有序運(yùn)行。
[Abstract]:The housing problem is one of the most important issues related to the livelihood of the people . Therefore , we have received extensive attention from all countries in the world . At present , China is in the period of accelerated urbanization , the rapid movement of the labor force is obvious , the rigid demand and the payment ability of the housing of the residential family can not support the supply of funds . On the other hand , the financial support system is a series of institutional arrangements that support the financing of housing in the middle and low - income residents of our country .

On the basis of summarizing and sorting out the related documents , this paper analyzes the deficiencies in the operation of the current guaranteed housing finance support system in China from two angles of assurance housing supply and demand , and puts forward some suggestions for improvement from the advanced experience abroad . The specific contents include : Firstly , the introduction part puts forward the research background , significance and object , and combs the research situation at home and abroad , and lays a foundation for the whole thesis .
Secondly , we study and discuss the financial policies , support institutions and financial instruments in China ' s current security housing financial support system by qualitative methods , and quantitatively measure the financing effect in the construction and consumption of affordable housing , and summarize the defects and problems hindering its operation ;
Thirdly , through the comparative study of foreign public housing finance model , supporting institution setting and financial instrument application , it provides experience for our country .
Finally , on the basis of the above discussion , the countermeasures and suggestions for the development and perfection of the financial support system of our country ' s security housing are put forward .

The innovation of this paper is : First , from the whole angle , systematic analysis and investigation of the financial support system of our country ' s safeguard housing finance , from the macroscopic angle to the improvement opinions of its directionality ;
In the second part , the author makes a comprehensive analysis of the relevant research conclusion in the aspects of housing security policy , policy housing finance , housing finance system and so on , and plays an important role in the future research . Third , pay attention to the role of government in the operation of affordable housing finance support system , and explore the influence of government management function in improving system operation .

Through the research , the main research conclusions and suggestions are as follows : First , the government does not play the role of the government in the operation of affordable housing finance support system . Compared with the role of foreign governments in the system of housing security , China should strengthen the government ' s role in the system of housing security . On the other hand , we should improve the role of the central and local governments to improve the operational efficiency of the system .
Perfect the housing accumulation fund system , make it better play policy housing finance utility ;
Establish a policy housing financial institution to manage the income and expenditure of the residents ' housing funds ;
Open up a variety of financing channels , change the existing single bank - based financial institution loan mode ;
This paper introduces a new capital market financing tool to strengthen the effect of fund collection . Third , in the absence of legal system in China ' s housing security , relevant departments should formulate relevant laws and regulations as soon as possible , and strengthen supervision and administration for the existing housing guarantee project management , and ensure the orderly operation of the affordable housing financial system .
