武漢市公共租賃住房建設(shè)項目投融資規(guī)劃研究

【摘要】:繼政府推出經(jīng)濟適用房和廉租房等住房保障手段之后,出現(xiàn)了一些既不達(dá)不到廉租房的保障標(biāo)準(zhǔn),又沒有能力購置經(jīng)濟適用房或者商品房的“夾心層”群體,而公共租賃住房正為解決了這一問題應(yīng)運而生。所謂公共租賃房,就是以低租金租賃的政策性住房,由政府負(fù)責(zé)建設(shè)管理,,供中低收入住房困難群體租賃居住,租金水平略高于廉租房水平,但低于經(jīng)濟適用房和商品房。公租房主要面向的對象還包括了剛畢業(yè)的大學(xué)生、外來務(wù)工人員等社會群體。 本文致力于解決公共租賃住房項目建設(shè)過程中投融資的問題.借鑒新加坡等國家成熟的實踐經(jīng)驗,本文結(jié)合武漢市的實際情況,抓住資金這條主線,運用貨幣時間價值理論,對武漢市公共租賃住房建設(shè)項目一定時期內(nèi)折現(xiàn)現(xiàn)金流的凈收益進(jìn)行分析。通過驗證公租房建設(shè)項目的可行性,本文較為全面地測算公共租賃住房建設(shè)項目的投資安全性,并基于此提出融資解決方案和還款安排。 本文提出的融資方案旨為公共租賃住房建設(shè)的投融資提出新的思路,通過對公共租賃住房建設(shè)和運營機制地積極探索和創(chuàng)新,逐步完善保障性住房體系,積極引導(dǎo)調(diào)動各社會力量參與到公共租賃住房建設(shè)的隊伍之中滿足不同保障群體的需求。
[Abstract]:Following the introduction of housing security measures such as comfortable housing and low-rent housing by the government, there have emerged some "sandwich layer" groups that do not meet the security standards of low-rent housing, nor are they able to purchase comfortable housing or commercial housing. And public rental housing is to solve this problem arises at the historic moment. The so-called public rental housing is the policy housing with low rent, which is managed by the government, and is rented by the low-income housing groups. The rent level is slightly higher than the low-rent housing level, but lower than comfortable housing and commercial housing. The main targets of public rental housing include recent graduates, migrant workers and other social groups. This paper is devoted to solving the problem of investment and financing in the construction of public rental housing project. Based on the mature practical experience of Singapore and other countries, this paper combines the actual situation of Wuhan City, grasps the main line of capital, and applies the theory of monetary time value. This paper analyzes the net income of discounted cash flow in Wuhan public rental housing construction project. By verifying the feasibility of the public rental housing construction project, this paper comprehensively calculates the investment security of the public rental housing construction project, and puts forward the financing solution and repayment arrangement based on this. The purpose of this paper is to put forward new ideas for investment and financing of the construction of public rental housing, and gradually improve the system of affordable housing by actively exploring and innovating the construction and operation mechanism of public rental housing. Actively guide and mobilize all social forces to participate in the construction of public rental housing to meet the needs of different groups.
