【摘要】：科技金融配置效率的研究,是研究科技金融的核心內(nèi)容。較高的科技金融資源的配置效率,是科技創(chuàng)新的必要保障。金融資源配置的不合理、低效,則會阻礙科技進步的腳步。江西省地處我國中部地區(qū),整體經(jīng)濟欠發(fā)達,和中部其他的省份相比,科技水平低下。研究江西省的科技金融資源配置效率,有助于提高省內(nèi)科技金融資源布局的合理性。本文對江西省科技金融資源配置效率的研究,基于企業(yè)生命周期理論,從科技金融資源中的科技財政資源,創(chuàng)業(yè)風險投資,科技貸款與科技資本市場四個重要方面展開,逐個分析每種資源在企業(yè)生命周期中的配置特點,以及每項科技金融資源在江西省內(nèi)的配置情況；并基于結(jié)構(gòu)方程模型,對科技財政資源與科技貸款的配置問題著重分析。研究表明,江西省的科技財政資源配置保守,過度投向成熟期大企業(yè)；科技貸款的配置與生命周期理論比較相符,對初創(chuàng)期中小企業(yè)扶持力度不足；創(chuàng)業(yè)風險投資與科技資本市場的發(fā)展十分落后,無法為科技研發(fā)創(chuàng)新活動予以有效支持�；谏鲜鼋Y(jié)果,將科技財政資源與科技貸款相結(jié)合,創(chuàng)業(yè)風險投資與科技資本市場相結(jié)合,從這兩方面提出了對策與建議。提高政府對科技財政資源配置的決策水平,增加科技財政支出預(yù)算與重點項目的財政投入,并從政府角度促進科技貸款配置的優(yōu)化；商業(yè)銀行應(yīng)從自身視角改善科技貸款現(xiàn)狀。創(chuàng)業(yè)風險投資資源與科技資本市場資源配置的優(yōu)化應(yīng)從政府角度與科創(chuàng)企業(yè)角度雙方面入手。
[Abstract]:The research on allocation efficiency of S & T finance is the core content of S & T finance. Higher allocation efficiency of scientific and technological financial resources is the necessary guarantee of scientific and technological innovation. Unreasonable and inefficient allocation of financial resources will hinder the pace of scientific and technological progress. Jiangxi Province is located in the central region of China, the overall economy is underdeveloped, compared with other provinces in the central region, the level of science and technology is low. The research on the allocation efficiency of sci-tech financial resources in Jiangxi Province is helpful to improve the rationality of the distribution of sci-tech financial resources in Jiangxi Province. Based on the theory of enterprise life cycle, this paper studies the allocation efficiency of scientific and technological financial resources in Jiangxi Province. It is carried out from four important aspects: scientific and technological financial resources, venture capital, science and technology loans and scientific and technological capital markets. The characteristics of each resource allocation in the enterprise life cycle and the allocation of each sci-tech financial resource in Jiangxi province are analyzed one by one, and the allocation of sci-tech financial resources and sci-tech loan is emphatically analyzed based on the structural equation model. The research shows that the allocation of scientific and technological financial resources in Jiangxi Province is conservative, and the allocation of science and technology loans is consistent with the theory of life cycle, and the support for small and medium-sized enterprises in the initial period is insufficient. Venture capital and the development of scientific and technological capital market are very backward, can not effectively support R & D innovation activities. Based on the above results, this paper combines the scientific and technological financial resources with the scientific and technological loans, the venture capital and the capital market of science and technology, and puts forward the countermeasures and suggestions from these two aspects. To improve the government's decision level on the allocation of science and technology financial resources, to increase the budget of science and technology expenditure and the financial input of key projects, and to promote the optimization of the allocation of science and technology loans from the angle of the government, the commercial banks should improve the present situation of science and technology loans from their own perspective. The optimization of venture capital resources and science and technology capital market resources allocation should start from the angle of government and science and technology enterprises.
