【摘要】：隨著資金在不同經(jīng)濟(jì)主體和不同地區(qū)之間的流動(dòng)日益頻繁,社會(huì)對(duì)銀行提供更加快捷、高效、安全的支付清算服務(wù)要求也更高。一個(gè)穩(wěn)健的支付清算體系對(duì)于構(gòu)建高效安全的資金轉(zhuǎn)移通道、暢通貨幣政策傳導(dǎo)和維護(hù)經(jīng)濟(jì)與金融體系的穩(wěn)定具有重要意義。本文站在中央銀行的角度,從不同的視角對(duì)中、美支付清算體系的特點(diǎn)進(jìn)行比較分析,從中獲得借鑒與啟示。通過對(duì)我國央行支付清算體系風(fēng)險(xiǎn)點(diǎn)的剖析,從系統(tǒng)間風(fēng)險(xiǎn)、運(yùn)行管理風(fēng)險(xiǎn)、流動(dòng)性和信用風(fēng)險(xiǎn)、系統(tǒng)應(yīng)急機(jī)制建設(shè)、配套法規(guī)制度等五個(gè)方面找出存在的問題。在此基礎(chǔ)上,通過借鑒美國先進(jìn)、成熟的央行支付清算體系的優(yōu)點(diǎn),提出完善我國央行支付清算體系風(fēng)險(xiǎn)控制策略必須著眼于優(yōu)化支付清算體系系統(tǒng)、構(gòu)建風(fēng)險(xiǎn)評(píng)估體系、整合強(qiáng)化監(jiān)管合力、建立健全應(yīng)急機(jī)制、健全法律法規(guī)體系五個(gè)方面。
[Abstract]:With the increasingly frequent flow of funds between different economic entities and different regions, the society has a higher demand for a faster, more efficient, and safer payment and settlement service for banks. A stable payment and settlement system is of great significance for the construction of efficient and safe channels for the transfer of funds, the smooth transmission of monetary policy and the maintenance of the stability of the economic and financial system. From the point of view of the Central Bank, this paper compares and analyzes the characteristics of the payment and settlement system between China and the United States from different angles, and draws lessons from it. By analyzing the risk points of the payment and clearing system of central bank in China, the paper finds out the existing problems from five aspects: inter-system risk, operational management risk, liquidity and credit risk, system emergency mechanism construction, supporting laws and regulations. On this basis, by drawing lessons from the advantages of the advanced and mature central bank payment and clearing system in the United States, this paper puts forward that the risk control strategy of the central bank payment and clearing system in our country must be aimed at optimizing the payment and clearing system and constructing the risk assessment system. Integrate and strengthen supervision, establish and perfect emergency mechanism, perfect laws and regulations system.
