【摘要】：隨著我國金融市場體系發(fā)展的逐步成熟,在國家大力發(fā)展新興技術(shù)產(chǎn)業(yè)的大背景下,國內(nèi)創(chuàng)業(yè)投資行業(yè)獲得了飛速的發(fā)展。同時,隨著中國經(jīng)濟的高速發(fā)展,國外創(chuàng)投機構(gòu)不斷涌入我國,大量民間資本也紛紛進入這一市場,這就給國有創(chuàng)投行業(yè)帶來了激烈的市場競爭。國有創(chuàng)投機構(gòu)是忠實履行國家產(chǎn)業(yè)發(fā)展政策的重要平臺,是國內(nèi)創(chuàng)投行業(yè)的重要組成部分,也是實現(xiàn)國有資產(chǎn)保值增值的重要媒介。自在我國出現(xiàn)以來,憑借國企背景、雄厚的資金、優(yōu)秀的人才等先天條件,迅速在境內(nèi)創(chuàng)投市場占據(jù)了較高的市場份額。但由于國資企業(yè)在運行機制上的僵化和監(jiān)管體制上的不健全,加之其日益受到民間資本和外資機構(gòu)的激烈競爭,使得國有創(chuàng)投機構(gòu)近幾年的發(fā)展呈現(xiàn)出乏力的狀態(tài),這對我國產(chǎn)業(yè)結(jié)構(gòu)發(fā)展戰(zhàn)略轉(zhuǎn)型升級是極其不利的。因此,開展國有創(chuàng)投機構(gòu)運行機制和監(jiān)管體制方面的研究是非常具有必要性的。本文在介紹了課題研究的背景意義、國內(nèi)外研究現(xiàn)狀、本文研究方法和創(chuàng)新點之后,闡述了創(chuàng)投機構(gòu)的基礎(chǔ)概念；利用SWOT分析法,對國有創(chuàng)投機構(gòu)發(fā)展中的優(yōu)勢、劣勢、機會和挑戰(zhàn)進行了分析；對美國、英國和日本等歐美國家創(chuàng)投機構(gòu)的發(fā)展演變進行了全面的介紹,梳理了我國創(chuàng)投行業(yè)的發(fā)展狀況。其次,闡述了國有創(chuàng)投機構(gòu)的發(fā)展歷程、發(fā)展模式和發(fā)展特征,全面分析了國有創(chuàng)投機構(gòu)的運行機制和監(jiān)管體制的現(xiàn)狀,從國有創(chuàng)投機構(gòu)、政府和行業(yè)監(jiān)管等兩個層面,指出了其中存在的問題,并對問題的形成原因進行了全面的剖析。隨后,對歐美國家、外資和民營創(chuàng)投機構(gòu)的發(fā)展經(jīng)驗進行了總結(jié)和闡述,并以之為參考,從積極提高創(chuàng)投機構(gòu)管理機制的科學性、建立起完善的投資管理監(jiān)管體系、政府相關(guān)部門予以必要的的政策傾斜等三個方面,提出了改善國有創(chuàng)投機構(gòu)運行機制和監(jiān)管體制效果的建議和對策,希望為國有創(chuàng)投機構(gòu)運營的持續(xù)改進有所裨益。在本文分析過程中,采用了文獻收集整理法,對創(chuàng)業(yè)投資機構(gòu)發(fā)展的國內(nèi)外研究現(xiàn)狀進行了分析,為本文的研究提供了有益的思路；采用了數(shù)據(jù)收集和分析法,對歐美國家創(chuàng)投機構(gòu)和國有創(chuàng)投機構(gòu)的發(fā)展演變進行了分析,闡述了其發(fā)展現(xiàn)狀；采用了SWOT分析法,對國有創(chuàng)投機構(gòu)發(fā)展中的優(yōu)勢、劣勢、機會和挑戰(zhàn)進行了分析,為提出相應的措施和建議,提供了堅實的基礎(chǔ)。
[Abstract]:With the development of the financial market system in China, the domestic venture capital industry has been developing rapidly under the background of the country vigorously developing the emerging technology industry. At the same time, with the rapid development of China's economy, foreign venture capital institutions continue to pour into our country, a large number of private capital has entered this market, which has brought fierce market competition to the state-owned venture capital industry. State-owned venture capital institution is an important platform for faithfully carrying out the national industrial development policy, an important component of domestic venture capital industry, and an important medium for realizing the maintenance and appreciation of state-owned assets. Since the emergence of our country, with the background of state-owned enterprises, abundant funds, excellent talents and other innate conditions, the domestic venture capital market quickly occupied a higher market share. However, due to the ossification of the operating mechanism of the state-owned enterprises and the imperfection of the supervisory system, coupled with the fierce competition from private capital and foreign capital institutions, the development of state-owned venture capital institutions in recent years has shown a state of weakness. This is extremely unfavorable to the strategic transformation and upgrading of China's industrial structure development. Therefore, it is necessary to carry out the research on the operation mechanism and supervision system of state-owned venture capital institutions. After introducing the background significance of the research, the current research situation at home and abroad, the research methods and innovation points of this paper, this paper expounds the basic concept of the venture capital institution, and uses SWOT analysis to analyze the advantages and disadvantages of the development of the state-owned venture capital institution. The opportunities and challenges are analyzed, and the development and evolution of venture capital institutions in America, Britain and Japan are comprehensively introduced, and the development situation of venture capital industry in China is combed. Secondly, it expounds the development course, development model and development characteristics of state-owned venture capital institutions, and analyzes the current situation of the operation mechanism and supervision system of state-owned venture capital institutions, from the two aspects of state-owned venture capital institutions, government and industry supervision, etc. The existing problems are pointed out, and the causes of the problems are analyzed in an all-round way. Then, the author summarizes and expounds the development experience of foreign capital and private venture capital institutions in Europe and the United States, and takes it as a reference to establish a sound investment management supervision system from actively improving the scientific nature of the management mechanism of venture capital institutions. Some suggestions and countermeasures are put forward to improve the operation mechanism and the effect of supervision system of state-owned venture capital institutions. It is hoped that the continuous improvement of the operation of state-owned venture capital institutions will be beneficial to the continuous improvement of the operation of state-owned venture capital institutions. In the course of the analysis of this paper, the literature collection method is used to analyze the domestic and foreign research status of the development of venture capital institutions, which provides a useful way of thinking for the research of this paper, and adopts the data collection and analysis method. This paper analyzes the development and evolution of venture capital institutions and state-owned venture capital institutions in Europe and the United States, expounds the present situation of their development, and analyzes the advantages, disadvantages, opportunities and challenges in the development of state-owned venture capital institutions by using SWOT analysis. It provides a solid foundation for putting forward corresponding measures and suggestions.
