【摘要】：隨著經(jīng)濟全球化和改革開放政策的深度轉(zhuǎn)型,我國對外開放正從以引進外資為主轉(zhuǎn)向?qū)嵤┤轿弧白叱鋈ァ睉?zhàn)略,“十二五”規(guī)劃提出，加快實施“走出去”戰(zhàn)略，我國將按照市場導(dǎo)向和企業(yè)自主決策原則，引導(dǎo)各類所有制企業(yè)有序開展境外投資合作。我國企業(yè)“走出去”戰(zhàn)略已實施二十多年，取得了一定成績，但是面對越來越復(fù)雜的國際金融環(huán)境，加上國內(nèi)急劇增長的進出口貿(mào)易額和對外投資額的增加，我國的進出口政策性金融的發(fā)展難以滿足企業(yè)“走出去”的需求，使企業(yè)面臨融資難，御險能力差等問題。 進出口政策性金融作為各國為促進本國貿(mào)易和對外投資而設(shè)立的特殊金融形式，體現(xiàn)國家經(jīng)濟政策的發(fā)展意志，提供出口信貸、信貸保險、信貸擔保和對外援助等業(yè)務(wù)品種和模式為國家支持的產(chǎn)業(yè)領(lǐng)域提供資金支持，努力為企業(yè)“走出去”提供便利條件，幫助“走出去”的企業(yè)在國際市場上做大做強。 本文選擇進出口政策性金融①支持企業(yè)“走出去”作為研究對象，分析了出進出口政策性金融支持企業(yè)“走出去”的歷史和現(xiàn)狀，通過實證分析，，論證了進出口政策性金融對支持企業(yè)“走出去”的貢獻作用，針對企業(yè)“走出去”存在的問題，然后結(jié)合國外尤其是發(fā)達國家的進出口政策性金融體系積累的實踐經(jīng)驗，找出了進出口政策性金融在支持我國企業(yè)境外經(jīng)營的差距和支持力度的不足，這為我國進出口政策性金融支持企業(yè)“走出去”提出新的要求，本文最后提出一系列進出口政策性金融支持企業(yè)“走出去”的創(chuàng)新性和可行性的建議，期望最大限度地彌補中國進出口政策性金融機構(gòu)中存在的不足，使企業(yè)“走出去”戰(zhàn)略的更好地實施，使中國對外經(jīng)濟快速發(fā)展。
[Abstract]:With the deep transformation of economic globalization and the reform and opening up policy, China's opening to the outside world is shifting from introducing foreign capital to implementing the omni-directional "going out" strategy. The 12th Five-Year Plan proposed to speed up the implementation of the "going out" strategy. China will guide enterprises with various forms of ownership to carry out overseas investment cooperation in an orderly manner in accordance with the principles of market orientation and independent decision-making. The "going out" strategy of Chinese enterprises has been implemented for more than 20 years and has made certain achievements. However, in the face of the increasingly complex international financial environment, coupled with the rapid growth of domestic import and export trade volume and the increase of foreign investment, The development of China's import and export policy finance is difficult to meet the needs of enterprises'"going out", which makes enterprises face difficulties in financing and poor ability to take risks. As a special form of finance established by various countries to promote their own trade and foreign investment, import and export policy finance embodies the national economic policy development will, provides export credit, credit insurance, Business types and models such as credit guarantee and foreign aid provide financial support for state-supported industries, strive to provide convenient conditions for enterprises to "go out", and help "go out" enterprises to become bigger and stronger in the international market. This paper chooses the export and import policy finance as the research object, analyzes the history and the present situation of the export and import policy finance supporting enterprises, and analyzes it through the empirical analysis. This paper demonstrates the contribution of import and export policy finance to supporting enterprises'"going out", aiming at the problems existing in enterprises'"going out", and then combines the practical experience accumulated in the import and export policy finance system of foreign countries, especially in developed countries. This paper finds out the gap between the import and export policy finance in supporting the overseas operation of Chinese enterprises and the lack of support, which puts forward new requirements for the export and import policy finance support enterprises to "go out". Finally, this paper puts forward a series of innovative and feasible suggestions on "going out" for import and export policy-oriented finance support enterprises, hoping to make up for the shortcomings of China's import and export policy-oriented financial institutions to the maximum extent. So that enterprises "go out" strategy better implementation, so that China's foreign economy rapid development.
