中國對哈薩克斯坦的直接投資研究

【摘要】:隨著世界經(jīng)濟(jì)全球化的進(jìn)程,世界各國的經(jīng)濟(jì)開放程度越來越高,各國的經(jīng)濟(jì)合作也越來越多,特別是在1998年金融危機(jī)之后,國際資本的流向和規(guī)模都發(fā)生了巨大的變化,各國的經(jīng)濟(jì)都承受了不同程度的考驗。在這樣的背景下,中國與周邊國家的投資貿(mào)易越發(fā)頻繁,以加強互相的經(jīng)濟(jì)聯(lián)系來促進(jìn)政治上的合作與和平。中國與哈薩克斯坦從1993年建交以來,一直有著良好的政治和經(jīng)濟(jì)合作關(guān)系。1978年之后,中國改革開放為中國的經(jīng)濟(jì)帶來了騰飛,“走出去”戰(zhàn)略使得中國對于對外直接投資的訴求加強,中國亦想通過對外直接投資來拉近與東道國間的友好關(guān)系,提高本國在國際社會中的競爭力,提高國際地位。 哈薩克斯坦近幾年的引資措施也初見成效。中國與哈薩克斯坦是鄰國,在地理上有相當(dāng)面積的接壤,這也為兩國的經(jīng)濟(jì)頻繁合作提供了天然的優(yōu)勢。同時,中國新疆與哈國有著語言,宗教上的共同之處,這也是兩國在建交之后的投資合作項目在逐年增加的原因之一。1998年國際金融危機(jī)之后,哈薩克斯坦本國不合理的經(jīng)濟(jì)政策使得國內(nèi)資金出現(xiàn)了短缺,就業(yè)壓力增大,經(jīng)濟(jì)發(fā)展緩慢等現(xiàn)狀。接受外國直接投資能夠使其資金流動性增加,改善本國經(jīng)濟(jì)狀況的同時還能夠促進(jìn)與投資國之間的政治互信。 本文總共分為五個部分。第一部分從貿(mào)易和平理論和對外直接投資的理論著手,介紹了對外直接投資的相關(guān)概念,對于直接投資的類型、直接投資信心指數(shù)和其載體做了具體介紹。在此理論基礎(chǔ)上,第二部分分別對中國對哈薩克斯坦直接投資的政治、經(jīng)濟(jì)、人文和法制環(huán)境進(jìn)行了詳細(xì)分析,環(huán)境的分析對于中哈兩國直接投資規(guī)模擴(kuò)大奠定了基礎(chǔ)。第三部分具體闡述了中國對哈國直接投資的現(xiàn)實表現(xiàn)。目前兩國的發(fā)展現(xiàn)狀可以闡述為兩國的投資規(guī)模在繼續(xù)增大,投資類別在逐步增多,投資效益也在穩(wěn)步提升。但是,投資的過程中仍然存在一定的風(fēng)險和不足,針對于此,文章第四部分分析了中國對哈國直接投資所面臨的風(fēng)險。其中包括:金融類直接投資的量還不夠大,哈國關(guān)于投資的相關(guān)法律法規(guī)還不夠健全,哈國的政局仍存在有諸多的不確定性,與此同時還有外部勢力的介入。以上四個方面都對中哈兩國的進(jìn)一步規(guī)模擴(kuò)大產(chǎn)生了一定的阻礙。但是總的來說,中哈經(jīng)濟(jì)合作能夠促進(jìn)兩國的政治友好發(fā)展,經(jīng)濟(jì)上的繼續(xù)提高。針對這點文章第五章做了相關(guān)介紹。同時通過上述分析提出了今后中國對哈國直接投資進(jìn)一步發(fā)展的路徑選擇。
[Abstract]:With the process of the globalization of the world economy, the degree of economic openness is becoming higher and higher, and the economic cooperation of various countries is becoming more and more. Especially after the financial crisis in 1998, the flow and scale of international capital have undergone tremendous changes. The economies of all countries have been tested to varying degrees. Against this background, China's investment and trade with neighboring countries are becoming more and more frequent. Promoting political cooperation and peace by strengthening mutual economic ties. China and Kazakhstan have enjoyed good political and economic cooperation since the establishment of diplomatic relations in 1993. China's reform and opening up has brought about a take-off of China's economy. The "going out" strategy has strengthened China's demand for foreign direct investment, and China also wants to narrow the friendly relations with the host country through foreign direct investment. Improve the competitiveness of our country in the international community and enhance its international position. Kazakhstan's foreign investment measures in recent years have also begun to bear fruit. China and Kazakhstan are neighbors with a considerable geographical border, which also provides a natural advantage for frequent economic cooperation between the two countries. China's Xinjiang and Kazakhstan have the same language and religion in common, which is one of the reasons for the increase in investment and cooperation projects between the two countries since the establishment of diplomatic ties. After the international financial crisis in 1998, Kazakhstan's own irrational economic policies have led to a shortage of domestic capital, increased employment pressure and slow economic development. Accepting foreign direct investment can increase its liquidity. Improving the state of the country's economy can also foster political trust with investors. This paper is divided into five parts. The first part introduces the related concepts of FDI from the theory of trade peace and the theory of FDI. On the basis of this theory, the second part makes a detailed analysis of the political, economic, humanistic and legal environment of China's direct investment in Kazakhstan. The analysis of the environment lays a foundation for the expansion of the scale of direct investment between China and Kazakhstan. The third part concretely expounds the actual performance of China's direct investment in Kazakhstan. The current development situation of the two countries can be explained as the scale of investment between the two countries continues to increase. Investment categories are gradually increasing, and investment returns are improving steadily. However, there are still some risks and deficiencies in the process of investment. Part 4th analyzes the risks faced by China's direct investment in Kazakhstan, including: the amount of financial direct investment is not large enough, and the relevant laws and regulations on investment in Kazakhstan are not perfect enough. There are still many uncertainties in the political situation of Kazakhstan, and at the same time there is the involvement of external forces. The above four aspects have all created certain obstacles to the further expansion of the scale of China and Kazakhstan. But generally speaking, Economic cooperation between China and Kazakhstan can promote the political and friendly development of the two countries. In view of this point, the article 5th makes the related introduction. At the same time, through the above analysis, it puts forward the path choice of the further development of China's direct investment in Kazakhstan in the future.
