農(nóng)村信用社省聯(lián)社改革模式選擇研究

【摘要】:農(nóng)村信用社是我國(guó)農(nóng)村金融體系的重要組成部分和主力軍,也是我國(guó)目前農(nóng)村合作金融的重要主體,是我國(guó)政府部門(mén)實(shí)施扶持“三農(nóng)”發(fā)展重要經(jīng)濟(jì)金融政策的機(jī)構(gòu)。深化我國(guó)農(nóng)村信用社管理體制改革,是農(nóng)村信用社自身穩(wěn)健發(fā)展、獲得良好成效的重要前提,也是“三農(nóng)”可持續(xù)、快速發(fā)展的重要保障,更是我國(guó)構(gòu)建社會(huì)主義和諧社會(huì)的客觀要求。自2003年開(kāi)始,我國(guó)農(nóng)村信用社管理體制實(shí)行重大改革,核心內(nèi)容是將農(nóng)村信用社的管理權(quán)下放到省級(jí)人民政府,為此,絕大多數(shù)省市都選擇了“省聯(lián)社”的管理模式。 我國(guó)農(nóng)村信用社的管理體制,幾經(jīng)政府強(qiáng)制性變革,先后經(jīng)歷了生產(chǎn)大隊(duì)、人民公社的管理,之后又因中國(guó)農(nóng)業(yè)銀行的撤銷和重新組建等,中國(guó)農(nóng)業(yè)銀行和中國(guó)人民銀行交替對(duì)其進(jìn)行管理。我國(guó)農(nóng)村信用社由省聯(lián)社管理后,農(nóng)村信用社整體管理成本大大下降,監(jiān)管效率也得以較大提高,但是這種管理體制也存在一些內(nèi)在不足,如管理體制的不順暢,基層信用社的獨(dú)立自主權(quán)不能得到有效保障,對(duì)農(nóng)村信用社的管理重要集中在行政與行業(yè)管理方面,而基層社的法人治理有名無(wú)實(shí)等;此外,省級(jí)聯(lián)社的管理體制未能解決農(nóng)村信用社多元化經(jīng)營(yíng)目標(biāo)的沖突問(wèn)題,這也為農(nóng)村信用社帶來(lái)了更多的潛在風(fēng)險(xiǎn)。 省級(jí)聯(lián)社的管理模式,,必然面臨著深層次的改革。就目前的相關(guān)研究來(lái)看,省級(jí)聯(lián)社未來(lái)改革的模式主要有組建省級(jí)農(nóng)村合作銀行、農(nóng)村商業(yè)銀行及組建農(nóng)村信用社行業(yè)協(xié)會(huì)、堅(jiān)持省聯(lián)社管理等四種,四種模式對(duì)農(nóng)村信用社管理體制改革的內(nèi)外部環(huán)境條件要求存在一定差異。而就國(guó)外農(nóng)村合作金融發(fā)達(dá)國(guó)家的成功經(jīng)驗(yàn)來(lái)看,合作金融的管理模式并沒(méi)有最佳選擇之說(shuō),應(yīng)結(jié)合各地的實(shí)際情況,因地制宜,選擇適合當(dāng)?shù)剞r(nóng)村信用社自身發(fā)展和促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的模式。就我國(guó)各省經(jīng)濟(jì)發(fā)展現(xiàn)狀來(lái)看,經(jīng)濟(jì)發(fā)展比較發(fā)達(dá)的東部及沿海地區(qū)可以嘗試實(shí)行組建省級(jí)農(nóng)村商業(yè)銀行的管理模式;對(duì)于經(jīng)濟(jì)發(fā)展水平一般,農(nóng)村經(jīng)濟(jì)占據(jù)一定地位的中部省份,可以選擇組建省級(jí)農(nóng)村合作銀行的管理模式;而對(duì)于經(jīng)濟(jì)發(fā)展相對(duì)落后,仍需獲得政府政策支持的西部省份,應(yīng)維持目前省聯(lián)社的管理現(xiàn)狀。此外,不管我國(guó)各省農(nóng)村信用社選擇何種管理模式,組建農(nóng)村信用社行業(yè)協(xié)會(huì),與銀監(jiān)會(huì)一同對(duì)農(nóng)村信用社的發(fā)展實(shí)行外部監(jiān)管,是極其必要的。
[Abstract]:Rural credit cooperatives are an important part and main force of our country's rural financial system, and they are also the main body of rural cooperative finance in our country at present. It is an important prerequisite for the steady development of rural credit cooperatives and good results to deepen the reform of the management system of rural credit cooperatives in our country by implementing the important economic and financial policies of the government departments to support the development of the "three rural areas," and to deepen the reform of the management system of rural credit cooperatives in China. It is also an important guarantee for the sustainable and rapid development of agriculture, rural areas and farmers, and an objective requirement for building a harmonious socialist society in our country. Since 2003, the management system of rural credit cooperatives in China has been undergoing major reforms. The core content is to transfer the management power of rural credit cooperatives to the provincial people's governments. For this reason, most provinces and cities have chosen the management mode of "provincial credit cooperatives". The management system of rural credit cooperatives in China has undergone several mandatory changes from the government to the production brigade and the management of the people's communes, and then due to the abolition and re-establishment of the Agricultural Bank of China, The Agricultural Bank of China and the people's Bank of China alternately manage it. After the rural credit cooperatives in China are managed by the provincial cooperatives, the overall management costs of the rural credit cooperatives have been greatly reduced, and the efficiency of supervision has been greatly improved. However, there are some inherent deficiencies in this management system, such as the unsmooth management system, the lack of effective protection of the independent autonomy of grass-roots credit cooperatives, and the fact that the management of rural credit cooperatives is mainly focused on administration and industry management. In addition, the management system of provincial cooperatives can not solve the conflict of the diversified management goals of rural credit cooperatives, which also brings more potential risks for rural credit cooperatives. The management mode of the provincial affiliated society is bound to face a deep level of reform. According to the current relevant research, the mode of the future reform of the provincial association mainly includes the establishment of the provincial rural cooperative bank. Rural commercial banks and the formation of trade associations of rural credit cooperatives, insisting on the management of provincial federations, The four modes have different requirements on the internal and external environmental conditions of rural credit cooperative management system reform. However, from the successful experience of developed countries in foreign rural cooperative finance, there is no best choice for cooperative finance management mode. It is necessary to combine the actual situation in various places, to take measures according to the local conditions, to choose the mode suitable for the local rural credit cooperatives to develop themselves and to promote the development of the local economy. In view of the present situation of the economic development of the provinces in our country, Eastern and coastal areas with relatively developed economies can try to implement the management model of setting up provincial rural commercial banks. For the central provinces where the rural economy occupies a certain position in terms of the level of economic development, We can choose to set up a provincial rural cooperative bank management model, while the western provinces, which still need government policy support for the relatively backward economic development, should maintain the current management status quo of the provincial alliance. It is extremely necessary to set up the trade association of rural credit cooperatives and to supervise the development of rural credit cooperatives together with the CBRC, regardless of the management mode chosen by the rural credit cooperatives in various provinces of our country.
