【摘要】：貨幣政策是國家為實現(xiàn)一定時期的經(jīng)濟目標而采取的宏觀經(jīng)濟調(diào)控手段，其作為特殊的公共政策區(qū)別于其他的政策有其獨特性。貨幣政策通過調(diào)節(jié)貨幣支付能力，即調(diào)整社會總需求，進而實現(xiàn)穩(wěn)定經(jīng)濟的目的。貨幣政策還是一國政府為實現(xiàn)一定經(jīng)濟目標而采取的措施，主要從宏觀的角度對經(jīng)濟實施影響。因此該政策首先具有宏觀性。貨幣政策一般不用于短期性的調(diào)控，而主要作為中長期經(jīng)濟調(diào)控的一個重要手段。 貨幣政策不應當僅僅作為一項經(jīng)濟政策而存在，更應該作為一項“公共政策”。貨幣政策的制定和執(zhí)行部門是政府重要組成部分——中國人民銀行，是“公共權威當局”的行為；貨幣政策有特定的目標和方針，有強烈的意識導向；貨幣政策面向著復雜而多變的通脹與通縮問題，具有導向性；貨幣政策影響公眾的生活質(zhì)量和整個社會的福祉。 本文結(jié)合現(xiàn)階段經(jīng)濟形勢提出提升貨幣政策有效性與公信力：首先，賦予人民銀行制定和執(zhí)行貨幣政策的相對獨立性。其次，建立競爭有序和諧統(tǒng)一的金融市場。第三，加大幅度實現(xiàn)貸款增長，加強約束商業(yè)銀行利潤。第四，，加大建設社保體制的同時，要加快推進消費型信貸。最后，提高中央銀行的調(diào)控能力，加大力度發(fā)展貨幣市場。同時對于貨幣政策監(jiān)管機制的完善也是通過：對價格渠道的完善、利率渠道的完善、市場股票渠道的完善和信貸渠道的完善，來達到完善監(jiān)管機制的目的。 貨幣政策是極其重要的公共政策，在當今的貨幣經(jīng)濟的條件下，在一個貨幣危機時有爆發(fā)的世界經(jīng)濟大環(huán)境下，選擇什么樣的貨幣政策、如何協(xié)助貨幣政策與其他政策進行有效的搭配、如何運用貨幣政策進行防范與抗擊貨幣危機，穩(wěn)定物價從而促進經(jīng)濟的發(fā)展，已然成為全球研究的一個重點。我國政府也應該在社會主義發(fā)展的過程中平衡公共利益，研究并恰當?shù)貙嵤┴泿耪�，促進我國社會和諧穩(wěn)定，經(jīng)濟持續(xù)健康的發(fā)展。
[Abstract]:Monetary policy is a means of macroeconomic regulation and control adopted by the country in order to realize the economic goal of a certain period. As a special public policy, it is different from other policies in its uniqueness. Monetary policy adjusts the total social demand by adjusting the ability of monetary payment. Monetary policy is still a measure taken by a government to achieve a certain economic goal. The monetary policy is not generally used for short-term regulation, but as an important means of medium and long term economic regulation. Monetary policy should not only exist as an economic policy, but also as a "public policy". The formulation and execution of monetary policy is an important part of the government-the people's Bank of China. It is the act of a "public authority"; The monetary policy has the specific goal and the policy, has the strong consciousness direction; The monetary policy is oriented towards the complicated and changeable problem of inflation and deflation; Monetary policy affects the quality of life of the public and the well-being of society as a whole. Combined with the current economic situation, this paper proposes to enhance the effectiveness and credibility of monetary policy: first, to give the people's Bank of China the relative independence in the formulation and implementation of monetary policy. Third, increase the scope of loan growth, strengthen the restraint of commercial bank profits. 4th, increase the construction of social security system at the same time, we should speed up the promotion of consumer credit. At the same time, the improvement of monetary policy supervision mechanism is also through: the improvement of the price channel, the improvement of the interest rate channel. Market stock channels and credit channels to improve the purpose of improving the regulatory mechanism. Monetary policy is an extremely important public policy. Under the condition of current monetary economy, what kind of monetary policy should be chosen under the circumstances of the world economy that broke out when a currency crisis broke out. How to assist monetary policy and other policies to effectively match, how to use monetary policy to prevent and fight against monetary crisis, and to stabilize prices and promote economic development. Our government should balance the public interest in the process of socialist development, study and properly implement monetary policy, and promote social harmony and stability. Sustained and healthy economic development.
