【摘要】：FDI在湖南省的經(jīng)濟(jì)地位和作用日益提高。改革開(kāi)放30年來(lái),利用外商直接投資成為了促進(jìn)我省經(jīng)濟(jì)發(fā)展的一個(gè)重要策略。在產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的大調(diào)整中,發(fā)展農(nóng)業(yè)也成為提高經(jīng)濟(jì)實(shí)力的重要途徑。自古以來(lái)湖南就是個(gè)農(nóng)業(yè)大省,農(nóng)產(chǎn)品品種和產(chǎn)量、出口量和消費(fèi)量位居國(guó)內(nèi)前列。但我省農(nóng)業(yè)大而不強(qiáng),農(nóng)業(yè)生產(chǎn)力水平低,農(nóng)村經(jīng)濟(jì)發(fā)展緩慢,農(nóng)民收入提高困難等突出問(wèn)題嚴(yán)重制約了我省廣大鄉(xiāng)村地區(qū)經(jīng)濟(jì)和社會(huì)的發(fā)展,延緩了我省全面建設(shè)小康社會(huì)的步伐,阻礙了我省整體社會(huì)主義現(xiàn)代化建設(shè)的進(jìn)程。當(dāng)前經(jīng)濟(jì)形勢(shì)錯(cuò)綜復(fù)雜,保持農(nóng)業(yè)持續(xù)發(fā)展、保障糧食和重要農(nóng)產(chǎn)品供給,對(duì)于穩(wěn)定經(jīng)濟(jì)增長(zhǎng)和穩(wěn)定市場(chǎng)物價(jià)具有特殊意義。湖南作為一個(gè)典型的農(nóng)業(yè)大省,從湖南農(nóng)業(yè)利用外資情況看,全省各地認(rèn)真貫徹落實(shí)中央、全省農(nóng)業(yè)農(nóng)村工作會(huì)議精神,把外商直接投資作為發(fā)展農(nóng)村科技、推進(jìn)農(nóng)業(yè)現(xiàn)代化的重要舉措來(lái)抓,但在其過(guò)程中還存在一些制約因素和發(fā)展瓶頸,因此亟需運(yùn)用新思維、采取新舉措,才能促進(jìn)全省第一產(chǎn)業(yè)更好地利用外資發(fā)展。 自20世紀(jì)80年代以來(lái),外商投資在農(nóng)業(yè)領(lǐng)域表現(xiàn)越來(lái)越活躍,湖南省農(nóng)業(yè)利用外商直接投資已取得了一定的成績(jī)。本文以外商直接投資與湖南農(nóng)業(yè)為基本研究對(duì)象,闡述了外商直接投資與農(nóng)業(yè)的相關(guān)理論和湖南具體的情況,結(jié)合湖南省整體利用外商直接投資的發(fā)展歷程,總結(jié)了湖南省農(nóng)業(yè)利用外商直接投資的基本優(yōu)劣勢(shì)。通過(guò)調(diào)研設(shè)計(jì),以開(kāi)放式問(wèn)卷調(diào)查的方法面向我省各市州有外資注入的農(nóng)業(yè)企業(yè)征得樣本數(shù)據(jù),結(jié)合文獻(xiàn)積累提煉出影響力較大的11個(gè)誤區(qū)因素。結(jié)合層次分析法的數(shù)據(jù)整理,通過(guò)業(yè)內(nèi)專家的評(píng)分判斷,分析出外商直接投資對(duì)湖南農(nóng)業(yè)最大的兩大影響,分別是對(duì)農(nóng)業(yè)經(jīng)濟(jì)的影響和對(duì)農(nóng)業(yè)人口就業(yè)轉(zhuǎn)移的影響。在此理論和現(xiàn)實(shí)的基礎(chǔ)上,建立不同的計(jì)量模型,運(yùn)用ADF檢驗(yàn)、協(xié)整檢驗(yàn)、異方差檢驗(yàn)、Granger因果關(guān)系檢驗(yàn)、回歸分析等方法,著重對(duì)經(jīng)濟(jì)影響和就業(yè)的影響進(jìn)行了實(shí)證分析。實(shí)證結(jié)果表明：外商直接投資與湖南省農(nóng)業(yè)的經(jīng)濟(jì)增長(zhǎng)存在長(zhǎng)期的均衡關(guān)系,FDI是引起農(nóng)業(yè)GDP變化的Granger原因；外商直接投資對(duì)湖南省服務(wù)業(yè)就業(yè)的影響顯著。外商直接投資對(duì)我省農(nóng)業(yè)GDP起到了較明顯的推動(dòng)作用,是本土農(nóng)業(yè)利用外資迅速發(fā)展的變量。鑒于外商直接投資與湖南農(nóng)業(yè)的實(shí)證結(jié)果,本文系統(tǒng)分析了FDI對(duì)湖南農(nóng)業(yè)經(jīng)濟(jì)、農(nóng)業(yè)就業(yè)形勢(shì)的主要影響。結(jié)合當(dāng)前復(fù)雜的國(guó)際形勢(shì)和競(jìng)爭(zhēng)激烈的國(guó)內(nèi)市場(chǎng)分析,就湖南農(nóng)業(yè)有效利用外商直接投資提出對(duì)策建議,促進(jìn)湖南農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展,促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)的增長(zhǎng)。

Since ancient times, Hunan is a big agricultural province. The varieties of agricultural products and production, exports and consumption among the forefront. But our province agriculture is big but not strong, the low level of agricultural productivity, the slow development of the rural economy, increasing the income of farmers is difficult problems seriously restrict the economic and social development in our province in the rural area, delaying the comprehensive construction of a well-off society in our province the pace has hindered the construction of socialist modernization in our province. The whole process of the current economic situation is perplexing, keep sustainable development of agriculture, food security and supply of agricultural products, to stabilize the economy Is of special significance to the growth and stability of market prices. Hunan is a typical agricultural province, Agricultural FDI from Hunan, across the province to seriously implement the central rural work conference, the province's agricultural spirit, the foreign direct investment as an important measure to promote the development of rural science and technology, agricultural modernization to grasp, but in the process of there are some constraints and bottlenecks in the development, so it is necessary to use new thinking and new initiatives, to promote the province's first industrial development better utilization of foreign capital.
Since 1980s, foreign investment in the agricultural sector has become more and more active, the use of foreign direct investment in agriculture in Hunan province has achieved certain results. In this paper, foreign direct investment and Hunan agriculture as the basic research object, elaborated the related theory and the specific situation of Hunan foreign direct investment and agriculture, combined with the development of the use of foreign direct the overall investment in Hunan Province, summarizes the advantages and disadvantages of the use of foreign direct investment in agriculture in Hunan province. Through the research design, the method of open questionnaire for cities in our province has injected foreign agricultural enterprises with sample data, extract 11 errors influence the accumulation of larger factors with analytic hierarchy process combined with literature. The data, through expert scoring judgment, this paper analyzes two effects of foreign direct investment on agriculture in Hunan, are in agriculture The economic effect and employment effect on the transfer of agricultural population. On the base of the theory and reality, establish different econometric model, using ADF test, cointegration test, heteroscedasticity test, Granger causality test, regression analysis and other methods, focuses on the economic effects and employment effects for the empirical analysis. The empirical results show that: there is a long-term equilibrium relationship between FDI and economic growth of agriculture in Hunan Province, FDI is the Granger cause of agricultural GDP variation; foreign direct investment significantly influence on the employment of service industry in Hunan province. The foreign direct investment to the more obvious role of agriculture in our province of GDP, is the use of local agricultural foreign capital rapidly the development of variables. In view of the empirical results of foreign direct investment and agriculture in Hunan, this paper analyzed the FDI of the agricultural economy in Hunan, the main effect of agricultural employment situation. Combined with the complex The analysis of the mixed international situation and fierce competition in the domestic market puts forward some countermeasures and suggestions for the effective utilization of foreign direct investment in Hunan's agriculture, so as to promote the development of Hunan's agricultural industrialization and promote the growth of the agricultural economy.
