【摘要】：政策性銀行是政策性金融的具體體現。與商業(yè)銀行對比,政策性銀行以國家信用為基礎,靠發(fā)放債券和貸款獲得資金支持,主要滿足國家中長期經濟發(fā)展的需要。中國于1994年設立了三家政策性銀行,由它們行使政策性金融的職能。十多年來,三家政策性銀行在執(zhí)行國家產業(yè)政策、促進大宗商品進出口、扶持農業(yè)發(fā)展等領域發(fā)揮了重要作用。隨著經濟形勢變化和金融體系發(fā)展,三家政策性銀行的缺陷也漸漸暴露出來。因此,三家政策性銀行的改革問題提上議事日程。論文以馬克思主義政治經濟學、制度經濟學、金融學的基本原理為理論基礎,對政策性銀行的改革問題展開分析。首先,結合國內外學者的研究成果,對政策性銀行的相關范疇進行界定。其次,回顧我國政策性銀行的發(fā)展歷程,并指出政策性銀行存在的問題以及改革的必要性與可行性。再次,總結了國外政策性金融和國家開發(fā)銀行的成功轉型經驗,為我國其他兩家政策性銀行的改革提供參考。最后,論文明確提出了政策性銀行改革的思路和具體步驟。
[Abstract]:Policy banks are the concrete embodiment of policy finance. Compared with commercial banks, policy banks are based on state credit and obtain capital support by issuing bonds and loans. In 1994, China established three policy-oriented banks to exercise the functions of policy-oriented finance for more than a decade. The three policy banks have played an important role in implementing national industrial policies, promoting the import and export of commodities, and supporting agricultural development. Therefore, the reform of the three policy banks is put on the agenda. The thesis is based on Marxist political economics and institutional economics. The basic principles of finance for the theoretical basis, the reform of the policy bank analysis. First, combined with the research results of domestic and foreign scholars, to define the relevant categories of policy banks. Secondly. Review the development of China's policy banks, and point out the existing problems of policy banks and the necessity and feasibility of reform. Thirdly, summed up the successful transition experience of foreign policy finance and national development banks. Finally, the paper puts forward the ideas and concrete steps of the reform of the policy banks.
