【摘要】：轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)方式,實(shí)現(xiàn)以產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化帶動(dòng)經(jīng)濟(jì)快速、健康發(fā)展是我國(guó)當(dāng)前面臨的最主要的宏觀(guān)經(jīng)濟(jì)問(wèn)題。這個(gè)過(guò)程中,財(cái)政和金融體制創(chuàng)新和改革對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整將起到至關(guān)重要的作用。金融制度創(chuàng)新的主要目的是為了建立與我國(guó)當(dāng)前經(jīng)濟(jì)發(fā)展方式相適應(yīng)的投融資方式和為實(shí)體經(jīng)濟(jì)發(fā)展提供資金保障的機(jī)制。產(chǎn)業(yè)投資基金的產(chǎn)生和發(fā)展正是順應(yīng)了這種趨勢(shì),是金融制度創(chuàng)新的重要表現(xiàn)。產(chǎn)業(yè)投資基金在國(guó)外已經(jīng)經(jīng)歷了長(zhǎng)時(shí)間的發(fā)展,對(duì)促進(jìn)經(jīng)濟(jì)發(fā)展、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)提供了重要的幫助和支持。我國(guó)產(chǎn)業(yè)投資基金發(fā)展較晚,但是與傳統(tǒng)投融資方式相比,其獨(dú)特的特點(diǎn)已經(jīng)引起理論界和實(shí)業(yè)界的廣泛關(guān)注。產(chǎn)業(yè)投資基金不僅僅是投資方式的革新,在很大程度上是經(jīng)濟(jì)制度進(jìn)步的必然表現(xiàn),是適宜我國(guó)當(dāng)前經(jīng)濟(jì)發(fā)展方式的重要變革。 產(chǎn)業(yè)投資基金對(duì)促進(jìn)經(jīng)濟(jì)發(fā)展的重要作用主要表現(xiàn)在三個(gè)方面：首先,這是立足產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化的投融資方式變革,直接影響基礎(chǔ)產(chǎn)業(yè)、戰(zhàn)略性產(chǎn)業(yè)的發(fā)展。特別是對(duì)戰(zhàn)略性新產(chǎn)業(yè)而言,投融資制度的發(fā)展和進(jìn)步程度直接影響其興起和發(fā)展的規(guī)模與速度,是決定其成敗的關(guān)鍵。其次,產(chǎn)業(yè)投資基金發(fā)展為我國(guó)資本運(yùn)營(yíng)效率和回報(bào)的提升提供了重要的平臺(tái)。隨著經(jīng)濟(jì)的發(fā)展和市場(chǎng)制度的完善,我國(guó)出現(xiàn)大量的資金運(yùn)營(yíng)主體,如私人儲(chǔ)蓄資本、養(yǎng)老金、社�；稹⑸虡I(yè)銀行與金融企業(yè)資本等等,大量資本需要以健康、安全的方式運(yùn)作,以實(shí)現(xiàn)保值增值的目的。產(chǎn)業(yè)投資基金的產(chǎn)生為我國(guó)大量資本的運(yùn)營(yíng)提供了良好的平臺(tái),是維護(hù)金融秩序和金融安全的重要依托。最后,現(xiàn)階段我國(guó)正處于經(jīng)濟(jì)發(fā)展的關(guān)鍵時(shí)期,一方面處于國(guó)內(nèi)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、社會(huì)制度完善等改革的攻堅(jiān)階段,宏觀(guān)經(jīng)濟(jì)運(yùn)行環(huán)境日益復(fù)雜；另一方面隨著經(jīng)濟(jì)全球化,我國(guó)在國(guó)際事務(wù)中的地位和作用日益突出,如何進(jìn)一步融入全球市場(chǎng)運(yùn)行的體系中,進(jìn)一步發(fā)揮應(yīng)有的大國(guó)作用是現(xiàn)階段我國(guó)面臨的重大外部問(wèn)題。這兩方面問(wèn)題是長(zhǎng)期的、系統(tǒng)的,難以在短時(shí)間內(nèi)解決,而且,必須依靠市場(chǎng)和政府兩方面共同協(xié)調(diào)。單純依靠政府行政手段或者市場(chǎng)的力量都難以有效解決。產(chǎn)業(yè)投資基金是將政府的戰(zhàn)略指導(dǎo)思想和市場(chǎng)運(yùn)行相結(jié)合的有效手段。正是由于產(chǎn)業(yè)投資基金對(duì)我國(guó)宏觀(guān)經(jīng)濟(jì)發(fā)展的重要作用,我國(guó)必須大力推進(jìn)。在產(chǎn)業(yè)投資基金發(fā)展的初期階段,政府政策、特別是財(cái)政政策和財(cái)政資金是決定產(chǎn)業(yè)投資基金發(fā)展方向和良好運(yùn)行的關(guān)鍵。在產(chǎn)業(yè)投資基金資金來(lái)源、風(fēng)險(xiǎn)規(guī)避、投向選擇、退出機(jī)制等各個(gè)方面都離不開(kāi)財(cái)政的扶持。 本文在論述產(chǎn)業(yè)投資基金的內(nèi)涵、本質(zhì)和特點(diǎn)等基本概念的基礎(chǔ)上,立足產(chǎn)業(yè)投資基金研究的前沿理論,探討財(cái)政在我國(guó)產(chǎn)業(yè)投資基金發(fā)展和運(yùn)作中的作用,以期為我國(guó)產(chǎn)業(yè)投資基金的順利發(fā)展提供有益的政策建議。
[Abstract]:Change the mode of economic growth, in order to achieve the optimization of the industrial structure to promote economic rapid and healthy development is the most important macroeconomic issues facing our country. In this process, the financial innovation and financial system reform and the adjustment of industrial structure will play a crucial role. The main purpose is to establish the financial system innovation in our country the mode of economic development to adapt to the investment and financing mechanism and provide funding for the development of the real economy. The emergence and development of industrial investment fund is consistent with this trend, is an important form of financial system innovation. Investment fund industry has experienced a long time development in foreign countries, to promote economic development, provides an important help and support the optimization of the industrial structure. The late development of industrial investment fund in our country, but compared with traditional financing methods, its unique characteristics has caused the theory The industry and investment circles pay close attention to it. Industrial investment fund is not only an innovation of investment way, but also an inevitable manifestation of the progress of economic system to a large extent. It is an important transformation suitable for our current economic development mode.
Industrial investment fund plays an important role in promoting economic development is mainly manifested in three aspects: first, it is based on the change of industrial structure adjustment and optimization of investment and financing, directly affect the basic industries, the development of strategic industries. Especially for the strategic new industry, the scale and speed of development of the investment and financing system and directly affects the progress the rise and development of the decision is the key to success. Secondly, provides an important platform for the development of industrial investment fund in China to enhance operational efficiency and capital return. With economic development and perfection of market system in China, the emergence of a large number of fund operators, such as private capital savings, pension, social security fund. The commercial bank and the financial capital of the enterprise and so on, a lot of capital need to health, safe operation mode, in order to achieve the purpose of increasing the value. The industrial investment fund in China To provide a good platform for a large number of capital operation, is an important basis to maintain financial order and financial security. Finally, at present our country is in the crucial period of economic development, on the one hand the adjustment of domestic economic structure, a crucial stage of reform of the social system, the macroeconomic environment is increasingly complex; on the other hand with economic globalization and China's role in international affairs in an increasingly prominent position, how to further integrate into the global market operation system, further play an important role due to the outside is a major problem in present China is facing. These two problems are long-term, systematic, in a short time is difficult to solve, and we must rely on the two aspects of market and government coordination. Simply relying on administrative means or market forces are difficult to solve. The industrial investment fund is the strategic guidance of government thinking Effective means to the operation of the market and the combination. It is because of the industrial investment fund plays an important role in the development of our country, China must vigorously promote. In the early stage, the development of industrial investment fund government policies, especially fiscal policy and financial capital is the key industry investment fund development direction and good operation. The source of funds, investment funds industry risk aversion, to choose, each exit mechanism and other aspects cannot do without financial support.
This paper discusses the connotation of industrial investment fund, the basic concept of the essence and characteristics on the frontier theory on the basis of the study on investment fund industry, to explore the role of Finance in China's industrial investment fund development and operation, to provide useful suggestions for the smooth development of China's industrial investment fund.
