【摘要】：溫州民間借貸具有悠久的歷史，改革開放以后，更是得到了快速發(fā)展。2011年秋，溫州卷入一場(chǎng)罕見的民間金融危機(jī)之中，頻繁曝出民間借貸資金鏈斷裂老板跑路的消息，其中還有不少擔(dān)保公司老板跑路的傳聞。 基于溫州民間借貸的案例情況，本文對(duì)溫州民間借貸的特點(diǎn)進(jìn)行了總結(jié)，發(fā)現(xiàn)溫州民間借貸存在利率奇高、借貸規(guī)模巨大、放貸參與率高、形式多樣等特點(diǎn)；本文還對(duì)民間借貸危機(jī)的表現(xiàn)進(jìn)行了闡述，溫州民間借貸危機(jī)的產(chǎn)生主要表現(xiàn)在以下幾個(gè)方面：民間借貸糾紛案猛增、私營(yíng)企業(yè)老板欠債外逃、部分中小企業(yè)倒閉或停業(yè)；同時(shí)本文對(duì)溫州民間借貸危機(jī)產(chǎn)生的根源進(jìn)行了全面分析，由于溫州企業(yè)的自身缺陷，貨幣政策急劇變動(dòng)，民間借貸行為缺乏法律規(guī)范金融體制方面的制度性缺陷，民營(yíng)企業(yè)追逐高利，實(shí)體經(jīng)濟(jì)“空心化”等原因?qū)е铝藴刂菝耖g借貸危機(jī)的爆發(fā)。通過以上全面的分析和論述，本文對(duì)溫州民間借貸提出了如下改進(jìn)的措施和建議：加強(qiáng)政府的政策引導(dǎo)，規(guī)范民間借貸市場(chǎng)，加強(qiáng)金融監(jiān)管，政府切實(shí)改善投融資環(huán)境，強(qiáng)化金融和法律知識(shí)宣傳。
[Abstract]:Private lending in Wenzhou has a long history, after the reform and opening up, it has got rapid development of.2011 in the fall of Wenzhou in a rare financial crisis, private lending funds strand breaks frequently exposed the boss run away message, of which there are many Guarantee Corporation boss run away rumors.
Based on the case of private lending in Wenzhou, this paper summarizes the characteristics of Wenzhou private lending, private lending rates are found in Wenzhou is unusually high, borrowing huge scale, lending participation rate is high and the characteristics of various forms; the performance of the private lending crisis is discussed, Wenzhou private lending crisis produced mainly in the following several aspects: private lending disputes soared, private enterprise boss in flight, some small and medium-sized enterprise bankruptcy or closure; analyzes the causes on the Wenzhou private lending crisis, due to its own defects in Wenzhou enterprises, monetary policy changes, private lending behavior lack of institutional defects of legal norms of private financial system. By the comprehensive Based on analysis and discussion, this paper puts forward the following measures and suggestions for improving private lending in Wenzhou: strengthening government's policy guidance, regulating private lending market, strengthening financial supervision, improving investment and financing environment, and strengthening financial and legal knowledge publicity.
