“棄風(fēng)棄光”治理與我國(guó)綠色生產(chǎn)方式的形成

【摘要】：2017年5月26日,中共中央政治局就推動(dòng)形成綠色生產(chǎn)方式和生活方式進(jìn)行第四十一次集體學(xué)習(xí)。我國(guó)一些地區(qū)存在的"棄風(fēng)棄光"問題,值得我們關(guān)注。2016年8月15日,中國(guó)生物多樣性保護(hù)與綠色發(fā)展基金會(huì)致函國(guó)家電網(wǎng),其主要是因?yàn)椴糠值胤诫娋W(wǎng)未落實(shí)"可再生能源發(fā)電全額保障性收購(gòu)制度"在一定程度上造成了"棄風(fēng)棄光"問題。文章先從供給側(cè)、需求側(cè)分析了當(dāng)下"棄風(fēng)棄光"的原因,之后測(cè)算了"棄風(fēng)棄光"的成本,認(rèn)為環(huán)境公益訴訟下高額的環(huán)境賠償成本,可以有效化解過剩產(chǎn)能,解決"棄風(fēng)棄光"難題。
[Abstract]:On May 26, 2017, the political Bureau of the CPC Central Committee carried out the forty-first collective study on promoting the formation of green mode of production and way of life. The problem of "abandoning wind and abandoning light" in some parts of China deserves our attention. On August 15, 2016, the China Foundation for Biodiversity Conservation and Green Development wrote to the State Power Grid. The main reason is that some local power grids have not implemented the "full guarantee purchase system of renewable energy power generation" to a certain extent, which has caused the problem of "abandoning wind and abandoning light" to a certain extent. This paper first analyzes the reasons of "abandoning wind and abandoning light" from the supply side and demand side, then calculates the cost of "abandoning wind and abandoning light", and holds that the high cost of environmental compensation under environmental public interest litigation can effectively resolve the excess capacity. Solve the problem of abandoning the wind and abandoning the light.
