【摘要】：新電改政策提出了有序放開增量配電業(yè)務(wù),鼓勵社會資本投資增量配電網(wǎng),對電網(wǎng)企業(yè)傳統(tǒng)配電網(wǎng)投資工作帶來了諸多影響,具體體現(xiàn)在投資規(guī)模、投資重點(diǎn)、投資效益和投資風(fēng)險(xiǎn)等方面。該文分析了新電改給電網(wǎng)企業(yè)配電網(wǎng)投資帶來的不確定性,為適應(yīng)此不確定性,降低投資風(fēng)險(xiǎn),研究了市場環(huán)境下電網(wǎng)企業(yè)投資增量配電網(wǎng)的風(fēng)險(xiǎn)評估方法,主要考慮了配售一體化運(yùn)營模式的投資風(fēng)險(xiǎn),并結(jié)合2類典型增量配電試點(diǎn)算例,分場景討論分析,最后給出了增量配電業(yè)務(wù)放開下電網(wǎng)企業(yè)投資風(fēng)險(xiǎn)分析和對策。
[Abstract]:The new power reform policy proposes an orderly liberalization of incremental distribution services and encourages social capital to invest in incremental distribution networks, which has brought many effects on the traditional distribution network investment work of power grid enterprises, specifically reflected in the investment scale and investment focus. Investment benefits and investment risks and other aspects. This paper analyzes the uncertainty brought by the new electric power reform to the distribution network investment of the power grid enterprise. In order to adapt the uncertainty and reduce the investment risk, the risk assessment method of the incremental distribution network investment of the power grid enterprise under the market environment is studied. This paper mainly considers the investment risk of the integrated distribution mode, and discusses and analyzes the investment risk of power grid enterprises under the opening of incremental distribution business according to two typical incremental distribution pilot examples, and finally gives the investment risk analysis and countermeasures of the power grid enterprises under the opening of incremental distribution business.
